Right to Life

Human life begins at conception and deserves legal protection at every stage until natural death.

Under what circumstances should abortion be allowed?

Life is valuable from conception to the end of life. Life needs to be respected and protected. The Declaration of Independence expresses this well when it indicates that, “We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness. — That to secure these rights, Governments are instituted among Men.”


It is the government’s responsibility to ensure everyone has a livable income.

How would you guarantee Social Security benefits for future generations?

The Social Security Board of Trustees indicated that the social security trust fund will start paying out more in benefits than it takes in through social security taxes in 2022. Just 12 years after that, in 2034, the social security trust fund is expected to have completely exhausted its $3 trillion in asset reserves. Without changes, the Motely Fool indicates that benefits will need to be cut by 23% in order to pay benefits with the income. Social Security should not be allowed to reduce benefits by almost a quarter in 2034. In order to prevent that, planning needs to occur so that the social security fund can be continued at a sustainable rate. Since life expectancy is much longer than it was in 1935, one solution is to gradually increase the age required for recipients to begin receiving social security benefits.

What government spending would you reduce in order to balance the budget?

To start, Planned Parenthood needs to be completely defunded. In addition, there is a lot of government waste and each program should be reevaluated to determine if funding needs to continue. Several programs could simply be cut and would not be missed, some should be removed so that private organizations or churches could perform the task with private funds, and others should be given to the private market. Welfare to work programs also need to be implemented more effectively.

Under what circumstances should taxpayers help pay off existing student loans?

We need to make sure students don’t get themselves into a situation of severe debt in the first place. As a member of the Maryland House of Delegates, I manage a college scholarships program. When 1st year students apply, I ask them to read materials about debt and to write a paper about the effect of college debt. Unfortunately, schools aren’t teaching our students proper financial literacy, and this year I’ve introduced a bill to require financial literacy to be a part of the curriculum.

Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.

This phrase comes from a letter from Thomas Jefferson to the Danbury Baptist Church. He wrote to indicated that the church would be free of state intrusion, not that the state should be free of faith.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

The Affordable Care Act is anything but affordable. Since passing, health insurance, health care, and prescription drug costs skyrocketed. The quality of care has also degraded; when did you last see a real doctor instead of a PA? The health care system is unstable, especially for individuals and small companies needing insurance. Our country can do better by repealing and replacing Obamacare by using free market solutions, allowing cross-state plans, and increasing competition that will have the effect of bringing costs down and increasing quality of care.

What should the United States do to help eradicate the threat of radical Islamic terrorism?

It starts by acknowledging that there is a problem. Radical Islamic Terrorists seek the destruction of our way of life and they need to be stopped. President Obama made a mistake when he refused to even name the source of threat we face, radical Islamic terrorists Thankfully, by fighting effectively against ISIS and their leaders, radical Islamic terrorism has greatly diminished as a global movement in recent years. This was achieved by only negotiating with terrorists from a position of extreme strength, by assassinating their top leaders, and by not allowing them to permanently hold physical territory they can use to establish bases. I’m thankful the world has become a safer place. The United States has to be tough on terrorism and has to remain vigilant. I believe Ronald Reagan was right when indicated that we will get “peace through strength.” By taking tough actions on terrorists like Qasem Soleimani from Iran, the United States will help deter future terrorists actions


I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.

Who should be allowed to immigrate to the U.S. and under what circumstances?

Existing immigration laws need to be followed. Lack of immigration enforcement and a porous southern border have led to suffering from gangs like MS 13 who terrorize our District, opioid and fentanyl deaths, and increased human trafficking. Sanctuary cities need to be stopped, the border wall needs to be constructed, and companies who take advantage of illegal aliens should be heavily fined.


Taxpayer-funded public education should be guaranteed through college.

I am a bible believing Christian where the bible informs my worldview. I believe, like our founders did, that god established in our world a set of universal truths and natural laws. One of those natural laws is the intrinsic value in, and importance of, hard work. When humans are unable to work, or enjoy the benefits of their work, they lose their sense of purpose and meaning. Socialism, a form of government that does not allow people to keep what they earned, will never be effective or appropriate. Just like one cannot defy gravity, one cannot defy God’s order in nature. The bible indicates that one will reap what he sows and that, “the rain falls on the just and the unjust” Mat.5:45. A governments laws then need to agree with the natural laws to be truly successful. John Locke indicated this when he says that, “The state of nature has a law of nature to govern it…that being all equal and independent, no one ought to harm another in his life, health, liberty, or possessions.”

Only 17 seats need to flip from Democrat to Republican in order to remove Nancy Pelosi as Speaker of the House and to replace her with a Republican. I want to be one of those 17, and when it happens, I will work hard to make sure that the Republicans do not squander the opportunity to lead this time. I will work to make sure that: • The border wall and electronic fence is completely funded. • Obamacare is completely repealed and replaced. • Planned Parenthood does not continue to receive millions of dollars from taxpayers, but that it is completely defunded. This seat is the most competitive seat in Maryland, and in 2014 was lost by only 1.5% of the vote. This should be another great Republican year and by working together, we can take back the House and get a solid, conservative in Congress

What restrictions on gun ownership are needed to protect public safety?

In late 2019, at a Texas church, a shooter entered a church and killed two people before parishioners shot and killed the intruder. Criminals will find a way to obtain firearms, but law abiding citizens need to be free to defend themselves and others from harms way. Access to firearms is guaranteed by the 2nd Amendment. Our country does have a violence epidemic, but the major cause of the problem is not firearms, but that we no longer adequately treat the mentally ill as we should.

In priority order, what three areas of legislation do you propose to author or sponsor if elected?

As a husband and father of three children, I work hard in Annapolis to protect our freedoms. I believe a conservative, common-sense philosophy is needed in Congress. I want to reduce crime by enforcing our existing immigration laws, to defund Planned Parenthood, to work to preserve our 2nd Amendment Rights, to return health care to the free market, and to help people gain self-worth by leaving welfare to go back to work. I want to help hard-working families be able to keep more of their money.

Is racism a threat to domestic security in the United States? Why or why not?

Martin Luther King indicated that, “I have a dream that my four little children will one day live in a nation where they will not be judged by the color of their skin but by the content of their character.” I believe it’s time for government policies to embrace this concept. For example, merit should be used to decide who receives government contracts or to decide who is accepted government colleges and universities.
