Under what circumstances should abortion be allowed?

I have a long record of upholding the sanctity of life and a belief that life begins at conception. My 100 % pro-life record in the Senate, House, and State Legislature speaks for itself.

What should the United States do to help eradicate the threat of radical Islamic terrorism?

Radical Islamic terrorism continues to pose a direct threat to the security of the United States, to our allies in Europe, and to global stability. Although tremendous progress has been made under President Trump against the Islamic State, we cannot loosen our grip on this barbaric group and its hateful ideology. It needs to be defeated and eliminated from the world stage. To be successful, the United States should remain committed to defeating Islamic terrorists in their own neighborhood by dismantling their financial networks and denying them safe harbor. This requires a strong and robust American military, which includes rebuilding our fleet to the Navy’s minimum requirement of 355 ships, and an equally strong partnership with our allies around the world.

What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?

Lord Acton observed that “power corrupts and absolute power corrupts absolutely.” Our founders had discovered this a century earlier, detailing in the Declaration of Independence “a long train of usurpations” & “a design to…absolute Despotism.” In response, our Constitution limits the power of the central government & distributes federal power among three separate branches. The late Justice Scalia states that this separation of powers does more to protect our rights than even the Bill of Rights.

Briefly describe your spiritual beliefs and values.

My personal beliefs are reflected in the Baptist Faith and Message and by the Apostles’ Creed. I made my profession of faith as a third grader and was baptized at First Baptist Church, Pontotoc, Mississippi. I have also been an active member at the following churches: First Baptist Church Goldsboro, North Carolina; Columbia Baptist Church, Falls Church, Virginia; and First Baptist Church, Tupelo, Mississippi, where I have served as a Sunday School and RA teacher, Chairman of the Deacons, and a member of the choir.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?

-Voting for market-driven policies aimed at growing the economy and creating jobs -Receiving the ‘True Blue’ award from the Family Research Council for supporting pro-life and pro-family policies -Advocating for our military chaplains to protect their religious beliefs -Blocking the Navy from accepting an atheist chaplain -Passing the SHIPS Act to make it U.S. policy to build a 355-ship Navy fleet -Opposing amnesty for illegal aliens and supporting building a wall, increasing border agents, cracking down on sanctuary cities, and improving use of technology to secure our southern border. -Strongly supporting our Second amendment rights and consistently being rated A+ by the NRA.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

Those of us who voted against Obamacare in 2010 have fought for years to find solutions that actually deal with the health-care challenges Americans face. That means lower costs, tax relief, choices, competition, and access to quality care. Moving to a single payer system would be the worst case scenario. I believe the best solution is to allow states to experiment with their own plans, giving each state the opportunity to develop strategies that work for their citizens. I have voted at every opportunity to repeal the failing law and replace it with market-driven solutions to health care. I strongly supported the Graham-Cassidy proposal, which would have provided a step in the right direction.

What role should government play in boosting the economy?

Over the past three decades, our tax code has become more and more out of date, standing in the way of economic growth and opportunity. The Tax Cuts and Jobs Act is a thoughtful, principled approach intended to help the American worker and ensure the continued vitality of the American economy. These tax cuts will encourage job creators to hire more employees, provide higher wages, and allow Americans to keep more of their take-home pay.

What changes should be made to the tax code?

I voted for the “Tax Cuts and Jobs Act” enacted last year. I strongly supported the Republican plan to cut taxes & reform the tax code because it prioritizes the success of American workers & middle class families. The goal of tax reform is to make every day of the year less stressful for Americans by cultivating confidence in our nation’s economy and workforce that leads to higher wages & better job opportunities. A pro-growth tax code sends this signal to our workers and our job creators, putting more money back into the hands of those who earned it. These changes might seem small now, but they are expected to add up to significant savings for families, empowering them to plan for the future and offering relief when finances get tight. According to the Tax Foundation, an average family making the median income in Mississippi could keep hundreds of dollars more this year than they would under the old system. So far, more than four million Americans will receive bonuses.

What is the best way to bring down unemployment?

Economic Growth. By cutting taxes and regulations, we are empowering American business, small and large, to expand their operations in the U.S. and hire more workers. The Republican led Senate has overturned 16 Obama-era regulations through the Congressional Review Act, leading to more growth opportunity for our nation’s job creators. The Tax Cuts and Jobs Act is paving the way for employers to offer higher wages, better benefits, and create more jobs for Americans.

How would you guarantee Social Security benefits for future generations?

The Social Security program has serious financial problems that require Congress to work now to strengthen Social Security for our children and grandchildren. Fortunately, current retirees and workers in their forties, fifties, and sixties have no need to worry about their benefits, but the system needs to be fixed for future generations. I believe that any reforms to the Social Security program should not reduce promised benefits. In 1981, President Reagan and Speaker O’Neill came to a bipartisan solution that involved acceptable changes for younger workers to strengthen the social security system long term. A similar national conversation with workers in their twenties and thirties needs to take place today

What education or experience qualifies you to hold the office for which you seek election?

Mississippi’s First Congressional District in the House of Representatives. Before being elected to Congress, I served in the state Senate on behalf of Lee and Pontotoc counties. I served on active duty in the U.S. Air Force and then joined the Air Force Reserve. I retired from the Reserve in 2004 with the rank of lieutenant colonel. Educated in the public schools of Pontotoc, I went on to receive both my B.A. and law degrees from the University of Mississippi.

Is there anything else you would like voters to know about you?

I am particularly proud of the progress that has been made in the field of muscular dystrophy research. In 2001, I authored the original “Muscular Dystrophy Community Assistance, Research, and Education (MD CARE) Act,” which was designed to get the federal government off the sidelines and into the fight against this devastating disease. Prior to 2001, no legislation had specifically addressed Duchenne muscular dystrophy–the most common fatal genetic disorder diagnosed in childhood, which affects 1: 3,500 boys worldwide. Since MD CARE was signed into law, federal research has paved the way for groundbreaking therapies, extending the lifespan of muscular dystrophy patients by an average of 12 years and significantly improving their quality of life. Children who once faced a bleak prognosis are now enjoying longer, more active lives. In 2014, I led the effort to reform MD CARE to remove the law’s restrictions on researchers to focus only on pediatric patients. I will continue this fight.
