BALLOT LANGUAGE

This measure would require utilities and local governments to provide natural gas to eligible customers; prevent state approval of rate plans requiring or incentivizing gas service termination, restricting access to gas service, or making it cost-prohibitive; and prohibit the state energy code, localities, and air pollution control agencies from penalizing gas use.  It would repeal sections of chapter 351, Laws of 2024, including planning requirements for cost-effective electrification and prohibitions on gas rebates and incentives.

WHAT IT MEANS

Yes

A "Yes" vote means that you desire to:

  • repeal certain provisions of the Decarbonization Act that promote the use of electricity over natural gas or discourage the use of natural gas.
  • require certain utilities and local governments to provide natural gas to eligible customers.

No

A "No" vote will keep the current Decarbonization Act, allowing utility providers to transition from natural gas to electricity, eventually phasing out natural gas altogether.

  • “Political elites in Olympia are banning natural gas in the Puget Sound area and plan to expand the ban statewide for all new and existing homes and businesses. But you can protect natural gas as an energy choice. 2066 ensures continued natural gas service if you want it. Nothing in 2066 forces you to use natural gas. It only protects your ability to choose what's best for you. Voting yes on 2066 ensures you aren't forced to convert your home to all electric appliances at an average cost of $40,000. Why remove a safe, reliable, efficient, and clean energy source like natural gas? We rely on natural gas to warm our homes and cook our food when the power goes out. Vote yes on 2066 to keep an energy source that never goes out in the winter.” - Protect Energy Choice  

“I-2066 was introduced to protect natural gas and energy choice and go beyond the restrictions of HB 1589. 

  • It would cost each individual home or business owner anywhere from $40,000-$70,000 to retrofit their building to electric, and based on the fact that 40% of PSE customers already require assistance on their bills, it’s not likely that most people would be able to afford that unnecessary cost. 

  • Natural gas is the most reliable and cheapest option for most residents in the state 

    • Forcing people off of a reliable and affordable energy source to meet an arbitrary state-made goal clearly puts policy over people. 

  • Its impact on the environment is so negligible that just a few years ago, the Washington State Department of Transportation was transitioning all public transit off of diesel and onto clean natural gas. 

  • In rural parts of the state, natural gas is all residents have in freezing winters when their electric heat pumps fail or stop producing adequate heat. 

    • Most of PSE’s grid relies on the availability of natural gas to be able to supplement shortcomings in electric power.”

  • It would make energy bills more expensive and raise costs for families and individuals, especially those living on low-incomes.  

  • It would jeopardize energy efficiency programs and take away important customer rebates – reducing access to efficient, money-saving appliances. 

  • It would prevent towns, cities, and counties from making decisions that work best for their communities. 

  • It would roll back existing laws that keep our utilities on the path to clean energy.  

  • It would undermine our Clean Air Act, threatening health protections against harmful air pollution.”
