QUESTIONNAIRE

RIGHT TO LIFE

Under what circumstances should an elective abortion be allowed?

I am 100% pro-life. Abortions should be outlawed in all cases except when the pregnancy endangers the life of the mother, as is the law in Texas following the passing of HB 1280 in the 87th Legislature, which I proudly coauthored and voted for.

Chemical abortion drugs should meet essential safety standards (such as in-person consultation with a medical doctor) and require reporting to gather evidence on reactions and outcomes.

Strongly Agree

I am opposed to the legalization of chemical abortion drugs.

Abortion providers, including Planned Parenthood, should not receive taxpayer funds from federal, state, or local governments (including Title X grants).

Strongly Agree

It is the role of government to protect life and liberty. Using money taken from taxpayers to fund any organization that takes innocent life instead of prosecuting them is a violation of that duty.

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

Strongly Disagree

Protecting “life, liberty, and the pursuit of happiness” are three of the proper functions of government, and in that order. Proposals allowing for euthanasia degrade the value of life, turning a gift from God into something that the state says it is fine to simply throw away.

RELIGIOUS LIBERTY

Under what circumstances can government close churches?

Never. I was proud to co-author and help ass a constitutional amendment prohibiting the government at any level from closing churches in Texas. Texas prohibits government at any level from closing churches.

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Strongly Disagree

Nothing could be more antithetical to the propositions this nation was founded upon than to compel individuals to act contrary to their deeply held religious convictions.

NATIONAL SECURITY

The Chinese Communist Party poses serious military, cyber security, intellectual property, and global economic threats to the United States.

Strongly Agree

In my time as a Colonel in the United States Army, I witnessed the threat from China first-hand at my command posts. Chinese cyber-attacks were a constant occurrence, even against our most secure military systems. The outsourcing of high-tech manufacturing leaves us vulnerable to foreign interests and attacks. We must continue to incentivize domestic manufacturing and supply so that the United States is not beholden to any foreign power when it comes to supply our national security needs.

Is the United States' relationship with Israel important, and if so why?

Yes, our relationship with Israel is vital. The United States has an obligation to its allies, and Israel represents the only functioning constitutional government in the Middle East. It is important for the United States to maintain strategic relationships with allies worldwide, especially in the Middle East where unrest continues.

HEALTHCARE

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D) Taxpayer funded health care should be abolished in all forms, and Medicaid and Medicare should be defunded.

While “Option D” is the most in line with free market principles, those same principles also require honoring contracts and following through on promises already made. We must focus on free market solutions to fix our healthcare system, but any path that we take to reach a fully free market healthcare system must account for those who spent a lifetime paying into the existing systems and ensure that they are provided the services they were promised.

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

Vaccinations should always be optional for individuals.

ECONOMY

Free enterprise and the right to private property are essential elements of a productive economic system.

Strongly Agree

No society is free without a fundamentally free market. Free enterprise and the right to private property are not just essential for a thriving economy, they ARE the thriving economy. Leave those alone and you get an economy working at its maximum potential. Everything government does to limit either of them only drags down the economy for the benefit of those who helped set the limitation.

What is your position on the minimum wage?

Wages should be determined by private businesses. Minimum wage laws harm the poorest among us by preventing competition and allowing employer collusion. So long as employers can point to it as a common baseline, there is no incentive to raise wages.

Should environmental and social issues, like ESG (environmental, social, and governance) ratings, be used as criteria in deciding where to invest public monies?

No

Funds should be invested based on the highest rate of return, not arbitrary ESG factors. There is no such thing as “public money.” It is taxpayer money that a government has collected for public use. Elected officials are merely the stewards of that money and must only ever use it in the most effective way possible to fulfill a legitimate purpose of government. Using taxpayer money to enforce a separate agenda is a betrayal of the taxpayer’s trust and should not be tolerated.

IMMIGRATION

The U.S. should do more to physically secure the southern border.

Strongly Agree

Absolutely. Our southern border is being crossed illegally by an unprecedented number of illegal aliens. I worked to pass legislation in 2023 to fund the border wall, allow Texas law enforcement officers to return illegal aliens to Mexico, and will continue to work toward a dedicated Texas border defense force. Texas is doing more than our part, and the federal government must step up and do its job. This isn’t just a Texas issue. This is a national issue, and an existential one at that.

EDUCATION

The state should fund education by allowing dollars to follow the child through programs which protect parents' freedom to choose their child's school – public, private, or homeschool.

Strongly Agree

Yes. Nobody knows a child more than that child’s parents, and this should be reflected in how we fund our public education system. At the end of the day, it is the children’s education that is the most important, and if parents know that another school or program might be better for their children, then we should support them in that. The system should support the student, not the other way around.

CRIMINAL JUSTICE & PUBLIC SAFETY

I support redirecting funds from police departments to community programs.

Strongly Disagree

I strongly oppose defunding police and co-authored and helped pass legislation to punish cities that defund the police. There is a current crisis in recruiting and retaining good police officers, and understandably so, given recent efforts by Democrats to demoralize and defund the police. What is needed is more, not less funding. Community programs are well and good, but they can only be so if we provide enough funding to protect our lives and property.

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

None. I believe that an individual’s right to carry should in general be expanded. I was proud to co-author and help pass Constitutional Carry allowing virtually all law-abiding Texans to carry firearms without asking permission from the government.

Should teachers be allowed to carry guns at school?

Yes

Yes. No one working in public service should ever have to surrender their constitutional rights as a condition of employment. Moreover, if a deranged and sick individual decides to walk into a school intent on harming the most vulnerable among us, teachers who are willing must be allowed to serve as the last line of defense for our children, should all other school safety systems fail to prevent it.

ABOUT YOU

Have you ever been penalized for sexual misconduct in either civil or criminal court? If so, please explain.

No.

Have you ever been convicted of a felony? If so, please explain.

No.

What do you think is the general purpose of government?

Adam Smith, the father of Capitalism, said the four legitimate purposes of government were: 1. Provide for national security and public safety 2. Enforce contracts 3. Provide infrastructure 4. Maintain a strong currency In the Declaration of Independence, Thomas Jefferson stated that governments are instituted among men to protect “life, liberty, and the pursuit of happiness”. If it isn’t on one of those lists, the government should stay out of it.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

Very Conservative

For 39 years I have lived under the oath that I will “to the best of my ability preserve, protect, and defend the Constitution and laws of the United States” both as military officer and as member of the Texas House of Representatives. That oath requires I honor the principles of our founders, apply the law equally without bias or special treatment, and protect the nation and state I love from those who would try to topple it from without or corrupt it from within.

VALUES

Children are the most vulnerable members of society and must be protected from abuse, including gender ideology, grooming, and bodily mutilation.

Strongly Agree

Yes. Earlier this year, I was proud to co-sponsor and help pass SB 14, which banned genital mutilation and the use of dangerous hormonal drugs on minors.

Parents should have the right to make decisions for their minor children.

Strongly Agree

Absolutely. It is absurd that this question is even necessary. Parents are their children’s God-given guardians and protectors, and they have the right and responsibilities that come with it. Rights cannot be taken away unless surrendered or removed by due-process, and surrender must be unthinkable.

Taxpayer funds should be used to provide gender transition services.

Strongly Disagree

Absolutely not. Not at any level, federal, state, or local. Neither directly nor through insurance provided to a government employee by taxpayers.

Marriage is a God-ordained, sacred and legal union of one man and one woman. No government has the authority to alter this definition.

Strongly Agree

Marriage is the recognition and celebration of the unique relationship shared solely between one man and one woman to bring life into being. Marriage is sacred and ordained by God because of its significance, and our government has no right or ability to alter the essence and definition of this sacred union.

Briefly describe your spiritual beliefs and values.

My spiritual beliefs are summed up in one statement: I believe Jesus Christ is my Lord and Savior. This is why I legislate following biblical principles. I believe in duty, honor, and country, having served in the United States Army for over 32 years, leading soldiers and developing systems to keep our country safe. Integrity is key in everything I do.

ELECTIONS AND VOTING

People should be able to vote without photo identification.

Strongly Disagree

Requiring folks to present photo identification to vote is among the principle means we have of ensuring the integrity of our elections.

States should join the National Popular Vote Interstate Compact which makes the Electoral College irrelevant.

Strongly Disagree

Our founding fathers were wise to put in place the Electoral College. It is a crucial institution that ensures the preservation of our federal system and prevents densely populated urban areas from dominating the political landscape. Its existence safeguards the voices of citizens across diverse regions, fostering a fair and balanced representation in our national elections.

EQUALITY

Is racism a threat to domestic security in the United States? Why or why not?

The greater threat to national security is the division caused by the pivot from seeking a “color-blind” society to one driven by the ideology of Critical Race Theory. Antisemitic, pro-Hamas demonstrations in communities by groups like Black Lives Matter and ANTIFA are growing increasingly violent and spreading hateful rhetoric across the country.

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

Strongly Disagree

This nation is the freest, most prosperous, and most just the world has ever seen by an objective measure. Critical Race Theory is contrary to everything our country stands for and should not be taught in our public schools. I proudly coauthored and helped pass into law HB 3979, which bans CRT from being taught in our public schools.

Biological males should not be allowed to participate in women's sports or occupy biological women's spaces whether it be bathrooms, locker rooms, sorority houses, women's shelters, or prison.

Strongly Agree

Absolutely not. I proudly co-authored and helped pass legislation prohibiting men from participating in women’s sports in public schools and colleges. I support further legislation protecting women’s spaces for biological women only.

ENERGY & ENVIRONMENT

Which comes closest to your view? (Select all that apply) A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost. C) Stricter environmental laws undermine U.S. energy independence and deter development of reliable electricity sources. D) Climate change is real and requires urgent policy action.

I agree with A and C. I proudly support the domestic production of oil and gas in Texas to increase energy reliability and lower the cost of gasoline and other consumer products. We need responsible energy and environmental laws that protect our resources without unduly harming or undermining our economy and energy security.

What do you believe is the most reliable energy source that will supply the growing demand for electricity?

Fossil fuels are the most affordable and reliable energy resources and should always play a leading role in powering our state. Nuclear power is both the cleanest and most dependable means of producing electricity and we should expand our use of it.
