Flanigan voted No as a Delegate on SB 299 in 2025, which would prohibit minors from obtaining pubertal modulation and hormonal therapy to better protect the health and safety of minors."

Flanigan commented and voted against SB 474 of 2025, a bill to eliminate divisions, officers, programs, trainings, and policies related to diversity, equity, and inclusion from all departments, divisions, agencies, boards, public primary and secondary schools, and institutions of higher education.

In March of 2024, The Intelligencer: Wheeling Register reported on Flanigan's desire to return to the WV House of Delegates after treatment for cancer and his strong support for medical marijuana based on his experiences during chemotherapy.
