What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?

I believe the Constitution is divinely inspired. It is designed to balance competing interests and limit the power of government because the Founders realized that people have a tendency to seek power and frequently desire to impose their will on others.

As El Paso County Commissioner, cut taxes, reduced county workforce by 10%, sponsored Sanctity of Life Week Resolutions, opened county parks to concealed carry. As Colorado Secretary of State, secured elections and reduced filing fees. Our business renewal fee is the lowest in the nation.

What is the best way to bring down unemployment?

The best thing that any government can do to reduce unemployment is to create an environment that fosters job creation and then get out of the way of American employers and employees. As Colorado Secretary of State, I've made Colorado the easiest state to create a business entity and established the nation's lowest business renewal fee at $10. In my 3 1/2 years as Secretary of State, Coloradans have created more than a 100,000 new businesses, bringing the total to close to 700,000.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

This is outside the direct scope of the Secretary of State. With that said, consumers spend more on health care than ever before, and for millions, the costs are simply more than they can afford. The government's requirement that people purchase health insurance has resulted in reduced choice and skyrocketing premiums for many Coloradans. In addition to repealing the individual mandate, the government should expand consumer choice by permitting cross-state purchases of insurance and making individually purchased insurance deductible.

What role should government play in boosting the economy?

As with question 30, Government's primary role should be fostering a tax and regulatory environment that permits and incentivizes individuals and businesses to pursue their dreams. I've done just this as Colorado Secretary of State by making it easy and inexpensive (cheapest in the nation), and providing common sense solutions like free and immediately available Certificates of Good Standing.
