Cut out all spending on pork barrel projects, foreign aid, education depart that should be done by the states and local communities, and nonessential spending.

Under what circumstances should taxpayers help pay off existing student loans?

Only if the country goes into a very deep economic Depression by allowing the student debt to be discharged in bankruptcy or debt forgiveness.

What "separation of church and state" means to me is that we do not prefer one religious sect above another, but do not prohibit the practice thereof. That said, we must allow them under the 1st amendment to be active in keeping the Government on a Moral And Honest footing.
