Abortion providers, including Planned Parenthood, should not receive taxpayer funds or grants from federal, state, or local governments.

Strongly Agree

Under what circumstances should abortion be allowed?

All human life is sacred, as all people are made in the image of God, and thus the life of every single unborn child should be fully protected by law. Roe v. Wade should be overturned so the individual states can enact just laws to protect the unborn.

How would you guarantee Social Security benefits for future generations?

I led the production and publication of the Republican Study Committee's 2020 federal budget proposal "Preserving American Freedom" (linked at https://rsc-johnson.house.gov/policy-solutions/preserving-american-freedom), which details ideas to make Social Security solvent. Without reform, it will be depleted by 2035, or sooner. Our plan implements the Social Security Reform Act to achieve long-term sustainable solvency; phases in an increase of the eligibility age to 70 and indexes life expectancy to keep up with increases in longevity; updates to a more accurate system for calculating cost-of-living adjustments for those most in need; modernizes the benefit formula for new retirees; provides additional support for the most vulnerable; reduces barriers to staying active in retirement; and prohibits overpayment debt discharge.

I led the production and publication of the Republican Study Committee's 2020 federal budget proposal "Preserving American Freedom" (linked at https://rsc-johnson.house.gov/policy-solutions/preserving-american-freedom), which details many specific ideas to reduce spending and balance the federal budget in 6 years by refocusing spending on our core constitutional responsibilities, limiting the growth of the federal government, and prioritizing individual liberty.

RELIGIOUS LIBERTY

Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.

What does "separation of church and state" mean to you?

I spent two decades defending religious freedom in our courts, largely because atheist groups were pushing their false "separation" narrative. The Declaration openly states that our rights derive from God and we operate “with a firm reliance upon the protection of Divine Providence.” Later, the Founders very deliberately listed religious liberty (the free exercise of religion) as the first freedom protected in the Constitution's Bill of Rights because they wanted everyone to freely live out their faith--as that would ensure a robust presence of moral virtue in the public square and the free marketplace of ideas. Because they knew that a free society and a healthy republic depend upon religious and moral virtue, they never wanted to separate God from government. They wanted to protect the church from an encroaching state, not the other way around.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

I led the production and publication of the Republican Study Committee's health care plan "A Framework for Personalized, Affordable Care" (linked at https://rsc-johnson.house.gov/framework-for-personalized-affordable-care), which explains my views and proposals at length. It is a plan that will protect individuals with pre-existing conditions; empower Americans with greater control over their health care decisions and dollars; and personalize health care to meet individual needs. Congress ought to use it as a blueprint to increase affordability, quality, and choice in the U.S. health care system.

NATIONAL SECURITY

The best way to maintain peace is through a strong military.

Strongly Agree

Strongly Agree

What should the United States do to help eradicate the threat of radical Islamic terrorism?

A strong America is essential because our strength enables us to counter threats, oppose tyrants and terrorists, and advance the ideals of peace, freedom and prosperity around the globe. We must take a strong stand against radical Islamic terrorism, and nations like Iran, which continues in its pursuit of nuclear weapons, seeks Israel’s destruction, and stands as the world’s most prolific sponsor of terrorism. More broadly, Salafi-jihadist groups like ISIS and al-Qaeda, which have grown in a number of areas, remain a top security concern. These growing threats require the Trump Administration and conservatives in Congress to continue our tough stances and adopt new policies focused on advancing America’s interests at home and abroad.

Who should be allowed to immigrate to the U.S. and under what circumstances?

Our existing immigration laws should be strictly enforced as a matter of national sovereignty and security. Reforms are necessary, and should include transitioning to a merit-based system.

Briefly describe your spiritual beliefs and values.

I believe the Bible is the Word of God and the standard by which we are to measure and order our lives. I believe Jesus is the one and only Son of God, our Savior and Lord, and that the free gift of eternal salvation was made available to all by His blood atonement for our sins. As a Southern Baptist, I subscribe to the principles articulated in The Baptist Faith and Message 2000. I believe that the core principles of American conservatism (individual liberty, limited government, the rule of law, peace through strength, fiscal responsibility, free markets, human dignity and traditional family values) find their origin and validity in the Bible.

ABOUT YOU

When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?

Very Conservative

Please provide publicly available information validating your answer to the previous question.

As chairman of the Republican Study Committee--the largest caucus of conservatives in Congress--my record, and long list of policy work and publications, are readily available for public review, and my voting record and annual scores by every national and state conservative organization rank me among the most reliable conservatives in Washington. Prior to my election to Congress, I sent almost 20 years on the front lines of our nation's cultural battles (in the courts and court of public opinion) defending and advancing the sanctity of human life, religious freedom, the family and our traditional American values.

CRIMINAL JUSTICE & PUBLIC SAFETY

Mandatory minimum sentencing should be required and enforced for violent crimes.

Strongly Agree

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

The right of individuals to bear arms is rooted in the inalienable right to self-defense, and it is fundamental to who we are as Americans. Some commonsense limitations are necessary to protect public safety--such as the restrictions on the possession of firearms by convicted felons and the mentally ill--but our Second Amendment right must otherwise be vigorously protected against liberal politicians who seek to curtail it.

In priority order, what three areas of legislation do you propose to author or sponsor if elected?

I will continue to advance our core conservative principles, primarily in the areas of jurisdiction of my committee assignments (Judiciary, Natural Resources, and hopefully in the next Congress, House Armed Services). Later this month, I will be publishing a 400+ page compilation of our specific policy proposals developed over the past two years in the Republican Study Committee. It will be my priority to advance those ideas and legislation through the next Congress with the help of RSC's 149 members in the House.

Is racism a threat to domestic security in the United States? Why or why not?

Racism is only a threat to our national security if we allow it to be so. We are all Americans, and here is a simple truth: Racism violates the most fundamental principles of our great nation--and the rules of our Creator. The central idea of America is that we boldly declare the self-evident truth that all men are created equal, and are thus endowed by God with the same inalienable rights. Because each of us is made in His image, every single person has an estimable dignity and value which is wholly unrelated to the color of our skin, what neighborhood we live in, or how well we did in school. Any fool who contends he has a natural right of supremacy over his neighbors violates not only the foundational creed of America, but the greatest commandments of our Heavenly Father.
