What government spending would you reduce in order to balance the budget?
I would start by changing the procurement process. Contractors generally operate on a cost plus basis with government contracts. The specifications are usually excessive in describing what the government wants to buy. This greatly increases the cost of any purchase, but the contractors don't object because they make a percentage of a higher cost. I would change from a defined benefit retirement system to a defined contribution retirement system.

Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.

I would make sure that pre-existing conditions are covered. I would greatly expand the ability for individuals to create their own health insurance packages rather than be forced to use a government-mandated package. I would ensure that individuals had the ability to use Health Savings Accounts. I would repeal the mandate for health coverage. I would repeal mandated coverages of any particular health insurance package. I would allow health insurance companies to price their product to incentivize healthy behavior.

We have an absolute right to control who comes into our country. This is a federal issue. The requirements for immigration are well-defined in federal law. As the father of the border wall, I am the only person in this race who has done anything meaningful about addressing this issue.

Is there anything else you would like voters to know about you?
Regarding Question 1: my father passed away last year at the age of 96. He was ready to go. I respected his wishes. Question 4 has been resolved by the US Supreme Court. Compared to all other candidates in the race, I am the only one who has: cut your income taxes; done anything to secure the border; increased opportunities for California agriculture to thrive; helped law enforcement with equipment and training; reduced regulation on new housing; improved educational opportunities; implemented programs to enhance soil conservation, reduce pesticide and herbicide use, and support water conservation measures; provided options for individuals to enhance their retirement savings; implemented programs that reduced abortions while simultaneously making raising a child more affordable; reduced estate taxes across the board; untangled the 2003 energy crisis. Check my record. One person can make a difference. I humbly ask for your vote.

What restrictions on gun ownership are needed to protect public safety?
In California, if you plot on a graph the incidence of mass casualty events and also plot on the same graph the adoption of new limitations on the right of individuals to arm themselves, the lines are essentially parallel. My advice to every law abiding citizen: the police will never get there in time to protect you. Arm yourself. Train yourself. Defend yourself. During my service in Congress, there were no new federal limitations placed on the ability of law abiding citizens to keep a firearm.

In priority order, what three areas of legislation do you propose to author or sponsor if elected?
1) School choice. 2) School funding follows the child to the school of choice. 3) Change Prop 47 and Prop 57 and AB 109 to improve accountability for criminal behavior. 4) Change the standard for taking into custody someone suffering from drug addiction or mental illness from "an imminent threat to themselves or others" to "unable to properly conduct their own affairs due to drug addiction or mental illness." 5) Implement the wishes of the voters from 2014 and build new water storage and conveyance facilities.
Is racism a threat to domestic security in the United States? Why or why not?
Yes. So are poorly performing public education systems and a lack of accountability for criminal behavior. My goal in running is to get people to judge others by their character, to provide every child in California with a sound education, and to make sure those that prey on others are held accountable for their actions.
