Under what circumstances should abortion be allowed?

I support the Supreme Court decision in Roe v. Wade that permits abortion in the 1st trimester and provides for greater restrictions in the 3rd trimester, when the Court says the fetus is viable. To outlaw abortion in the 1st trimester will lead to back alley abortions. We need to reduce the abortion rate. Other countries, like Sweden, have much lower unwanted and teenage pregnancy rates, because of education and access to birth control. Planned Parenthood should receive federal funding for women's health services and birth control, not for abortion services.

What should the United States do to help eradicate the threat of radical Islamic terrorism?

The U.S. should cut off foreign aide to Saudi Arabia and Pakistan if those two countries continue to export radical Islamic terrorism. We should stop overthrowing secular dictatorships in the Middle East. Saddam Hussein was a dictator, but he was not responsible for the September 11th terrorist attacks. Each time the U.S. has overthrown a secular regime in the Middle East (Iran in 1953, and Iraq and Libya in more recent years), it has led to the rise of far more radical Islamic movements and regimes in those countries. The U.S. should also convert quickly from fossil fuels to renewable energy sources like solar and wind. The sooner the world breaks its dependence on Middle East oil and gas, the sooner those radial Islamic regimes will collapse.

What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?

The separation of powers was a response to the way power corrupts, and absolute power corrupts absolutely. It's dangerous to put all legislative, executive and judicial powers in the same hands.

Briefly describe your spiritual beliefs and values.

I was raised Roman Catholic and confirmed my faith. Jesus Christ is a great prophet for peace and nonviolence, forgiveness, mercy and compassion. I believe that spirit of Jesus is alive within us all. I try to live my life in harmony with His teachings. I have read and studied about other major religions, each with prophets for peace. Jesus taught love for all of humanity. I value this in my political commitments, such as my support for healthcare for all, jobs and economic opportunity for all, basic dignity and respect for all beings.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?

I support conserving our natural environment and conserving our moral and ethical values and what's most enlightened in our political culture. I oppose the enormous federal government subsidies for huge corporate interests. As a legal scholar, I have published critiques of the Federal Reserve's multi-trillion dollar subsidies for the same Wall Street banks and hedge funds that brought us the 2008 financial collapse. Those are moderate positions. I also support progressive programs to put people back to work, modeled on Franklin Roosevelt's New Deal and the G.I. Bill of Rights that provide jobs, income, health care, housing, pensions, education as public goods.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

I support Medicare for All, single payer universal coverage health care that's affordable and accessible to all Americans. Health care should be a human right. That's what Franklin Roosevelt called for in his proposed Economic Bill of Rights. Most other advanced industrialized countries provide universal health coverage for their citizens. If we do so here in the United States, there will be a much higher demand for medical services. That means the federal government should be investing in training more doctors and nurses and building more hospitals and health care facilities to meet that increased demand without raising prices.

What role should government play in boosting the economy?

The government should play a central role in economic development. That's what the New Deal was all about, rebuilding the country's infrastructure helped attract private economic activity, especially among small family-owned businesses. Main Street capitalism. We should be investing in transit infrastructure, water and sewage works, public schools, and health care. When we put the public sector on austerity, this leads to privatizations, declining services and higher costs for consumers. There needs to be a healthy balance between public and private sectors. We need a national infrastructure bank, modeled on the Reconstruction Finance Corporation, created during the Great Depression, that rebuilt so much of the U.S. economy from 1928-1957. Every other advanced country has a national infrastructure bank, including China, Japan, and Germany. We should be investing in border security and also in helping our neighbors through trade and foreign aid, like the Marshall Plan did in the past.

What changes should be made to the tax code?

We need new tax brackets at the top. There's no reason that someone making $500,000 a year is in the same tax bracket as someone making $100 million or $1 billion a year. We also need a financial transactions tax, otherwise known as a "Robin Hood Tax", to raise revenue and deter financial speculation. We should reduce income taxes on middle and lower income families, and we should reduce taxes on small family-owned businesses.

What is the best way to bring down unemployment?

Public jobs programs. We could have a national service program to enlist people of all ages to work in a Civilian Conservation Corps, like the CCC of the 1930s, cutting fire lines, clearing underbrush, and putting out small forest fires before they get big. That's only one example. If the Federal Reserve can serve as the lender of last resort for Wall Street banks, the federal government should serve as employer of last resort for Main Street. After three years of national service, citizens should be eligible for tuition free higher education and vocational training, low interest mortgage loans, low interest business loans, just like the G.I. Bill of Rights did for my dad and others in the Greatest Generation.

How would you guarantee Social Security benefits for future generations?

We should life the cap on the Social Security tax. Higher income folks should pay the Social Security tax on their entire income. A genuine full employment policy would put millions of people back to work, thereby putting taxpaying resources back to work. We should be able to raise Social Security benefits, not cut them.

What education or experience qualifies you to hold the office for which you seek election?

I earned a bachelor's degree in Government, Economics, and History from Franklin & Marshall College, a Juris Doctor law degree, cum laude, from the Georgetown University Law Center. I practiced law for several years in New York City, served as a legislative aide on Capitol Hill to the late U.S. Senator Paul Tsongas, and I've been a law professor for twenty years, and I'm presently a Professor of Law & Public Finance at the Nova Southeastern University Shepard Broad College of Law in Ft. Lauderdale.

I am running for this office for all the right reasons, to help thy neighbor. Your questionnaire did not ask about corruption, which is one of the greatest moral failures of our time. I have been battling against corruption in Broward County for the past two years. I have fought this fight at great personal expense and sacrifice.
