BALLOT LANGUAGE

Shall the Missouri Constitution be amended to:

  • Make the Constitution consistent with state law by only allowing citizens of the United States to vote;
  • Prohibit the ranking of candidates by limiting voters to a single vote per candidate or issue; and
  • Require the plurality winner of a political party primary to be the single candidate at a general election?

State and local governmental entities estimate no costs or savings.

WHAT IT MEANS

Yes

A "Yes" vote means that you desire to amend the Missouri Constitution to be consistent with current Missouri election law such that:

  • only United States citizens are entitled to vote in Missouri elections.
  • ranking of candidates is prohibited.
  • the plurality winning candidate from each political party primary is the candidate who advances to the general election.

No

A "No" vote keeps current Missouri law regarding voting in primary and general elections. This could allow for future legislation to allow non-citizens to vote and for ranked choice voting in elections.

ARGUMENTS FOR AND AGAINST

Yes

  • “On November 5th, Missouri voters will have the opportunity to protect our state from Left-wing election rigging schemes. Liberals can no longer win elections in Missouri and they’re desperate to change the rules. Ranked-choice voting is confusing, costly, and it makes recounts impossible. It should be banned. Liberal billionaires know that it’s easier for them to influence our elections in a California-style top-two or similar system. By forcing candidates of all parties into a single primary election, particularly when paired with ranked-choice voting, they can game the system to benefit their preferred choices. Party primaries should be required.” - Liberty Alliance

  • "This important measure protects Missouri’s elections from noncitizen voting and Ranked-Choice Voting, two schemes backed by the far-left to fundamentally remake American politics. Thanks to the leadership of Speaker Plocher, Sen. Brown, Rep. Baker, the people of Missouri will have a chance to defend fair elections this November!" - Jason Snead, Executive Director, Honest Elections Project, Chair, Stop RCV

  • "Only U.S. citizens should decide the outcome of U.S. elections—one person, one vote counted fairly and equally. Left-wing schemes that destroy this solemn, foundational principle should always be prohibited." - Ken Cuccinelli, Chairman, Election Transparency Initiative

No

  • “Over 50 cities and towns in the United States use ranked choice voting, and exit surveys show voters are happy with it. In each and every case, there was an election where voters decided they wanted to use it. There’s no place where a government imposed this voting system on an unwilling electorate. And no one’s proposing to start doing that now. Therefore, this amendment would simply remove the option from those who want it. We call the campaign committee “Preserve Local Elections” because the amendment would ban one kind of local election. Missouri legislators have suggested that voters would be confused – showing they have less confidence in Missouri voters compared to those in other parts of the country.” - Preserve Local Elections

  • “The measure will ban any election that isn’t the traditional partisan, plurality, “pick-one” voting system. Most governments use this outdated voting system because politicians like it that way. It makes it harder for voters to hold them accountable. But across the country, citizens across the political spectrum are pushing for more representative ways to vote. One of the simplest examples is called “Pick-All-You-Like” voting or “approval voting.” When voters go to the polls, they can choose all the candidates they support, rather than being forced to settle on one option. Unlike traditional single-choice systems that encourage polarization, approval voting lets politicians engage with more diverse groups of people. When you can choose all the candidates you approve of, more votes go to popular, unifying, broadly accountable leaders. But Amendment 7 doesn’t allow Missouri citizens to make that choice. If you want ranked-choice voting, approval voting, open primaries in the future, Amendment 7 takes away your choice. If you want to hold politicians accountable with better elections, then when you go to vote, remember that this “trick measure,” Amendment 7, is an attempt to take your freedom away.” - Benjamin Singer, Chief Executive Officer, Show Me Integrity
