QUESTIONNAIRE
RIGHT TO LIFE
Human life begins at conception and deserves legal protection at every stage until natural death.
Choose not to answer
This question is not relevant to the position sought.
What role should the school serve in helping a student with an unwanted or crisis pregnancy?
The school should provide support so that the student completes his or her K-12 education. Any student who is a parent or who has contributed to a pregnancy is considered to be an at-risk student, and CCISD already provides additional support to all at-risk students.
ECONOMY
Free enterprise and the right to private property are essential elements of a productive economic system.
Strongly Agree
This informs my approach to taxes levied by the school district.
What is your position on government funding of public education from Pre-K through college?
The Texas Constitution mandates that a public education be provided to all students who wish to enroll in K-12 public school, paid for by the government. This is not up for debate. I prefer to not comment on government funding for college as that is not my purview. I do note that CCISD accepts donations from charity in order to provide college credits (dual credit) for some students.
RELIGIOUS LIBERTY
Teachers should be required to refer to students by pronouns which are misaligned with their gender at birth even if it would violate the teacher's moral and/or religious beliefs.
Choose not to answer
The wording of this question implies that a certain political position is correct, making this difficult to answer. CCISD policy is to refer to the gender of each student by the gender expressed on that student's current legal birth certificate, a policy which I support. There is a process for students to change the gender on their birth certificates through the courts if that document is no longer consistent with reality.
EDUCATION
Abortion and gender-affirming providers, including Planned Parenthood, should be a resource for instruction or services in the school.
Strongly Disagree
Texas public schools are limited by law in matters of sexual instruction and advice, including information on abortion. I have no desire that CCISD violate the law.
Consistent discipline creates a safe and orderly environment, which is essential for student learning.
Strongly Agree
Inconsistent discipline is unjust and unfair, and leads to a chaotic and unproductive learning environment.
Do you believe print and digital material available or presented to students should be easily accessible for public review, including those without children enrolled in school?
Yes
Educational materials must be able to stand up to public scrutiny as the public education system is paid for by public tax dollars.
Educators should give students a thorough education in America's founding documents and cultivate American patriotism.
Strongly Agree
America is an exceptional nation because it is based on ideas, not ethnicity. If each generation is not well-grounded in these ideas, much of what makes America unique stands to be lost.
I support Diversity, Equity, and Inclusion (DEI).
Strongly Disagree
I support an inclusive school system that provides the highest quality education to all students, regardless of background. I also support staff hiring and promotion practices that judge applicants on merit only and fully complies with state and federal law. My impression is that DEI is often a buzzword that is used to justify inequality and unfair practices, giving members of various groups unearned advantages over other groups.
I support eliminating the U.S. Department of Education and giving control back to states and communities.
Neutral
I believe the federal government has a role in the nation's education system, but one much reduced from the one it has now. I support reducing the budget and function of the DoEd until it is no longer a cabinet-level organization. I do support more control over education being returned to the states and communities.
Please list in order the following priorities in relation to the role of a K-12 public school (omitting any that do not apply): American History, Art & Music, Civics, Critical Race Theory, Foreign Language, Gender Identity, Information Technology, Language Arts, Mathematics, Personal Finances, Physical Fitness, Political Activism, Science, Sexuality, Social Emotional Learning, Vocational Learning
Language Arts must come first...if you can't read well, you will remain ignorant for life. After that, Civics, Social Emotional Learning (which is really just learning appropriate behavior), Mathematics, Information Technology, Vocational Learning, Science, American History, Physical Fitness, Art & Music, Foreign Language, and Personal Finances. Sex Education is already covered in the Science curriculum.
The state should fund education by allowing dollars to follow the child instead of the bureaucracy, through a program which allows parents the freedom to choose their child's school – public, private, or homeschool.
Strongly Agree
I have repeatedly stated that the future of education is healthy competition between public and private education providers. Nearly all nations whose education systems outperform the US already have some version of this. My goal as a CCISD trustee is to prepare the district for this competition, and to ensure that CCISD provides a superior education at a reasonable cost.
Which should students have: equity of outcomes or equality of opportunities?
Equality of outcomes leads to "tall poppy syndrome", stifling innovation and creativity. It has failed miserably in every nation that has attempted it. Equality of opportunity is the American way, and has led to the success that we all enjoy.
Which type of written parental consent should be obtained before students are taught courses such as Comprehensive Sex Education (CSE)? (A) Opt-In. (B) Opt-Out. (C) None.
It is Texas law that these classes be Opt-In. Any personal preference of mine is irrelevant.
VALUES
Briefly describe your spiritual beliefs and values.
This is not relevant to the position sought. I am running to be a school trustee, not a priest or Sunday School teacher.
Who is responsible for teaching sexual education to children, and what is the appropriate age when it should be taught?
Ideally, parents would teach this at all ages on an age-appropriate basis. Unfortunately, some parents neglect this, requiring the public education system to serve as a backstop.
If you support the teaching of Sex Ed, please answer the following question: Sexual education should include these topics (list all that apply and add your own, if needed) -- abortion methods and side effects; abstinence; consent; contraceptive methods; human anatomy/the reproductive system; physical and emotional health outcomes; sex acts and pleasures of sex; sexual orientation and gender identity; stages of pregnancy and fetal development
The Texas Essential Knowledge and Skills (TEKS) requires teaching of abstinence, consent, contraceptive methods, human anatomy/the reproductive system, physical and emotional health outcomes, stages of pregnancy and fetal development. I support all that. Sexual orientation and gender identity is not part of the Sex Ed curriculum but needs to be discussed to promote healthy interpersonal relationships and to prevent bullying. The only thing I would add to the curriculum is some discussion of human intersex characteristics - how common these conditions are, and how they come about.
Children have a right to reach maturity without chemical or surgical castration, which would damage their healthy bodies through surgeries and may cause infertility and a life-long dependence on cross-sex hormones.
Choose not to answer
This is not relevant to the position sought. I am running to be a school trustee, not a medical commissioner or the head of a medical ethics committee.
Children have the right to be protected from hypersexualization (including drag shows and explicit materials) in schools and libraries.
Strongly Agree
My comments are confined to public schools and not to public and private libraries located off school grounds. The mission of the public school system is to educate. The dissemination of explicit materials is not part of that mission.
Marriage is a God-ordained, sacred and legal union of one man and one woman essential to the formation and sustaining of a civil and prosperous society.
Choose not to answer
This is irrelevant to the position sought. Many students in CCISD have same-sex parents. By law, these must be given the same parental rights and privileges as parents in traditional marriages. My concern is for the well-being and education of the child, not the gender or sex of the child's parents.
Parents have the fundamental right to raise their child in accordance with their beliefs and values, including the right to make decisions about the child's education and healthcare.
Strongly Agree
I have nothing to add to this, it is a foundational statement.
Parents should have full and timely access to any and all records, including school and medical records, associated with their minor children.
Strongly Agree
There is only one exception, that being reports of parental abuse that are being timely investigated in accordance with the law. All other records should be available to parents.
ELECTIONS AND VOTING
People should be able to vote without photo identification.
Disagree
I'm only answering this due to my history as an election judge and because CCISD may administer its own elections. There is a process in place in Texas for a person without ID to vote a provisional ballot, which will be discarded if the person fails to provide ID in an appropriate timespan after the election. This is the proper means of ensuring both election integrity and every citizen's right to vote.
EQUALITY
Biological males should not be allowed to participate in women's sports.
Choose not to answer
Without a working definition of the term "biological male", this question is unanswerable. CCISD will comply with University Interscholastic League (UIL) decisions on this matter, consistent with student safety and state law.
Biological males should not be allowed to occupy women's spaces whether it be bathrooms, locker rooms, women's shelters, prisons, or sororities.
Choose not to answer
Again, without a working definition of "biological male", this question cannot be answered. CCISD has no women's shelters, prisons, or sororities. CCISD students are to use the bathroom and locker room facility consistent with the sex identified on their birth certificates.
ABOUT YOU
Have you ever been convicted of a felony? If so, please explain.
No
Have you ever been penalized for sexual misconduct in either civil or criminal court? If so, please explain.
No
I voted in these primaries and general elections:
2014 Republican Primary 2016 Republican Primary 2018 Republican Primary 2020 Republican Primary 2022 Republican Primary
This is all a matter of public record.
When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?
Conservative
My observation is that what is "conservative" seems to change from year to year. My views are best summarized as being those of a "Classical Liberal" as described by the economist Friedrich Hayek. They are consistent with the prevailing views of the Republican Party in the 19th and early 20th centuries up to Calvin Coolidge, and are also consistent with most of the views of the nation's Founders.
2ND AMENDMENT
Faculty who are licensed to carry and have had ongoing training should be allowed to carry guns at school in order to respond to an active shooter situation.
Strongly Agree
CCISD has detailed plans for dealing with active shooters, including coordination between teachers, students, administrators, on-campus School Resource Officers (SROs) and responding off-campus law enforcement. I am not opposed to allowing licensed and trained faculty to carry guns on campus, but it is absolutely essential that anyone doing this be fully trained in our response protocols and properly integrated into that response.
OTHER IMPORTANT ISSUES
In the event of a pandemic, school districts can mandate whatever health precautions they deem necessary (including masks and vaccines) to protect students and staff.
Strongly Disagree
This is a matter of state law. In the unlikely event of another pandemic in the next few years, CCISD will implement whatever measures community medical leaders recommend, consistent with state law. CCISD must deal with both the Galveston and Harris County boards of health and will use best judgement in the event of conflicting requirements by these two agencies.
