How would you guarantee Social Security benefits for future generations?

Social Security is a social compact with retirees and a promise that must be kept. Congress has postponed significant action to reform this program and guarantee its future solvency, and we must act now. I will support legislation permitting S.S. payees to invest up to 10% of their S.S. payment into three mutual funds. These funds would be with companies based in the U.S. that meet strict financial requirements. Limiting participation to U.S.-based firms incentivizes companies to move their headquarters and tax dollars back to the U.S. to gain access to this large investment pool. Increased tax revenue from this repatriation would more than offset the 10% in payments. This plan would have the added benefit of significantly increasing investment in the U.S. economy and creating an environment conducive to high-value job job creation. Congress also must stand vigilant over the Social Security Trust Fund and resist the temptation to raid it for other spending projects.

What government spending would you reduce in order to balance the budget?

Regardless of the area, wasteful spending is fiscally and morally wrong and must end. I will support legislation to restrain federal spending, eliminate waste, and set spending priorities in the national interest. We also can reduce federal spending when we address our illegal immigration problem. I’d undertake a careful review of entitlement and defense programs and support meaningful reforms. We need a strong defense, second to none, but it must be lean and efficient.

Under what circumstances should taxpayers help pay off existing student loans?

It is not the responsibility of the American taxpayers to pay off student loans or erase student debt. A major reason tuition skyrocketed 260% between 1980 and 2014 was excessive spending in college administration. I would review this issue as a chief consideration in federal funding for higher education. Congress also must review overly-generous student loan forgiveness policies that hurt our economy and do nothing to reduce college costs.

Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.

What does "separation of church and state" mean to you?

It means the correct historical understanding and proper legal application of the First Amendment. This essential amendment, foundational to all our liberties, was not written to protect the state from the church but to protect the church from the state. Religious freedom is under threat today by those who would seek to abuse the First Amendment, twisting the founders’ intent in an attempt to circumscribe, marginalize, and intimidate faith-based convictions and political expressions in the public arena. In America, religious freedom is accorded equally to all as a constitutional right and safeguarded by our government, without regard to individual conscience or belief. It must never be circumvented or undermined because of differences in political opinion. The liberty we seek for ourselves we must extend to others, whether we share their politics or not. This means that no citizen should ever be forced to deny his religious beliefs by the power of the state.


HEALTHCARE

It is the government’s responsibility to ensure everyone has health insurance.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

I favor repeal of the Affordable Care Act. It has resulted in skyrocketing premiums, restricted choice, more bureaucracy, and costly regulations. I support a healthcare program that will enhance consumer choice, permit individualized insurance plans, and protect those patients with pre-existing conditions. We also must protect and enhance plan portability and expand Health Care Accounts by increasing the allowable pre-tax contributions to HCAs. We can encourage healthcare innovation and competition by removing regulatory barriers and expediting approval of new drugs. We must focus on the supply side of healthcare, including training more doctors and nurses through additional medical schools. Streamlining billing processes and eliminating duplication and red tape are needed to reduce healthcare costs. America can and must create a modern healthcare system built on the vision and principles of improved access, streamlined processes, enhanced quality, lower costs, and greater choice.


NATIONAL SECURITY

The best way to maintain peace is through a strong military.

What should the United States do to help eradicate the threat of radical Islamic terrorism?

We must always ensure that our military is the strongest and greatest in the world. We also must continue our vigilance against all possible terrorist threats to our nation, domestically and internationally. We must maintain the latest cutting-edge technology and innovative science to guarantee our security and the ready availability of intelligence. Our freedom and safety are dependent upon the effectiveness of our intelligence agencies at all times and in all places. I will support the resources necessary to assure these goals. I strongly support President Trump’s policies in this area. He has been a courageous leader against the ongoing threat of terrorism. We also must carefully monitor the domestic threat of Sharia Law.


IMMIGRATION

I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.

And I will support all efforts to make it more difficult for those coming to America to do the wrong thing.

I gave my life to Jesus Christ as my Savior when I was nine years old at a Christian summer camp. I was raised in a home where both of my parents were committed Christians and active in their church. Jesus Christ is Lord of my life. My highest goal is to honor him in all I do and say. My faith in God and his Word, the Bible, inform my choices, my decisions, my beliefs, my values and the way I live my life. My faith also informs my politics. I was head of my church youth group in college. I preached my first sermon at age 19. An ordained Baptist minister, I have served as the pastor of four churches. I believe the Bible is the inspired word of God, without error. The holy Scriptures are my sole guide for faith and practice.

I believe my unique and extensive background in faith-based organizations, pastoral ministry, and public service, and my proven leadership as a courageous advocate for freedom, faith, and family, have prepared me to be an outspoken champion in Congress for the conservative values that have made Texas and America great.

What restrictions on gun ownership are needed to protect public safety?

There are sufficient laws currently on the books in this area. Enacting further restrictions on law-abiding gun owners will not make this country safer or deter violent and lawless criminals. I am a staunch supporter of the Second Amendment. I will vigorously oppose any and all efforts to weaken or compromise this constitutional right. This includes my opposition to H.R. 838, the red-flag gun control bill my opponent has co-sponsored.

1) Protecting the sanctity of human life and our children, including prohibition of medical procedures associated with gender transition for minors. We must protect children from this form of child abuse. 2) Cutting taxes, government waste, and excessive government regulations. I will support efforts to strengthen our economy and oppose the adoption of socialistic, big-government measures. 3) Assisting our veterans and their families.

Is racism a threat to domestic security in the United States? Why or why not?

Racism is a moral evil. It is an affront to our humanity and to the God who made us. It is a sin. The overwhelming majority of fair-minded Americans of all persuasions would agree. Racism has come, however, to mean something quite different in recent years. It’s been used to dismiss political and moral views – and public policies - with which one disagrees. Racism has been used, for example, to label conservative ideas illegitimate and unworthy of reasonable debate. This abbreviation of speech leads to an abbreviation of thought. Real racism is a threat to domestic security in the United States. Racism divides us from each other, breeds hate and violence, and undermines the unity of our Republic. But every difference of opinion is not racially motivated, and we must as Americans guard against being cavalier. When we make racism a commonplace term, we only make it more difficult to recognize and address genuine bigotry.
