15. What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers within the Constitution?

Personal experiences, historical references, characteristics of the society that they were part of, quality of justifications for opposing positions.

16. Briefly list three (3) political or legislative issues of most concern to you, and explain why each is important to you.

The current mandatory linkage between health care insurance and employment is a proven job killer (I observed it on a daily basis during the three years that I lived in rural Hawaii during the 1990s - they were the first ones to have this mandatory connection). Removal of this connection would create a major new and sustainable stimulus for job creation and growth of the American economy. The only cost effective way to have universal health care is a single national insurance program. The exclusion of private insurance and advertising companies (and the IRS) would save the American people trillions of dollars in unnecessary costs during the 21st century. We live in a society where post secondary training is essential for the future success of each individual. Tuition fees in state college systems must be drastically reduced or eliminated. The only tax policy change needed would be to begin taxing capital gains at the same percentage rates as earned or ordinary income.

17. Should abortion be allowed under extenuating circumstances? If so, what circumstances?

As a personal view, I am opposed to abortion.

18. Based on the Declaration of Independence and the U.S. Constitution, please arrange the following entities, starting with the highest source of authority, and continue the list in descending order of authority, skipping any that do not apply: Academia, Congress, Constitution, God, Industry, Media, Professional Sports, Supreme Court, Voters.

Voters, Constitution, Congress, Supreme Court

19. Briefly describe your spiritual beliefs and values.

That is my personal business.
