Under what circumstances should abortion be allowed?
Never; either when pregnancy is confirmed or after a heartbeat is detected. Exception is actual threat to mother's life.

The government should do more to close the gap between the working class and the wealthy.

The government needs to get out of the way of job creators. Laws protecting employees from abuse are necessary, but punitive tax laws and dictatorial mandates are NOT necessary and constrain creativity and expansion of good businesses.
What changes, if any, should be made to the tax code?
I have supported the reduction of personal and business income taxes and reduction of the sales tax. I will continue to support reducing tax burdens. Lowering tax rates creates more economic activity and more dollars. This was proven by JFK and Reagan, and is now being proven by our N.C. legislature. Tax climate is a major reason new businesses are giving for locating in NC.
Taxpayer-funded public education should be guaranteed through college.

Our local Brunswick Community College is virtually available tuition-free, due to our excellent state policies and scholarships and county support for last-dollar tuition and books. Supporting students through four years of college kills the incentive to invest in yourself or your children. Scholarships are available through private foundations and endowment funds for hardworking students.

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Under what circumstances can government close churches?
Never, unless they are endangering citizens' lives or health,( i.e. mercy killings in radical Islam, snake handling)
What should be the relationship between the church and the state?
Totally separate and tax exempt.
HEALTHCARE
What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.
C, if they can be reasonable, not straining our budget and taxpayers' tax bills. Since I have been in the NC House, the state portion of Medicaid has more than doubled on its own. This is problematic, and we should do nothing to expand it artificially.
Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?
Never should government or schools be allowed to mandate personal health issues, or dictate to private employers.

States should allow parents to use the Opportunity Scholarship Program to fund private school for their children.

Never. Parents should be informed, consulted if they want to opt into programs, and informed they can opt out.

Never restricted, with reasonable time constraints so one speaker cannot co-opt the entire meeting.

Protestant, believer in a personal relationship with Jesus Christ and that God is alive in the world today. Humans can mess up, and do, but redemption is available.

People should be able to vote without photo identification.

We passed I.D. three times and the people voted to put it in the Constitution. As well known, the Governor and his people have it tied up in court.

Ironclad voter I.D. and accurate vote counting.
EQUALITY
Is racism a threat to domestic security in the United States? Why or why not?
No. The leaders who preach that it is are a threat to national security. They want us divided because chaos gives them more power.
ENERGY & ENVIRONMENT
Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.
A. Some environmental rules are needed, but the rules should be reviewed on a regular basis to be sure they are not killing the economy. We passed a regulatory reform law to that effect. Our agencies should be seeking out polluters, but not punishing every element of our economy, even the conscientious ones.

What do you think is the general purpose of government?
Government must establish a framework for productive working people to succeed to the best of their abilities. It should not punish job creators and reward laziness. As Reagan said," A government big enough to give you everything want is a government big enough to take from you everything you have."

Conservative
I don't care to be in a box. The best description is that I was influenced by Goldwater and Reagan. Economically, if the federal government had to balance their budget like North Carolina does, we would be an exponentially stronger country.

I have written an article in our two local papers in Brunswick County every week we are in session for the past 12 years, and they almost always print them. . They are the Brunswick Beacon and State Port Pilot. All the bills I have cosponsored for the last 12 years can be seen at www.ncleg.gov

What else would you like voters to know about you, including your legislative priorities?
I've always supported efforts to keep taxes low and lower them. Regulatory reform, tax reform, educational choice, and transportation/infrastructure budgeting are top priorities, as well as protecting all the freedoms in our federal and state constitutions.
CRIMINAL JUSTICE & PUBLIC SAFETY
Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

I support redirecting funds from police departments to mental health and community programs.

Mental health is important, but law enforcement budgets should never be cut to redirect funds, but expanded to keep up with population and inflation. These patriotic public servants are critical to a civilized society.
2ND AMENDMENT
What restrictions on gun ownership are needed to protect public safety?
Law-abiding citizens prove every day that being armed for self-defense improves public safety. As a lifetime NRA member and concealed carry permit holder with a weapon, I think any restrictions should be on criminals, not law-abiding citizens.
Victims of gun violence should be able to sue firearms dealers and manufacturers.

Yes
Yes. I did, and I recall that the Governor vetoed.
