Under what circumstances should abortion be allowed?

Abortion should only be allowed for cases in which the life of the mother is in clear and present danger. Fortunately, this is relatively rare in the context of modern medical care.

What should the United States do to help eradicate the threat of radical Islamic terrorism?

We should enforce our borders and immigration policy. We should screen applicants for immigration to the United States to see if they pose a risk of terrorist activity. We should deal intelligently with national sponsors of terrorism such as Iran so as to limit their ability to train and support terrorists. Critically, we must support our key, freedom-loving allies, such as Israel and the United Kingdom. We must work together to defeat this form of terrorism. Finally, we must have the courage to call this form of terrorism by name; radical Islamic terrorism. It is difficult, even impossible, to deal with a threat which cannot be defined and therefore cannot be understood.

What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?

The desire for absolute power that results in tyranny, common throughout history and a result of man's sinful nature, led the Founders to create a system of limited government with power distributed across three branches of government with checks and balances present. It is also why they favored a federal model, or a republic, in which the separate, sovereign states willingly formed the federal government. Importantly, the federal government was intended to be limited in power by the states.

Briefly describe your spiritual beliefs and values.

I am a Christian. I believe in the authority of God's Word and believe that every aspect of my life must be obedient to God's Word, principles, and will. I believe, along with the authors of the Declaration of Independence, that God created all men equal, and that he is the one who granted us our unalienable rights, and that it is the duty of government to protect those rights. I believe that as individuals, families, communities, states, and as a nation, we must turn away from that which is evil (e.g. corruption, hatred of others, racism, taking innocent human life) and seek God's favor. This is the only answer to the problems we cannot seem to solve (see 2 Chronicles 7:14).

When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?

Very Conservative

Please provide publicly available information validating your answer to the previous question.

Please see my website, www.artcoday.com, for support of my above answer. There are voters' guide statements available in the Washington State Secretary of State website as well as videotaped candidate statements on TVW (Television Washington) that also support this. There are also comments and posts I have made on Facebook that support this.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

Healthcare in America is made up of six major subsystems: Medicare, Medicaid, VA, private insurance, uninsured, and charitable care. We need to completely repeal the Patient Protection and Affordable Care Act ("Act") and then, with separate bills, deal with the six major subsystems. When properly adjusted, these six areas will provide adequate, affordable, accessible care for all. Repealing the Act will return money to Medicare. Medicaid must focus on the very poor, not be expanded; focus more on treating mental illness and substance abuse; and pay higher reimbursement rates to attract doctors. The VA needs centers of excellence for wounded warriors; routine care should be covered in the private market place. The private insurance market place needs repeal of the McCarran-Ferguson Act to establish a level playing field between insurance companies and consumers; this will allow the sale of policies across state lines, increasing competition and choice and lowering price.

What role should government play in boosting the economy?

The role of government in boosting the economy should be indirect. The government should establish law and order and appropriate, but not burdensome, regulation of business and the economy. It should provide for a stable currency. Hyperinflation weakens our currency and ultimately hurts the economy; the government must resist this by maintaining a balanced budget (i.e. eliminate the need to "print" money on such a large scale to balance the budget). Therefore, government spending must be reigned in. Modest tax cuts for all will ultimately stimulate the economy, and as the entire economy grows, this will increase tax revenue even though the rates are lower. Maintaining a strong military (Peace Through Strength) and an intelligent foreign policy will protect our economic interests. Protection of American inventors from intellectual property piracy is critical. Increased use of domestic energy sources and funding research and development will pay large economic dividends.

What changes should be made to the tax code?

I would have preferred that the 16th Amendment to the United Constitution had not been passed. In other words, the concept that the Federal Government must tax the states, not the people, is more sound because it means that the federal government is accountable to the states. Because of the 16th and 17th Amendments, the states have virtually no standing before the Federal Government (the 17th Amendment changed the selection process for U.S. senators; instead of being chosen by state legislatures, they were chosen by popular vote). Given that the Federal Government may now tax individuals via an income tax, I think the code needs to be greatly simplified. People spend far too much time calculating the amount of tax they owe, and this is very wasteful. Therefore I support simplification of the code, along with lower rates.

What is the best way to bring down unemployment?

My answers to questions 30-32 above will all tend to lower unemployment, i.e. create jobs.

How would you guarantee Social Security benefits for future generations?

Cutting wasteful spending is necessary to make sure money is available to pay Social Security benefits. Eliminating the public debt is part of what must be done to cut spending because we pay enormous amounts every year on interest alone. Growing the economy, discussed above, will help. Perhaps most importantly, we must end the practice of abortion on demand, which has taken tens of millions of Americans out of the work force and created an inversion of the population demographic. Without enough younger people to work and pay into Social Security, it will fail.

What education or experience qualifies you to hold the office for which you seek election?

I have had the privilege of being educated at some of America's finest schools. In particular, being a physician will be very helpful in leading effective, affordable, constitutional, and market-based healthcare reform. I have been a small business owner and board member of nonprofit organizations and now how to run an organization within the budget it has. I am skilled at making spending cuts that do not hurt the organization. This will be useful in making strategic, intelligent cuts to federal spending that will not jeopardize critical government operations or harm American people.
