Under what circumstances should abortion be allowed?

I am proud to have been endorsed by Texas Right to Life. I have spent my career fighting to protect the life of the unborn. I am also strongly opposed to the use of federal funds for abortions. The government should not be in the business of using taxpayers’ hard earned money to pay for something they are morally opposed to.

What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?

The first role of the federal government is to protect and defend our individual liberty. The Founding Fathers never ceded their individual rights to the federal government—neither will Texans. I’ll keep fighting for a strong national defense, for our veterans, and for the sanctity of life. As your Congressman, I’m committed to protect our Constitutional rights.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?

I have a lifetime rating of 92% from the American Conservative Union and have enjoyed the endorsement of Texas Right to Life PAC, Conservative Republicans of Texas and the National Rifle Association among others. I have been honored with that Citizen's Against Government Waste's "Taxpayer Hero" award and Family Research Council's "True Blue" award.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

Primarily, we need to provide for an increase in competition in the marketplace, which will drive down costs and allow people more control over their health care. We should also allow small businesses and individuals to enter into "association coverage" that allows groups to negotiate lower rates and better protections than if they were forced to get their health insurance on the individual market. I applaud the administration for starting this process and I will work hard to support this effort in Congress.. We should encourage the use of Health Savings Accounts, which make it easier for families to save money to pay for health care costs.

What role should government play in boosting the economy?

I have always believed that the best way to unleash American business is with lower taxes, less regulation, and United States energy independence. We have already passed a historic tax bill that lowers every individual tax rate to ensure Americans are able to keep more of their hard earned money and lowers the corporate tax rate to allow US companies compete globally. Even before the tax cuts were signed into law, the economy was on the upswing because of our aggressive efforts to get rid of the burdensome regulations that were holding back small businesses.

What changes should be made to the tax code?

I voted for the recent tax cut for all Americans. Our former tax system disproportionately benefitted the rich at the expense of middle-income families and worked for those who could take advantage of all the loopholes. The Tax Cuts and Jobs Act cuts taxes for the average taxpayer in every income group. The average American household will see a tax cut of over $2000. I support making these tax cuts permanent for families.

What education or experience qualifies you to hold the office for which you seek election?

My position as chairman of the Appropriations Subcommittee on Commerce, Justice, and Science gives me an opportunity to deliver for Houston. I am helping shape the legislation that will help families get the funding and relief help they need after Hurricane Harvey, as well as securing funding to improve and modernize Houston’s flood infrastructure to help prevent future flooding disasters. I have also been able to increase funding to NASA in an effort to return it to the glory days of Apollo.

I’m running to serve the people of Houston, my hometown that I love. Houston is booming, in no small part to our common-sense Texas policies. Houstonians know that low taxes, smart and limited regulations, and robust American energy production can create a successful economy. Washington can learn from Texas. I’m also running because my unique position as chairman of the Appropriations Subcommittee on Commerce, Justice, and Science is an opportunity to deliver important results for Houston on issues like infrastructure, NASA, and helping our most vulnerable.
