OTHER INFORMATION
Served as a judge on the Pennsylvania Superior Court since January 2016. (pacourts.us)
Judge Dubow follows the law while considering community impact (Snyder County Dems).
Adoption of: R.J.H. Appeal of: J.A.W. (2024). Judge Dubow joined opinion. The Court affirmed the involuntary termination of Mother’s parental rights, finding that ongoing substance abuse, untreated mental health issues, and unstable living conditions made her unable to provide essential care. The Court found termination was in the child’s best interests and emphasized deference to the trial court’s factual findings regarding safety, parenting capacity, and parent-child bonds.

Commonwealth v. Lee (2023). Judge Dubow authored a concurring opinion. Justice Dubow agreed with the Court's opinion which affirmed the defendant's sentence of mandatory life-without-parole for second-degree murder stemming from a 2014 home invasion where his accomplice killed a victim. Justice Dubow concurred (agreed) that precedent (prior authoritative case) required affirmance but urged reconsideration of Pennsylvania's mandatory life-sentence scheme under the state constitutional analysis using the Edmunds factors.
For a more detailed summary, see case summary. Justice concurring opinion.
Commonwealth v. Balcom (2024). Judge Dubow authored. The opinion overturned the defendant’s harassment conviction after she was found guilty in a trial for putting up signs near her neighbor’s house that were alleged convey anti-transgender messages, and Justice Dubow said a new trial was needed because defendant was not allowed to ask questions of the sole witness as she was told she wasn’t allowed to object since she wasn’t a lawyer.

In re S.G.P. (2022). Judge Dubow authored. The opinion found that Mother had not taken care of the child for a long time, could not fix the problems that led the child to live with the grandmother, and that the child was doing well and needed a stable home, so it ended Mother’s parental rights and allowed the grandmother to adopt.
For a more detailed summary, see case summary.
In re A.E.S., Appeal of J.K. (2021). Judge Dubow authored. The Court found that the father hadn’t taken care of his daughter for almost two years—he didn’t provide a safe home, pay support, or visit consistently—and that the child was doing well with her foster family, so it ended his parental rights.
