“Amendment 2 is a proposed amendment to the Kentucky Constitution to allow for more educational opportunities for families, students, and teachers. Amendment 2 does not set any policy but, if passed, would simply allow the legislature to consider school choice policies designed to work best for Kentucky. The Kentucky Supreme Court has interpreted the Kentucky Constitution to prohibit any sort of school choice program. This judicial activism has caused Kentucky to fall behind surrounding states, which all have educational choice programs that are benefiting students. The only way around this current barrier is to amend the Kentucky Constitution to make it clear that the General Assembly has the authority to provide educational opportunities for the families and students of Kentucky.” - Kentucky Family Foundation

“Amendment 2, which will appear on the Nov. 5 ballot, asks voters to change the state constitution clarifying that lawmakers may, at some point in the future, pass legislation providing support for eligible families to access education options outside the traditional public schools. It’s important to note that Amendment 2 does not create any new programs, contrary to the noise made by its opponents. It doesn’t set up a voucher plan, fund charter schools or include provisions that affect homeschooling families. Amendment 2 simply makes it possible for the state legislature to consider school choice policies without the interference of courts which have previously prevented the implementation of even the most modest bills that would empower parents with education options. After Amendment 2 passes, lawmakers will have to decide what kinds of school choice will be appropriate for Kentucky, which is currently one of the only states in the country without such programs.” - Gary Houchens, Bluegrass Institute for Public Policy

“Teachers in Kentucky are paid less than all neighboring states. Amendment 2 will invest more money into our public education system which means more funds for better teacher pay. Amendment 2 will empower parents to have a choice in their child’s educational success. Parents know best what their children need to succeed. A YES vote will give more options to ALL parents for their children to succeed. Amendment 2 will create new opportunities for low-income, minority, and special needs students while empowering all Kentucky students to meet their full potential. A YES vote will allow for more educational opportunities for ALL Kentucky students and will strengthen our local public schools.” - Kentucky Students First

“Do you believe parents should have the right to make more decisions surrounding their kid's education? Are you in support of more educational opportunities for all students? Americans for Prosperity-Kentucky believes that families should have the freedom to choose their children's educational journey. Education freedom would give the student, not the government, the choice to access an education that best fits their unique talents and needs. It gives families the flexibility to choose and financial support to empower students to succeed in a learning environment that works for them. Support Kentucky Amendment 2 come November 2024 and join AFP-Kentucky in the fight to give families the opportunity to choose their children's education journey.” - Americans for Prosperity – Kentucky

“Generally speaking, educational choice is the process of allowing every family to choose the K-12 educational options that best fit their children. Every child is unique, and all children learn differently. Some children might succeed at their assigned public school, while others might fit in better in a different environment. That’s why educational choice is so important! Kentucky is the only state in our region without a meaningful educational choices program. After the KY Supreme Court struck down our educational choice program in 2022, a constitutional amendment is our chance to help an entire generation of Kentucky students succeed.” - EdChoice Kentucky

“Vouchers divert critical resources away from Public Schools (and instead send them to Unaccountable Private Schools. Vouchers are wildly expensive, and present runaway budgetary costs well above most projections and fiscal notes. Vouchers mostly subsidize existing private school students. Vouchers will negatively impact our rural public schools the most. This amendment is another attempt to attack public education and undermine the backbone of our communities – our public schools.” - Protect Our Schools Kentucky
-
“KEA opposes voucher bills like these and any constitutional amendment that would siphon off precious resources from our public schools. If passed, HB2 & HB208 would nullify the effect of five sections of the Kentucky Constitution that guarantee public funding for public schools, would make funding public schools optional for the legislature, and would eliminate the public’s right to a referendum before the legislature could divert money to private schools. Kentucky’s public schools are the heart and soul of our local communities. Your tax dollars should be invested in our local public schools and not given away to allow wealthy parents to subsidize their kid’s private education.” - Kentucky Education Association
-
“Amendment 2, or the voucher amendment, paves the way for our state to begin writing blank checks to private schools using our tax dollars that should go to public schools and our students. This voucher amendment would siphon tax dollars away from our public districts and starve students of critical resources they need to receive the strongest education possible.” - Jessica Hiler, President, Fayette County Education Association
-
“This amendment paves the way for politicians in Frankfort, or schools, to pick and choose their students, and will leave many of our children behind. Public education is the bedrock of this country and our democracy. Our public schools have always been a lifeline for students in need, providing education, essential support, and resources. We must support public education for all of our students.” - Brenda Rosen, National Association of Social Workers – Kentucky
-
“Amendment 2 is a constitutional amendment that will be on Kentucky’s ballot for the general election in November. If approved by voters, state legislators would be given the authority to use public dollars to fund private schools, something that is currently banned in Kentucky’s state constitution. This could take a variety of forms: Vouchers, Education Savings Accounts (ESAs), Scholarship Tax Credits, or creating and funding Charter, Magnet or other types of schools. It would most likely result in money being drained away from our already underfunded public schools.” - Foundation for a Healthy Kentucky
