RIGHT TO LIFE

Under what circumstances should abortion be allowed?

I believe that human life begins at conception, and that the life of an unborn child should be constitutionally protected to the greatest extent possible, with very limited exceptions for circumstances involving confirmed rape, incest, or medically documented serious risk to the life of the mother. During my time in the General Assembly I have co-sponsored and worked on numerous pro-life bills, including the Unborn Victims of Violence Act (SL2011-60), the Women's Right to Know Act (SL2011-405), the Choose Life license plate, the Women and Children's Protection Act of 2015 (creating 72 hour abortion waiting period),and the Born-Alive Abortion Survivors Protection Act (vetoed by Gov. Cooper). I also support pending legislation, the proposed Fetal Heartbeat bill, which would prohibit abortion after a heartbeat is detected.

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

The government should do more to close the gap between the working class and the wealthy.

What changes, if any, should be made to the tax code?

We need to continue to drive down the personal income tax rate and raise the standard deduction. It is my goal to eventually eliminate the state personal income tax. Since 2011, North Carolina has risen from 44th or 50 states in the rankings of the Tax Foundation to 11th in the nation.

Taxpayer-funded public education should be guaranteed through college.

I am proud to have worked hard with my colleagues to implement the Carolina Promise program which allows all in-state students a tuition rate of $1000 per semester at several UNC System universities.

Under what circumstances can government close churches?

Unless the church building itself is unsafe for occupancy, i.e., in danger of collapsing, no church should be closed by the heavy hand of government like was done in 2020 by Governor Cooper.

What should be the relationship between the church and the state?

I support the free exercise of religion by all Americans and oppose any restriction on the free exercise of religion such as removing prayer from governmental activities or the removal of “Almighty God” from our public documents and institutions. I oppose any attempt of government to establish a state religion, or to foster one religion over another, and any governmental coercive action aimed at limiting the free exercise of religion. I support the right of individuals and corporations to uphold their free exercise rights consistent with the First Amendment to the United States Constitution.


HEALTHCARE

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. I was a primary sponsor of both the Voter ID Constitutional Amendment as well as the law implementing Voter ID. There is no more common sense way to secure our elections than to require a voter to show a photo ID. It is egregious that activist state and federal judges have targeted NC's Voter ID law when 30 other states already have Voter ID in place. The claim that Voter ID is discriminatory is laughable, especially when our state has funded mobile units to bring a free ID to your doorstep

What laws would you propose to change present voting practices?

If the laws that have been passed by the General Assembly, including Voter ID, are fully implemented and enforced, our elections will be secure. Efforts to secure our elections have been hampered by out of control activist judges at both the state and federal levels, as well as efforts by democrat Attorney General Josh Stein, to enter into collusive settlements with democrat activist groups to undermine election security. I believe that regulations improving data security and data integrity by the State Board of Elections, so that election data cannot be manipulated or changed by bureaucrats, would be beneficial in making sure our elections are fair and honest. We should also ban private money in elections administration. I sponsored a bill to do that in 2021 (SB725), which passed both the House and Senate but was vetoed by Governor Cooper.

It has been an honor to represent my constituents here in western North Carolina for the past 11 years, and I hope that you will give me the privilege of doing that again in the coming election.


CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

I support redirecting funds from police departments to mental health and community programs.

This should not be a zero-sum game. We need to adequately fund both our law enforcement agencies as well as our mental health treatment programs. Clearly we need to take a fresh look at how our state addresses the treatment needs of those who are suffering with mental illness and/or substance addiction.


2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

We already have a robust body of state and federal gun laws and criminal laws that protect our citizens. If those are enforced, we will have safer communities. If criminals are arrested and prosecuted, we will have safer communities. If we support the nuclear family and provide excellent educational opportunities to economically distressed communities, we will have more productive citizens and safer communities.

Victims of gun violence should be able to sue firearms dealers and manufacturers.
