Strongly Disagree. Planned Parenthood and other reproductive health providers deliver essential, life-saving care to millions of Californians — including cancer screenings, contraception, STI testing, and prenatal services. Defunding these providers would devastate access to healthcare, particularly for low-income women and communities of color. Title X funding exists precisely to ensure that cost is never a barrier to basic healthcare.
Under what circumstances should an elective abortion be allowed?
Abortion is healthcare, and that decision belongs to a woman, her family, and her doctor — not politicians. I believe abortion should be legal, accessible, and free from government interference at every stage of pregnancy. California has led the nation in enshrining reproductive freedom in our state constitution, and I will fight to protect and expand that right.
Human life deserves legal protection from conception until natural death.

Strongly Disagree. While I deeply respect the moral and religious convictions behind this position, I do not support codifying that belief into law in ways that strip women of their bodily autonomy. Reproductive freedom is a fundamental right. Government has no place making these deeply personal medical decisions for individuals.
The lives of human embryos created through artificial methods ought to be protected from purposeful destruction.

Strongly Disagree. IVF has helped countless California families build the lives they dream of. Legislation that treats embryos as legal persons would effectively criminalize IVF and other assisted reproductive technologies. I am a strong supporter of protecting access to IVF and will oppose any measure that threatens it.
The Comstock Act, which bans interstate transportation of abortion-inducing drugs, should be enforced.

Strongly Disagree. The Comstock Act is a relic of the 19th century that has no place in modern healthcare policy. Medication abortion is safe, effective, and FDA-approved. Enforcing Comstock would cut off access to abortion care for millions of Americans and represents a dangerous federal overreach into states' rights and individual medical decisions.

I strongly support a living wage that keeps pace with the cost of living, and I voted to raise California's minimum wage to $15 and beyond. No one working full time should live in poverty.

Free enterprise and property rights have an important role to play, but markets left entirely unchecked produce inequality, exploitation, and harm. Smart regulation creates the conditions for businesses to thrive while protecting workers, consumers, and communities. As Insurance Commissioner, that balance is exactly what I will bring to oversight of one of the most consequential industries in Californians' daily lives.
