The proper use of legislative history in interpreting statutory law begins with the understanding that any statute must be determined to be constitutional fist and foremost. Legislative history and intent is a factor but strict construction of the Constitution is the overriding test.

I believe in God, our Heavenly Father and in his Son, Jesus Christ, my Lord and Savior. The Bible informs and guides by daily beliefs and actions. The Ten Commandments are the basis of most of the criminal laws which I preside over daily. I also believe that the Constitution a divinely inspired document.

I have sentenced thousands of criminals, presided over death penalty cases, strictly construed the Constitution, upheld the Bill of Rights, and protected individual liberties.
