House Bill 481, called the "Living Infants Fairness and Equality (LIFE) Act," declares that unborn children are considered legal persons, restricts most abortions after a detectable heartbeat (around six weeks), requires doctors to inform women about the gestational age and heartbeat, and allows certain exceptions for medical emergencies, rape, or incest.
