Voters (the people); Constitution ("We the people"); Congress and Supreme Court (co-equal branches) God is my spiritual leader over all, but I am unsure if that is part of this question as phrased about 'authority' in so many non-spiritual areas.

What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?

To protect and prevent the citizens of American from having any one person or group of persons from aging and holding all governmental power over them. The 3 separate and co-equal branches of government was a genius method to protect against the concentration of power.

What is the proper use of legislative history in interpreting statutory law?

Limited to those statutes which have legislative history voted upon into the law itself. Otherwise, legislative history is difficult to discern and should be viewed with skepticism. The wording of the statute must be paramount when applying the law to the facts of a case.

What specific text in the Declaration of Independence provides the critical basis for individual rights and the form of government guaranteed in the United States Constitution?

From: "We hold these truths to be self-evident..." through the phrase " from the consent of the governed'..." and ending at the end of the phrase "to effect their Safety and Happiness."

I have not as a judge, and will not as a Supreme Court justice, legislate from the bench. I have worked hard and efficiently such that I have had NO CASES PENDING as of December 31 for each of the 5 years I have been an appellate judge. I have shown how the judicial system can work more efficiently and more swiftly, for to me, justice delayed is justice denied.
