My short answer is: in the event of rape and incest. However, I have come to learn that this happens less than one percent of the times.

What is the best way to bring down unemployment?
We can bring down unemployment in this way: 1. create more jobs. 2. to create more jobs we must have a well educated workforce both in skills and university training. 3. Education & Workforce development must be synonymous. 4. train to what employers need 5. a solid workforce will become attractive to new business investment in Louisiana. 5. greater investment in new companies creates a better tax income. 6 Tax income from employees and business can help our economy, which helps create a more consistent and balanced budget.
What role should government play in boosting the economy?
Government can assist our economy by doing a number of things. 1. Make it easier to do businesses in La. by addressing judicial reform. 2. Eliminate the inventory tax. 3. Consider a flatter tax for individuals and business. 4. Revamp the ITEP program to make it simple not harder for companies to invest in La. Look hard at corporate income tax reform. Evaluate / repeal the Jobs Incentive Programs that do not add value.
RELIGIOUS LIBERTY
Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?
Not being an expert, we must have healthcare reform that includes consumer - driven options. Increase wellness incentives. Increase access to home based health care for the seriously ill. I also believe we need to have a better program of identifying those on Medicaid actually qualify for the program. We have to address medicaid expansion.

I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.

It is the very nature of man to want to invoke their religious beliefs into decisions they make. Our founders did not want to have a conflict between what our individual religious beliefs are and what the law provides in order to be fair and equitable. Therefore, the separation of church and state.

I believe in GOD and the 10 commandments. Further, if we simply lived our lives by those simple rules of life we could find great peace in the world today. I believe the unborn have the right to life and it that right begins at conception.

I believe my association with the various volunteer and church organizations speaks for itself. I have toured the Desormeaux Foundation to create a deeper understanding of the issue at hand. I have completed numerous silent retreats at Manresa. I have attended J.H Ranch with my two daughters on a father daughter retreat.

Is there anything else you would like voters to know about you?
I am a father of 3 and have 4 grandchildren and I am married for 37 years. I have never run for office nor was it a plan. It is the concern I have for my grandchildren that drives me an by extension, your grandchildren. My career in oil and gas spanned nearly 40 years. My experience includes leading several divisions of Global Industries Ltd. including the eastern hemisphere, where I was able to hone the art of negotiating. Having squared off with the Saudi's, Egyptian's, Chinese, Mexican's and many other country run oil companies has prepared me for the toughest of negotiations and how to work through cultural understanding. I am prepared and ready to enter the fray of Baton Rouge politics.
