15. What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers within the Constitution?
There is something about the human condition that causes us, when organized into a government or bureaucracy, to relentlessly seek to expand that orgnization's power over the people it serves. This seems to exist at every level of organization: from Congress to a local homeowner association. The Founders sought to protect against that tendency by 1) separating powers so that each branch's own self-interest would check the growth of the others, and 2) limit the role of the government.

17. Should abortion be allowed under extenuating circumstances? If so, what circumstances?
I believe that life starts at conception. It is difficult to reconcile abortion under any circumstances with that belief. That said, I recall one time -- in the SC House -- when I was debating a bill I authored that would require an ultrasound to be performed before an abortion. One of my Democrats made the typical "rape and incest" argument against the bill. I asked him -- in open debate --- if he would agree to my bill if I agreed to his amendment. He politely declined --- thus teaching me a lot about the "rape and incest" argument.
