The most critical situation that Plano and thousands of cities across America face is federal government overreach via the HUD AFFH rule. AFFH is an acronym for Affirmatively Furthering Fair Housing. Most have not heard of the rule, but it is because of this rule that you are seeing thousands of high density apartments being approved by the present city council. Scholar Stanley Kurtz sums up the rule concisely: "The AFFH rule gives the federal government a lever to re-engineer nearly every American neighborhood--imposing a preferred racial and ethnic composition, densifying housing, transportation, and business development in suburb and city alike, and weakening or casting aside the authority of local governments over core responsibilities, from zoning to transportation to education." Plano needs a strong mayor who will stand up to federal government overreach. I'm out of allotted space; please see my website for more details.
