RIGHT TO LIFE

Under what circumstances should abortion be allowed?

Although, personally, I am Pro-Life, I do not support the effort to overturn Roe v. Wade. I do not support the effort to pass a law requiring parental notification before a female under the age of 18 undergoes a medical procedure to terminate a pregnancy. I support a female’s right, in consultation with her doctors, to decide what medical procedures are best for her, given all facts and circumstances. My goal as Governor, regarding the entirety of Nevada, would be to create a wholesome Socio-Economic environment that gives prospective parents of an unborn confidence that Nevada will be safe, prosperous, supportive, and will afford them every reasonable opportunity to be able to successfully raise a child. In cases of a patient under the age of 18, incest, Rape, or when the doctor confirms that the termination procedure is medically necessary, that medical procedure should be allowed and the state should pay for that procedure, whether a woman has insurance or not. Many responsible taxpayers want the state to decide whether or not the state should pay for, so-called, "elective abortions." The same applies to the adoption of a legislative policy to be applied when it is confirmed that a woman over the age of 18 abuses her right to a state sponsored abortion, by habitually resorting to that procedure, as though it is just another means of Birth Control. Notwithstanding any debate or discussion, as long as Roe v. Wade remains the law of the land, the Nevada State Legislature must provide equitable access to female reproductive care.

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

ECONOMY

What changes, if any, should be made to the tax code?

I will establish Comprehensive tax reform, to stimulate Nevada's economy and foster Full Employment; To mitigate the impact of tangible personal property (TPP) taxes on the value of certain business inventory for emerging Nevada businesses: Offer an income tax credit to offset inventory taxes paid; No Inventory taxes until a qualified emerging business makes a profit; Gradual shift from inventory taxes toward revenue sources with broader, more neutral bases. Land used for the development of Tiny Homes Communities will qualify as “open-space land” for property tax purposes, if that open space land is adjacent to a business that employs a minimum of 100 workers. If The qualified “open space land” is used for multiple purposes, the primary, most important, use must be Tiny Homes for mixed-income Nevada residents. No rollback tax is collected when properties change from agricultural to qualified Tiny Homes communities for residential use. Taxpayers whose Tiny home qualify as manufactured will not have the option of installment payments. Provide a State of Nevada Motor fuel tax credit to operators of Fleet vehicles - passenger cars, buses and passenger vans - used exclusively to transport qualified Tiny Home residents to and from Nevada factories. Early access to tax revenue will help Nevada transition from debt to fund services revenue and expenditure system to a pay as you go revenue and expenditure system.

What government spending would you reduce in order to balance the budget?

As Governor, I will implement several cost saving initiatives and measures designed to increase cost effectiveness and energy efficiency without negatively impacting safety or service. The following measures will ensure we are able to maintain the current staffing level and avoid employee furlough days: State employees will have the option of a ten hour a day, four day a week, forty hour work week. This would reduce daily start-up costs as well as reduce personal and public energy consumption. Additionally, we will enable employees, whose presence is not required on-site, to work from home. To enable more contractors, vendors and suppliers to respond to Requests For Proposals and offer competitive bids, I will cut the Procurement Department Red tape; Unbundle government contracts to provide smaller Request For Proposals; Subject to transparency requirements, allow bidders to lease cost prohibitive equipment rather than require them to own that equipment; and Provide wrap up bonding and insurance. These measures are likely to reduce procurement costs by as much as ten percent (10%). I will cut the State of Nevada's government utility costs by using modern efficiencies and technology to heat, cool, light and regulate lobbies, offices, and conference rooms throughout all State of Nevada facilities. I will cut the flow of administrative paperwork by fifty percent (50%). This will reduce purchasing, handling and storage costs by twenty percent (20%). Additionally, over a period of six (6) years I will greatly reduce the State of Nevada’s debt service by transitioning from the current "Debt to Fund Services" revenue and expenditure system to a "Pay As You Go" revenue and expenditure system. This will result in the State of Nevada having a constant reserve fund. Ultimately, it will encourage the bond rating agencies to increase the State's Bond Rating, making it less costly to borrow money, fund projects, or acquire general obligation bonds. These types of initiatives will enable us to replenish our Rainy day Fund.

Taxpayer-funded public education should be guaranteed through college.

Nevada businesses need highly skilled, qualified, work professionals to compete. Therefore, we must implement policies, practices, and procedures designed to ensure Nevada students have at least an 80% chance of completing their education, Pre-K through 12th grade. We would enable high school graduates to enroll in our Community Colleges. Statistics prove, college grads are less likely to end up in jail. Therefore, we would utilize the amount budgeted, but not used to prosecute and incarcerate.

HEALTHCARE

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

I do not believe we need another overbearing mandate for Federal or State government to over-regulate. However, government officials and school administrators have a responsibility to use the least restrictive means to keep the population safe. Thus, those officials, on a case by case basis, consistent with the lawful authority granted them by certification, are permitted to determine who gets what, when, where, and how. Absent a public danger, people should be free to make decisions as they peacefully enjoy their right to Life and Liberty, and the pursuit of Happiness. The government can legislate a vaccine requirement when there is a clear and present health emergency. Most schools, have always had vaccine requirements. Unless and until all vaccine requirements are repealed, or made unlawful by the U.S. Supreme Court, school boards should continue to determine their vaccine policy. Private Employers should have the autonomy to establish employee requirements that best suit their needs. Selfishly, many special interest groups want the government to mandate and regulate the actions of others who engage in activities they oppose. They are okay with a government that takes away the independence of others, however, they don't want the government to mandate or regulate their own actions. If the government were to mandate activities consistent with the demands of every group, nothing would be left to choice. Therefore, to avoid going down the slippery slope, we all have to be disciplined and resist calling for mandates that suit our own purposes.


NATIONAL SECURITY

What should the United States do to help eradicate the threat of Islamic terrorism?

When it comes to Terrorism, the stakes are extremely high. Therefore we can not afford to be a day late or an asset short. Thus, my administration will employ proactive measures that ensure a comprehensive rapid response, instead of ineffective reactionary protection, by happenstance. We will fully utilize proven policies, practices, procedures, equipment, training and deployment strategies to achieve and maintain world class Anti-terrorism protection standards. We will improve communication between the Nevada State Police, Nevada Investigative Division, Nevada Highway patrol, County Police, Municipal Police, TSA officials, and Law enforcement officials from bordering states. We will make certain there is one common communications channel accessible to each of these separate policing agencies. Under my leadership, Nevada will Coordinate with Homeland Security to tap into their extensive network of public and private cameras and other technology. We will use all available camera footage and audio to identify and monitor people of interest. We will make certain that DHS and the various policing agencies are informed and aware of all terrorist investigations, and have access to vital information including the names and descriptions, and all know locations of people of interest. We will engage Cyber-security experts to make certain we are not vulnerable in that space.

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

IMMIGRATION

The U.S. should do more to physically secure the southern border.

More illegal immigration results from visa overstays than illegal border crossings. Yet, the number of illegals crossing the southern border is of grave concern. However, I do not believe that more border walls are the answer. The border wall has been compromised and has failed to appropriately secure the border. Instead, we need to use technology, drones, cameras, and listening devices to track and capture illegals who cross the border and attempt to disappear into the United States.

Who should be allowed to immigrate to the U.S. and under what circumstances?

United States immigrants become a part of U.S. culture through avenues such as citizenship, becoming legal permanent residents, or by seeking humanitarian protection. To immigrate to the United States permanently, first a person would apply for an immigrant visa and find a US citizen to sponsor their application. Applicants need to have permanent residency for a minimum of two years; 1,095 full days have to be spent in Canada before the date of application; 5 years are taken into account before the date of application by the IRCC. To immigrate to the United States means to relocate permanently by obtaining an immigrant visa, commonly called a “green card” or “lawful permanent residence.” A green card can be renewed indefinitely. It allows the holder unrestricted employment, permits them to live and work in the U.S. indefinitely, join the armed forces, and apply for U.S. citizenship after five years - three if married to a U.S. citizen. The Green Card is the pathway to U.S. citizenship.


EDUCATION

I support school choice, including voucher programs, tax credits, charter schools, private schools, and home schools.

No child should have to pass by a highly accredited, publicly funded, selective enrollment school to start their school day at an underperforming school. Engaged parents choose selective enrollment schools. Children without parents are at a disadvantage Advocates for Selective enrollment schools, vouchers & tax credits should be made to demonstrate a compelling reason for the use of public funds to support those educational initiatives. Home schooling is a reasonable educational alternative.

I believe LBGTQ+ individuals deserve all of the protections currently afforded by Federal and State Legislatures. However, I do not support the creation of a specially protected class to protect them from discrimination. Our current non-discrimination laws provide sufficient protection. I am not in favor of placing other citizens in legal jeopardy, when they may not be aware that they are interacting with someone within that proposed protected class.

Critical race theory is a field of intellectual examination that explores the historically, race based, legal codifications in America. Critical Race Theory does not generally assert that the institutions in the United States are fundamentally racist. Critical Race Theory is not routinely taught in American Pre-K - 12 schools as a part of any approved curriculum.

Briefly describe your spiritual beliefs and values.

Nothing comes before God and Jesus the Christ in my life. However, I am aware that many people have various spiritual beliefs, and some none at all. Therefore, the decisions I make in the public interest are spiritual belief neutral. I am imperfect, but aspire to live in a manner consistent with the Ten Commandments.


ELECTIONS AND VOTING

People should be able to vote without photo identification.

I support the absolute protection of Voting rights and oppose all voter suppression efforts. Yet, I am not opposed to a sensible Voter ID Requirement, so long as all official forms of IDs are acceptable, or a voter can receive the required ID at any polling place, in real time, without delay, free of charge. In cases where no voter ID is immediately obtainable, or any voter without ID refuses to present an ID, registered voters should allowed to vote provisionally.

What laws would you propose to change present voting practices?

I would reinstate Pre-clearance requirements. All states and substate entities would have to guarantee equal access 1:1, to the polls for all voters. This guarantee would be effectuated on an Electoral District basis.


EQUALITY

Is racism a threat to domestic security in the United States? Why or why not?

White Supremacy groups that have race based philosophies; seek to oppress others; or abridge the right of others on the basis of race, are a threat to our domestic security. On January 6, 2021, groups fitting that profile and demeanor, attempted to overthrow our democracy and prevent the peaceful transfer of power. Had they been successful there would have domestic unrest like never before.

Reparations should be given to people on the basis of race.

Government is “a hierarchy of respected relationships interacting to create enforceable laws.” Government’s mandate is to provide for the common defense; ensure civility; and to take care of those who are weak, afflicted, in-firmed or disoriented. Pursuant to that limited mandate, Government delivers a myriad of authorized services paid for by revenue derived from taxation, and the assessment and collection of fines and fees. CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

To protect the interests of police, Police officers will be outfitted with Body Cams that will be synchronized with Dashboard cams. Body Cams would automatically activate the moment an officer exits the police car. Once activated, an officer would not have the ability to disengage that body cam, audio or video. It would remain active until the arresting officer reports the conclusion of the encounter and the station resets the body cam, or until the arresting officer arrives at the station.

I support redirecting funds from police departments to mental health and community programs.

I support the complete funding of our Police and safety services. Still we must fully fund Adult Mental Health services. We must also provide mental health experts when the police or dispatchers decide that support service would be beneficial to a positive peaceful outcome.


2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

I support the second amendment, with instant background checks, subject to the current “safety valve” provisions. No one should be allowed to own or possess a "Ghost Gun." Such weapons, no matter what the extraneous circumstances, should be considered contraband.

Victims of gun violence should be able to sue firearms dealers and manufacturers.
