15. What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers within the Constitution?

The Separation of Powers doctrine was inspired by John Locke and implemented in the Constitution by the Framers to do one primary thing: to prevent the majority from ruling with an iron fist and to prevent any one branch from becoming too powerful. Separation of Powers ensures that each branch operates within Constitutional limits and doesn’t become destructive of Constitutional aims.

16. Briefly list three (3) political or legislative issues of most concern to you, and explain why each is important to you.

1. Debt and deficit reduction. Our national debt is threatening Social Security, Medicare and a host of essential government functions. 2. Repeal and replace the Affordable Care Act, because of this law, Central Washington residents are dealing with more government bureaucracy, cancelled health plans, higher premiums, loss of doctors and Medicare cuts. 3. Agricultural issues - We are an ag-heavy district. We need immigration reform to ensure a stable workforce. We need increased water storage for our arid farmland. We need sensible land-use decisions made locally, not by federal bureaucrats and government policies that promote a healthy business and trade climate.

17. Should abortion be allowed under extenuating circumstances? If so, what circumstances?

I consider myself to be strongly pro-life. I believe that unborn children should be protected by law and that abortion should be permitted only when necessary to prevent the death of the mother or in cases of rape or incest. I believe that we also need to ensure that women who are facing these terrible choices receive emotional support and are made aware of options available to them, such as adoption.
