QUESTIONNAIRE*
RIGHT TO LIFE
Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).
Neutral
There could be cases where paying other providers is warranted, for example, medically justified abortion (because of harm to the mother) that is paid by Medicaid.
I support 'aid in dying' laws which legalize assisted suicide and euthanasia.
Neutral
Under what circumstances should abortion be allowed?
When a mother’s life is at risk, abortion has a moral case. When a fetus is abnormal and nonviable, or when pregnancy is caused by rape or incest.
ECONOMY
Redistribution of income is needed to lessen the gap between the wealthy and working classes.
Strongly Disagree
Redistribution is generally counterproductive. Forced redistribution leads to socialism. I strongly encourage private charity.
The government should cut spending in order to reduce the national debt.
Strongly Agree
What changes, if any, should be made to the tax code?
More than just code changes are required. I want a tax that is both flat and low. I will push for a balanced budget amendment.
RELIGIOUS LIBERTY
Religious liberty is at risk in the United States and deserves the highest level of protection in the law.
Strongly Agree
The denial of accommodations based on religious beliefs to recent Covid-19 vaccine mandates is one example. This has been, as in many cases, a complete disregard of the Civil Rights Act of 1964.
Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.
Strongly Disagree
It’s nearly impossible for anyone to exercise freedom of religion if private citizens are compelled by the government to take actions that violate their religious beliefs.
What should be the relationship between the church and the state?
The answer is in the U.S. Constitution. “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof.”
HEALTHCARE
Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?
Private schools and businesses may require students and employees to be vaccinated as a condition of acceptance or employment if the vaccine is supported by established medical science and public health recommendations. It is dangerous to use the force of government or any of its agencies to do so. The Federal and State Constitutions and Civil rights of employees should be respected.
What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.
C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary.
NATIONAL SECURITY
With regard to America's foreign policy, which view most closely resembles yours: A) The United States should intervene whenever freedom is threatened. B) The United States should selectively help countries trying to grow democracy and fight tyranny. C) The United States has become too involved in others' policies and should remain focused on issues regarding our own sovereignty unless in imminent danger. D) The United States should stay out of foreign conflicts completely.
Choice C may be the best viable option. There is risk no matter what we do and we should strongly consider the possibility of unintended consequences, i.e. blowback. In general, I would favor the United States stay out of foreign conflicts completely, but I know that there can be exceptions.
I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.
Neutral
We are too involved in this part of the world. We should strive to have peaceful relations with all parties which I think would be beneficial to all.
The Chinese Communist Party poses serious military, cyber security, intellectual property, and global economic threats to the United States.
Strongly Agree
The CCP fears instability most of all and is driven by fear of losing power over its own people. China is no longer communist, but is fascist with a Communist party dictatorship. Chairman Xi wants China to become the dominant power by 2049. This is his China dream. I will help stop CCP infiltration into the U.S.
What should the United States do to help eradicate the threat of Islamic terrorism?
Economic development and liberty in other nations will mitigate this threat. However, the U.S. must not try to change other countries through force. Rather, the U.S. needs to maintain secure borders, a strong, highly trained deterrent military force, as well as a skillful diplomatic corps.
IMMIGRATION
The U.S. should do more to physically secure the southern border.
Strongly Agree
The insecurity and chaos we have now is a travesty. An insecure border weakens our nation and causes harm to American communities and to the people who desire to come to the U.S. legally. I will support ICE to enforce laws already on our books.
State and federal funds shall be denied to any public or private entity, such as a sanctuary city, that is not in compliance with immigration laws.
Strongly Agree
States and cities do not have the authority to nullify Federal immigration laws.
Who should be allowed to immigrate to the U.S. and under what circumstances?
I want to reform current immigration law to streamline the immigration process, ensuring lawful compliance, and removing archaic quotas hurting our economy. I also support political asylum seekers who seek refuge here. The U.S. must remain a just and compassionate nation.
VALUES
Sexual orientation and gender identity should be protected classes in non-discrimination laws.
Disagree
We should be moving towards a body of law with less class distinctions, not more. Creating special laws for special people based on class attributes can and many cases have quickly become a source of confusion and division that some politicians use to gain power.
I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.
Strongly Disagree
As a eye-witness and survivor of Mao’s Cultural Revolution, I see what CRT is about. It is about division and identity politics. It isn’t really about race. In CRT, race is a substitute for class in communist ideology. The goal of CRT is to divide and ultimately control people under the failed communist ideology. As an immigrant who came here with nothing, running for US Congress, I reject that US institutions are fundamentally racist.
Briefly describe your spiritual beliefs and values.
I was raised Buddhist. Both my parents converted to Christianity later in life. I am a staunch supporter of religious liberty.
ELECTIONS AND VOTING
People should be able to vote without photo identification.
Strongly Agree
Photo IDs did not exist when the Constitution was written, but I do think that some voter identification is important to prevent fraud. The states are and should be responsible for their elections, including decisions about what identification process should be implemented.
What laws would you propose to change present voting practices?
I would get rid of mail-in ballots except in scenarios where voters are verified and permitted beforehand. One example is absentee ballots. Electoral integrity is bedrock of our constitutional republic.
EQUALITY
Reparations should be given to people on the basis of race.
Strongly Disagree
How would the government determine who reparations should be paid to? As a Chinese immigrant, should I be paying reparations or receiving them? To me, the idea of reparations based on race is just another attempt at self-serving politics and creating a revenue stream. It is divisive and unfair.
Is racism a threat to domestic security in the United States? Why or why not?
The United States is in reality one of the least racist countries on Earth. To call America racist today is to ignore the progress that has been made in our country. Calling racism a domestic security threat appears to be a way to distract the public from the real problems facing everyday Americans, incompetence of many of our leaders, and ultimately to divide us.
ENERGY & ENVIRONMENT
I support the use of hydraulic fracking to extract oil and natural gas resources.
Strongly Agree
We should explore and exploit energy sources that keep America strong and independent, while also being a leader in protecting our environment.
Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.
A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. The way to reduce pollution is not to issue more regulations, but to innovate on energy solutions that meet the needs of our people and economy.

Have you ever been convicted of a felony or been penalized in either civil or criminal court for sexual misconduct? If so, please explain.
No
What else would you like voters to know about you, including your legislative priorities?
Lily Tang Williams has been married to John Williams for 32 years and together they have three adult children. Lily is a former law school assistant professor in Fudan University, Shanghai, China who became an American entrepreneur and an educator. She is currently co-chair of New Hampshire Asian American Coalition, and former Supervisor of the Checklist in Town of Weare, NH. Born to illiterate working-class parents in China’s western Sichuan province just before Mao’s Cultural Revolution, Lily grew up experiencing extremely poor living conditions, food rationing, social chaos and Communist indoctrination. She learned to work hard, persevere, and be grateful for the opportunities she was given. Eventually, she graduated from Fudan University in Shanghai with an undergraduate law degree. After graduation, she was selected to continue as part of the law school faculty, as well as practice corporate law in Shanghai as China began to rebuild its economy. In 1988, Lily Tang Williams decided to study in the U.S., leaving her position with only $100 in her pocket and $1200 in debt to her American sponsor, a Fulbright professor at the University of Texas at Austin. Though she could not speak English fluently she was determined to achieve success in this country, earning a Master’s degree in Administration and Planning from the School of Social Work at the University of Texas at Austin. Subsequently, Lily started work for Wyoming Home Health as a medical social worker, and later she worked as an executive for corporations in both Hong Kong and the U.S. Eventually, she went into business for herself, providing consulting and expert witness services in China related business and legal cases. She and her husband also manage residential real estate properties they own. Lily ran for Colorado State House in 2014 and ran for U.S. Senate in 2016. Today, Lily is a successful small business owner and an entrepreneur, relishes the freedom, independence, and prosperity she found in America. She loves her new country and travels frequently throughout the states to share the story of her American Dream and educate people about horrors of Communism/Marxism/Maoism. Lily has contributed her opinion articles to National Review, Town Hall, The Epoch Times, Union Leader and the Concord Monitor. She also appeared on Fox News, Timcast, Huckabee TV, John Stossel, Joe Pages Show, GothixTV, many other shows and podcasts. Lily is on the Speakers Bureau of Victims of Communism Memorial Foundation. She has been speaking to students in middle schools, high schools and colleges in the past four years across the country. Lily will prioritize her legislativer efforts to (1) Combating Inflation (2) Defending Parental Rights (3) Protecting Freedom of Speech (4) Stopping Radical Left Policies (5) Increasing Energy Production (5) Securing U.S. Borders A native Mandarin speaker, an excellent writer in English, she also knows the Sichuan dialect, speaks Shanghainese and some Cantonese. Lily wishes to serve on the foreign affairs committee to help fight for Liberty and stop the CCP from infiltrating the US and dominating the world.
CRIMINAL JUSTICE & PUBLIC SAFETY
Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.
Disagree
Qualified immunity does not just apply to police officers. The law actually applies to many, if not all, public officials. This is the real reason so many political leaders support it.
I support redirecting funds from police departments to mental health and community programs.
Neutral
This is primarily a local or State issue. In general, funds are fungible and it is the responsibility of elected officials to formulate spending priorities. Whether more funds are needed for police, or less, is up to state and local elected officials to decide. In general, I support adequate funding and training for law enforcement to protect life and private property and to crack down on violent crime.
2ND AMENDMENT
What restrictions on gun ownership are needed to protect public safety?
Safety is increased when people are allowed to defend themselves. I support constitutional carry. I oppose red flag laws which violate due process that is protected by the Constitution. Violent felons however should only be denied firearm ownership if part of their sentence in a trial.
Victims of gun violence should be able to sue firearms dealers and manufacturers.
Strongly Disagree
The entire premise of this is ridiculous. A firearm manufacturer does not commit violence - the criminal user of the firearm does. This seems to be yet another political ploy and an attempt to ultimately disarm or discourage firearm ownership of the average citizen.
