Under what circumstances should abortion be allowed?

When the mother's life is endangered. When a woman believes that she cannot emotionally or financially carry the responsibility of motherhood. Contraception prevents abortions, therefore I support Planned Parenthood. There is a difference between being pro-fetus and pro-life. Yet both carry enormous responsibilities for being rigidly pro-fetus imposes on women. I respect and consider pro-life those pro-fetus advocates who do the following: http://www.paulglover.org/0205.html

What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?

They understood that greed will overwhelm community and freedom unless authority is spread widely.

Briefly describe your spiritual beliefs and values.

These are private beliefs. There should be no religious test for public office. But you may see my spirituality manifest in my 50 years of community service. http://paulglover.org

When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?

No Answer

Please provide publicly available information validating your answer to the previous question.

I serve community and nature. Here are my labels: https://www.pinterest.com/pin/458733912041287501/

What is the best way to bring down unemployment?

I offer a plan to create 500,000 new jobs in Pennsylvania without raising taxes, by funding the Green Labor Administration (GLAD), an independent nonprofit entity which networks community assets to repair communities and nature. https://www.tremr.com/paul-glover/growing-jobs-grassroots-economic-development I taught Green Jobs at Temple University and published Green Jobs Philly News for four years. I'm founder of a dozen organizations and enterprises. Control of the economy must be decentralized, to favor community enterprise rather than global corporations. Wall Street should not dominate Main Street. The Federal Reserve should be an elected body or be dissolved.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

I endorse the proposed Pennsylvania law SB 1688 which expands Medicare to all Pennsylvanians. But I favor basing this expansion on a system of local and regional member-owned medical co-operatives will ensure that Medicare is affordable, democratic, and humane. I'm founder of the Ithaca Health Alliance, a member-owned health security system. I'm author of Health Democracy. Members of the Ithaca Health Alliance paid $100 per year to be covered for twelve categories of common emergency, anywhere in the world, to specified maximum amounts. The Alliance then built a free clinic that provides both holistic and allopathic care. I"m author of the book "Health Democracy" which explains how: http://paulglover.org/hdbook.html I would shut the revolving door at PA Insurance Department between regulators and insurers. My book "A Crime Not a Crisis" details how and why.

What role should government play in boosting the economy?

As a lifelong community development consultant and entrepreneur, I would shift the budget to foster small businesses that serve community needs while celebrating community assets. We are a state of talented, energetic people, and we deserve government which is itself efficient, energetic, and subordinate to the creativity of the public. I favor a PA State bank, to pull our taxes and pensions from commercial banks that spread our money around the globe. The State bank would be required to invest in PA infrastructure and enterprise. As mentioned above, I budget seed money for the Green Labor Admninistration.

What education or experience qualifies you to hold the office for which you seek election?

I'm founder of a dozen organizations and campaigns for ecology and justice. Among these are Ithaca HOURS, a business network (500) which stimulated the local economy by issuing a community currency. As well, have founded the Ithaca Health Alliance, which enabled members to escape HMO profiteering. Founded the Philadelphia Orchard Project, which has 61 orchards so far. Founder too of Citizen Planners, a national program which empowers communities to shape development. And so forth. Am author of six books on community economies. Taught urban studies at Temple University. Taught ecological economics at Philadelphia University.
