Donald Trump has tried to rig elections by pressuring states like Texas and Florida to create more Republican districts and lock in Republican control of Congress. Question 3 gives Maryland voters, not politicians, the power to decide whether to respond to Trump's illegal power grab.
It's one of the strongest tools Democrats have to stop Trump and his MAGA allies' power grab. On November 3rd, vote YES on Question 3 to fight back against Trump.
Question 3 clarifies that Maryland's constitutional redistricting rules apply only to state legislative districts, not congressional districts, and allows the Maryland Supreme Court to directly review congressional maps. It puts Maryland on a level playing field with other states in how we draw federal seats.
Trump's policies are crushing Maryland families. Question 3 is our best chance to stop his corruption and the MAGA agenda in their tracks.

"Politicians in Annapolis want to create the most extreme gerrymandered federal Congressional districts in the nation, but in order to do so, they have to change the Constitution. For over 50 years, language has existed in the Maryland state constitution that calls for fair and compact districts, which is preventing politicians in Annapolis from getting their way and consolidating all power.
This is not about the nation. This is not about any other state. This is about Maryland and what kind of state we want to hand to our children. Changing a half century’s worth of constitutional precedent to amass partisan power and disenfranchise hundreds of thousands of Marylanders is wrong, and every true Marylander knows this.
Redistricting should reflect the will of the people, not guarantee power to whichever party controls Annapolis. When electoral boundaries are drawn to eliminate real competition and ensure one-party rule, voters become disenfranchised and lose their voices.
This is not a complicated issue. It’s a fairly simple one. This is about right and wrong. Changing over 50 years of constitutional history is wrong, and every true Marylander knows this.
For over half a century, Maryland’s Constitution has contained language to protect fair representation, and now they want to change that for partisan power.
This is not about fairness - Maryland already has the most one-sided delegation in a generation. Seven Democrats, one Republican. This amendment exists to make it eight and zero.
A Maryland court ruled the legislature’s last congressional map an unconstitutional partisan gerrymander. Annapolis isn’t appealing that ruling; they’re rewriting the Constitution so it can never happen to them again.
Governor Hogan spent eight years on an independent commission split evenly between both parties, specifically so politicians couldn’t draw their own electoral boundaries. The legislature looked at it and did the opposite.
You get one vote while one party gets a permanent advantage. Marylanders vote on the amendment once, this November. The electoral boundaries drawn afterward never come back to voters at all.
This was never about a new map. It’s a rewrite of Maryland’s Constitution, built to erase the exact language that struck down the state’s last gerrymandered electoral boundaries in court.
Governor Larry Hogan’s non-partisan redistricting commission held over 35 public meetings and heard from thousands of Marylanders. The politicians in Annapolis pushing forward with this constitutional amendment will hear from 50 people in one afternoon. That’s not fair. That’s not transparency.
