RIGHT TO LIFE
Under what circumstances should abortion be allowed?
On Nov 8, 2022 voters in Michigan will most likely decide on a constitutional amendment which will keep access to abortion legal in Michigan. As a governor candidate my opinion on this matter is irrelevant. Let the voters (of which I am one) decide and if elected governor I will enforce the law accordingly.
Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

ECONOMY
What changes, if any, should be made to the tax code?
Lower the personal income tax to 3.9%. This was a promise made to taxpayers after the income tax was raised to 4.26% in 2008 and this promise needs to be kept. The tax would make Michigan more competitive, encourage job growth, and attract more people to the state. But much more important it raises the question: Can Michigan's state government be trusted with any responsibility if it can’t be trusted to keep such a public and fundamental one? Change the corporate businesses tax to allow full expensing which will allow businesses to apply the costs of equipment quickly instead of over years. This change will generate more money for the state treasury over time, as businesses invest more in the state and employ more people.
What government spending would you reduce in order to balance the budget?
End corporate welfare. Abatements, subsidies, credits, or other incentives to businesses based on geographical area, job creation, or any other criteria deny equal protection under the law. Reduce Regulations. Michigan is overregulated, and this costs Michiganders opportunities, jobs and grows the size of government. Approve a sustainable budget. Set a maximum limit on what lawmakers can spend, based on changes in population and inflation.
Taxpayer-funded public education should be guaranteed through college.

In accordance with Michigan's Constitution the legislature appropriates tax dollars to 13 state universities, but nowhere in this document does it say the legislature has to break the bank. There is no expectation that colleges will spend the money educating students and what each university receives is based on nothing but politics. It doesn't keep tuition costs low. This year U of M still raised tuition by 3.4% after receiving a 5% increase in taxpayer funding.
RELIGIOUS LIBERTY
Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

For voluntary dealings among private entities, parties should be free to choose with whom they trade and set whatever trade terms are mutually agreeable.
Under what circumstances can government close churches?
None. In Michigan during the COVID-19 pandemic many churches closed voluntarily to protect their parishioners. Those that did remain open were not subject to state penalties.
HEALTHCARE
What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. Libertarians seek a society based on personal liberty and responsibility—a society in which all individuals are sovereign over their own lives. The most desirable method of realizing such a society is to follow the natural order that arises when the inalienable rights of individuals to life, liberty and property ownership are respected and protected. People have the right to engage in any activity that is peaceful and honest, and pursue happiness in whatever manner they choose, so long as they do not forcibly interfere with those same rights of others. It's the golden rule: "Do onto others as you would have them do onto you."
ELECTIONS AND VOTING
People should be able to vote without photo identification.

What laws would you propose to change present voting practices?
Eliminate straight ticket voting. Elected officials should be chosen based on their merit or qualification for office, not by their party affiliation. Adopt Rank Choice Voting (RCV) where the voter can rank candidates in the order you prefer them — 1st choice, 2nd choice, 3rd choice, and so on. If your 1st choice can’t win, your vote instantly counts toward your backup choice. RCV eliminates the "wasted vote" syndrome and ensures that candidates with the best ideas, not the biggest bank accounts – have a fair shot at running and winning. Add the alternative “None of the above is acceptable” to all ballots. In the event that “None of the above is acceptable” receives a plurality of votes in any election, a new election shall be held for which none of the losing candidates shall be eligible.

Is racism a threat to domestic security in the United States? Why or why not?
The last two decades have shown how easily expansive national and domestic security authorities can be turned against racial, ethnic, and religious minorities and protest movements. Prohibit investigations in which the exercise of First Amendment rights or race, ethnicity, national origin, or religion is a substantial or motivating factor. Protecting national and domestic security needs to be based on facts rather than on bigotry.

What do you think is the general purpose of government?
The only legitimate function of government, where it exists, is the protection of the inalienable rights of its citizens. To that end, government at all levels should be strictly limited to the essential services necessary to uphold individual rights, maintain public order, and adjudicate disputes.

What else would you like voters to know about you, including your legislative priorities?
I've lived a life of service. After graduation from Kalamazoo College, I enlisted in the US Navy where I served for 26 years in Naval Intelligence. In the Navy I became a leader and a team player. I developed a deeper appreciation of the inalienable rights of life, liberty and the pursuit of happiness; because in the Navy I lived and traveled to where these rights do not exist. When I ran for governor in 2014 I traveled all over the state of Michigan and met thousands of wonderful people. Their concerns were bad roads, mediocre to poor public schooling, lack of affordable housing, high cost of health care, abuse by police and administrative rules and regulations that placed needless hurdles in their way every time they tried to improve their lives. Eight years later; billions of tax dollars spent, more rules and regulations and the two major parties playing the blame game; has anything really improved? Both democrats and republicans have disappointed us. They make promises that they never intend to keep. Why do we keep electing them? Together we can protect individual rights and freedoms and leave the politicians who promise the world, and never deliver behind. Michiganders have an inalienable right to choose: How to spend their hard earned money, how to educate their children, how to best take care of their medical needs, how to live their lives and whether they want a proven servant of the people, or a government insider representing them.
CRIMINAL JUSTICE & PUBLIC SAFETY
Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

I oppose immunities for any public officials or employees for illegal acts or omissions. Like any individual, they should be subject to criminal prosecution and held personally liable for any injuries caused by their actions. The protections of qualified immunity should be abolished.
I support redirecting funds from police departments to mental health and community programs.

Defund the police is a bumper sticker and bumper stickers don't make good policy. Defund the police unions who protect bad cops. Every citizen in every city should take a good hard look at the collective bargaining contracts with their police departments.
2ND AMENDMENT
What restrictions on gun ownership are needed to protect public safety?
Individuals have the right to defend themselves and others. Article I, Section 6 of the Michigan Constitution states: “Every person has a right to keep and bear arms for the defense of himself and the state.” I oppose any law that dilutes the right of a law-abiding person to own a firearm or other means of self-defense.
Victims of gun violence should be able to sue firearms dealers and manufacturers.

In order to sue one needs to be sure of three things: First, that the real problem is identified; second, that the cause is pinpointed; and, third, that the remedy is no more extensive than necessary to fix the problem. Suing gun dealers and manufacturers fails all three tests.
