Under what circumstances should abortion be allowed?

No person has a right to take the life of another person. That is what abortion is: the intentional taking of a pre-born child’s life. It isn’t healthcare. Under Louisiana law, taking the life of an unborn child could be considered murder. It isn’t simply a trivial choice as some suggest. Exceptions suggest that abortion is not taking a life. Instead of looking for justifications for abortion, public policy should be oriented to incentivize and reward those who, when faced with exceptional adversity in their own life, found a way to avoid it.

It is the government’s responsibility to ensure everyone has a livable income.

How would you guarantee Social Security benefits for future generations?

1) We must protect Social Security benefits for retirees and those approaching retirement. 2) The actuarial model for Social Security has not been maintained as life expectancy has changed and ratios of payers versus payees has shifted. This needs to be addressed. 3) There needs to be a recalibration of expectations for the role of Social Security in our retirement for younger workers and increased attention to saving for retirement. 4) IOUs to the Social Security trust fund must be honored. 5) We should consider additional Social Security investment options.

What government spending would you reduce in order to balance the budget?

Congressional pay - Congress does its job or they don’t get paid. Fundamental changes to mandatory spending are needed to balance the budget, such as a macro-forcing mechanism like a Constitutional Amendment, cut congressional pay or other mechanism to make Congress take the bold steps needed to get rein in spending. Data provides what budget reforms are needed & referencing answer to #31 above, data analytics can help to identify government spending that fails to return on its investment.

Under what circumstances should taxpayers help pay off existing student loans?

Government should help to provide affordable access to education including merit-based loans & scholarship programs - or underwriting such. If the government steps into the role of loan forgiveness where does this start & stop? Is it fair to just forgive loans for those in college now, recently, paying their loans from 10-years ago or those that finished paying 30-years ago? Not the government’s role, outside core government responsibility scope, & an overreach of its Constitutional authority.

Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.

This is the principle that prevents the government from preventing the free exercise of beliefs or practice of faith. It was designed to prevent the government from controlling or infringing on religion. It does not; however, prevent the application of religious values in our representation of American citizens.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

The ACA is fundamentally flawed & moved healthcare in the wrong direction. I support coverage for preexisting conditions, allowing families to stay on the same policy & other components of the law, the government's expanded role in healthcare, can’t be supported. It’s important to note that healthcare was broken before Obamacare. Obamacare just made it worse. 1) Allow for the importation of prescription drugs from other developed nations where the FDA certifies their manufacturers. 2) Require price transparency to prevent graft or non-value added components of our healthcare system. 3) Stop incentivizing the most expensive healthcare options for Medicaid. 4) Financially incentivize healthcare providers for positive results - making people healthy & preventing repetitive visits & treatment. 5) Reward people for living a healthy lifestyle, improving their health & reducing healthcare costs. Incentivize lowering risks. 6) More competition between providers & insurers alike.


NATIONAL SECURITY

The best way to maintain peace is through a strong military.

What should the United States do to help eradicate the threat of radical Islamic terrorism?

The United States must: 1) conduct foreign policy in a way that dissuades any country from hosting terrorists. 2) disrupt financial, weapons, infrastructure and communications networks of terrorists -- and pursue those supporting terror organizations. 3) work with our allies to proactively identify and eliminate the threat of terrorism in the U.S. and abroad -- before these organizations are capable of striking Americans. 4) continue rebuilding our military and supporting our men and women in uniform to ensure that there is never a fair fight -- the U.S. should maintain an advantage. There should never be a shroud of doubt cast over the need to eradicate radical Islamic terrorism.


IMMIGRATION

I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.

The reality is that many of the immigration challenges we are currently facing are problems created by activist courts. We should allow those into the United States that are willing to pull the wagon rather than just ride on it. We cannot simply allow anyone that wants to come in or to incentivize illegal behavior by awarding citizenship to those that came here illegally. President Trump has done a good job enforcing immigration laws and I largely support his immigration reforms -- such as eliminating the lottery, enforcing our borders, eliminate asylum loopholes, restrict chain migration and others.

On question #21, I want to ensure that this answer was provided in context. While there is little question that the current health insurance system has flaws and it can contribute to the opaque nature of healthcare costs, private health insurance plays a role in affordable access to life-saving treatments for many with acute needs and preexisting conditions.


CRIMINAL JUSTICE & PUBLIC SAFETY

What restrictions on gun ownership are needed to protect public safety?

Unreasonable restrictions on gun ownership are the threat to public safety. These irrational policies only arms criminals that don’t care what the law says while disarming law-abiding citizens. Americans used to know that. That’s why the Constitution says that “the right of the people keep and bear arms shall not be infringed. The only restrictions I would support are those that prevent felons or those posing an obvious threat (with due process) with accessing guns

In priority order, what three areas of legislation do you propose to author or sponsor if elected?

Building on changes we made with the Trump Administration to empower those in poverty. Reforming our welfare systems to make them work for the poor and for those footing the bill. The current system provides little opportunity to break the cycle of poverty and wastes hundreds of billions of dollars annually. Many are stuck in this system of a government subsidized lifestyle. It is broken for all. Building on our successes to deliver better flood protection and coastal restoration for Louisiana. The current Corps of Engineers’ model cannot deliver the solutions we need with the urgency we deserve. It wastes taxpayer funds, disrupts the economy & results in higher disaster costs Continuing to force efficiency in government & embracing improved customer service through embracing technology in everything from accurate flood mapping risk to building our annual budget based upon program performance metrics to force the government to balance the budget. All 3 based on Graves' legislation

Is racism a threat to domestic security in the United States? Why or why not?

Racism is evil and is a threat wherever it occurs. The weaponization of the issue of race, encouraging divisiveness -- the intentional extrapolation of episodic racism to create a deception that reframes what America is and the kind of people Americans are so that people presume the worst in, distrust and are encouraged to be in perpetual conflict with one another -- is a threat to domestic security.
