RIGHT TO LIFE

Human life begins at conception and deserves legal protection at every stage until natural death.

Under what circumstances should abortion be allowed?

I believe that decisions about terminating a pregnancy are between a woman, her God - with the counsel of her religious leader/pastor/rabbi in case the tenets of her faith tradition have complexities where she needs counsel; her doctor, and the father if she chooses to involve him (i.e. a rapist or abuser does not inherently have this right). Because different faith traditions have a different stance when the life of the mother is endangered by the pregnancy, I do not believe that government has a role in this decision. By the same standard of limiting government involvement, I generally support the Hyde Amendment as currently written - including the exclusions for rape or incest and to protect the life of the mother.

It is the government’s responsibility to ensure everyone has a livable income.

How would you guarantee Social Security benefits for future generations?

Social Security is an important safety net for some of our most vulnerable populations, including senior citizens, the disabled, and widows and orphans. Yet in its current form, it is not sustainable, is adding greatly to the national debt, and is not keeping up with the cost of inflation. It is critical that we protect it for future generations. This will require a comprehensive approach, which might include consideration like re-evaluating and flattening the payment rates to better provide for those with the most sever need, increasing the cap on income that is subject to the Social Security tax, and possibly a very slight increase (less than 1%) in the percentage rate for that tax, among others considerations.

What government spending would you reduce in order to balance the budget?

All government agencies must address their inefficiencies to ensure that they are using our tax dollars wisely. As a veteran who obtained my MBA while on active duty, one of the observations that I made during my graduate school program is that because government agencies are not focused on profit margins, they tend to not be as focused on cost efficiencies. We also must do away with the "use it or lose it" mentality in agency budgets.

Under what circumstances should taxpayers help pay off existing student loans?

We currently have a provision for Student Loan Repayment for those in certain areas of public service. The one that I am most aware of and most strongly support is the Military Student Loan Repayment Program. Student Loan Repayment at taxpayer expense should be limited to those who are taking a job serving the public at a lower salary than they would command in the free market in their chosen profession.


RELIGIOUS LIBERTY

Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.

What does "separation of church and state" mean to you?

Our Founding Fathers were very aware of the dangers of a State religion. Many had fled Europe because of it. Even in Colonial times, there were states where you could be imprisoned for belonging to the wrong denomination. (One of my own ancestors was jailed for being a Baptist Minister in Virginia when the only permitted denomination was the Church of England.) The establishment clause of the First Amendment guarantees that every citizen or legal resident has the right to worship and observe the faith they choose and that we will not have a State religion.

It is the government’s responsibility to ensure everyone has health insurance.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

A free market healthcare system where the costs of healthcare are transparent to the patient would be significantly more affordable and effective than our current system. I support encouraging investment in Health Savings Accounts (HSA) so that patients can save for and manage their own routine care. The HSA should be paired with a high deductible/low premium policy for the unanticipated -catastrophic care to cover major illnesses and medical emergencies. I also support managing this in such a way that individuals such as the self-employed or those between jobs can get insurance coverage as affordably as large corporations. Changing jobs or losing a job should not make insurance unaffordable when you need it the most.


NATIONAL SECURITY

The best way to maintain peace is through a strong military.

What should the United States do to help eradicate the threat of radical Islamic terrorism?

We must maintain strict sanctions against state sponsors of terrorism, such as Iran, and promote those sanctions with our international allies. We must also continue and expand cooperation with friendly nations that are actively fighting terrorism. Foremost among these is Israel who shares our values, is the only true Democracy in the Middle East and has been our ally and on the forefront of the battle against terrorism since the founding of modern state of Israel in 1948.


IMMIGRATION

I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.

I am Jewish. I believe that there is only one God who created the earth and the heavens. That he revealed himself to and made a Covenant with Abraham and provided the Torah to Abraham's descendants-by way of Moses at Mount Sinai. I believe that God is still actively in control of our world and that He desires a personal relationship with individuals as well as collective communities of faith. I believe that the two main precepts of the Torah and Bible are our relationship with God and our relationship with our fellowman. In the Words of Hillel when he asked to teach a man the entire Torah while the man stood on one foot, "What is hateful to you, do not do unto your neighbor. The rest is its interpretation. Go study." I believe that the goal of religion is self improvement - not the judgement of others. I try to apply that in every area of my life.

As a Combat-Veteran, Small Business Owner, and Mother, I am the best candidate to represent Washington's 10th Congressional District. I have deep roots in this community since being assigned to Fort Lewis 33 years ago. The largest employer in the District is JBLM and we have the 11th highest number of veterans of any Congressional District in the nation. As a 25-year Army veteran, wife of a veteran, and mother of two combat veterans, I will be a strong supporter of our military and veteran communities. Small business owners are the backbone of our economy. After retiring from the Army, I joined the small business that my husband had started several years before. I will be a strong advocate for small business. I have raised 4 successful adult children in this community, including one with special needs, and one who is a blue-collar worker. I am deeply committed to serving the needs of this community, fighting extremism, and working collaboratively in Congress to find real solutions.


CRIMINAL JUSTICE & PUBLIC SAFETY

Mandatory minimum sentencing should be required and enforced for violent crimes.

What restrictions on gun ownership are needed to protect public safety?

Violent felons, including domestic abusers, and those who have been found, through due process, to pose a threat to themselves or others should be restricted from owning firearms. These restrictions should be vigorously enforced. Law abiding citizens should not have their rights restricted. The National Instant Criminal Background Check System (NICS) should be rigorously maintained to ensure accuracy, completeness, and efficiency.

Is racism a threat to domestic security in the United States? Why or why not?

Yes, it is. In recent years there has been a significant increase in Anti-Semitic hate crimes. These hate crimes have been perpetrated by domestic terrorists who call themselves "alt-right" as well as by far left activists and Islamic extremist terrorists - whether domestic or international. Additionally, members of minority communities throughout the nation continue to experience disparate treatment because of racial and ethnic stereotypes or prejudice. As I am completing this survey, anger over the death of George Floyd, a black man, at the hands of law enforcement officers is resulting in riots, fires, burglary, and destruction of public and private property all over our nation. While it remains to be seen whether his death was racially motivated, the reality is that minorities who are innocent or have committed relatively minor offenses die at a disproportionate rate from police actions. The resulting civil unrest is a threat to domestic security.
