Only to save the life of the mother, should she so choose.

People, especially leaders, possess a strong desire to control things, either for altruistic or selfish purposes. To tame these human urges and prevent bad government or even tyranny, governments going back to Greece have divide power between branches of government and limited government power constitutionally. We protect ourselves from ourselves.

There are only two sources of authority listed here, God and the voters, although I would have preferred the term people instead of voters. The Constitution delegates power based upon the authority they grant to Congress and the Supreme Court.
