Right to Life

Human life begins at conception and deserves legal protection at every stage until natural death.

Agree

Abortion providers, including Planned Parenthood, should not receive taxpayer funds or grants from federal, state, or local governments.

Strongly Agree

I support the Born Alive Abortion Survivors Protection Act, which requires health care providers to provide life-saving treatment for infants who survive an attempted abortion.

Strongly Agree

Under what circumstances should abortion be allowed?

I am pro-life. Life is a gift from God. As a U.S. Representative for two terms, I consistently supported legislation to advance life. Examples include legislation restricting taxpayer funding to groups which perform abortions, voting for the Pain-Capable Unborn Child Protection Act, and supporting the Life At Conception Act, Heartbeat Protection Act, and Health Care Conscience Rights Act. My commitment of supporting life has been demonstrated. Advancing life is my goal. However, not every bill or legislation is perfect - even within the pro-life community there are differences with pro-life individuals and pro-life groups, on exceptions, development periods or time limits. It is so important to look at the big picture and not let one’s only view and want of a perfect piece of legislation be the enemy of the good - and for me the good has been, and will continue to be, advancing the overall cause of life - and protecting and advocating for God’s creation.

Economy

It is the government’s responsibility to ensure everyone has a livable income.

Disagree

Free enterprise and the right to private property are essential elements of a productive economic system.

Strongly Agree

How would you guarantee Social Security benefits for future generations?

Social Security is an important program for seniors and those with disabilities, and it symbolizes a sacred promise between citizens and their government. If we do nothing, the Social Security Board of Trustees projects in 2035 there will only be enough funding to pay for 75% of scheduled benefits. The solution to the problem needs to come about in a process which is bi-partisan and transparent. Democrats and Republicans must come together in a process open to the public and viewable by the American people. A deal can’t be struck in secret behind closed doors, and it cannot be partisan. There should be no change in the program for current beneficiaries and those nearing coming into the system.

What government spending would you reduce in order to balance the budget?

I have voted consistently to establish a Balanced Budget Amendment to the Constitution. While it did pass, it only passed by a majority and not by the two-thirds vote needed. I have voted for legislation to establish budget caps as well as spending bills held to past sequestration caps. So, I have effectively voted for reducing and restricting the growth of all discretionary spending (this does not include Social Security and Medicare which is mandatory spending).

Under what circumstances should taxpayers help pay off existing student loans?

We should consider giving debt relief to entice needed employees to fill essential & valuable occupations in unserved & underserved geographic areas of the country. For instance, there are rural areas in Iowa with a shortage of law enforcement officers, teachers, doctors, nurses, & first responders. If those occupations are filled with those who have student loans, there could be an agreement to have a level of their debt canceled in exchange for working in those jobs & locations for a set time.

Religious Liberty

Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.

Strongly Agree

Religious liberty is at risk in the United States and deserves the highest level of protection in the law.

Strongly Agree

I promise to protect the freedom of Christians to share the Gospel and to practice Biblical principles.

Yes

What does "separation of church and state" mean to you?

This is the most misunderstood phrase in American political debate. Many argue the phrase is in the Constitution. But it’s not. It comes from a letter written by Thomas Jefferson to the Danbury Baptist Association. Many like to argue it means there should be no talk of religious faith or recognition of God within our government and in the public square. They seek to quell any talk of faith by publicly elected officials or on public property. To me, it simply means government shouldn’t establish a theocracy where a national religion or denomination is mandated. It does not mean people of faith cannot run and hold office or pray or worship in a public setting.

Healthcare

It is the government’s responsibility to ensure everyone has health insurance.

Disagree

I support the elimination of private healthcare insurance.

Strongly Disagree

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

We know the prices of most every product and service before we purchase them. However, in healthcare, there is little - if any - price transparency. We don’t know the price of healthcare products and services until after we use them. With providers - mainly hospitals and doctors - revealing prices up front, this then brings about competition and lower pricing. And competition brings better quality and value in the services and products throughout the healthcare industry. People deserve choice in purchasing health insurance on the individual market for themselves and their family. Consumers shouldn’t be confined to the few choices available and limited to in the states in which they live. Consumers should be able to purchase health insurance across state lines and choose from the many different health insurance companies and policies across the country. Competition amongst health insurance companies brings down health insurance costs and increases the diversity of coverage.

National Security

The best way to maintain peace is through a strong military.

Strongly Agree

What should the United States do to help eradicate the threat of radical Islamic terrorism?

We need to ensure we have the strongest military in the world ready for any possible threat. I subscribe to the moniker - peace through strength. We should place economic sanctions on countries which are state sponsors of terrorism or harbor and protect terrorists. And, we should implement a level of economic sanctions on those countries which do business with countries which are state sponsors of terrorism or harbor and protect terrorists.

Immigration

I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.

Agree

Immigration and Customs Enforcement (ICE) should be abolished.

Strongly Disagree

State and federal funds should be denied to any public or private entity, including but not limited to sanctuary cities, that are not in compliance with immigration laws.

Agree

Employers should be required to use E-verify to confirm the eligibility of their employees to work in the United States.

Agree

Who should be allowed to immigrate to the U.S. and under what circumstances?

It is no wonder so many people from around the world want to come to America. After all, we are the greatest country in the world. But there is a right way and wrong way to come here. We should welcome those who succeed in coming here legally and yearn to be an American and celebrate in practice and promotion of the liberties, rights, and freedoms in our Constitution. We need to ensure, however, they do not have criminal backgrounds, and we should give preference to those with job and trade skills needed here to help build a strong economy. We cannot accept those who come here illegally as adults. We cannot reward criminal behavior. And we must distinguish from regular immigrants from refugees and asylees who are in a special class of their own and we should help those fleeing from oppressive and authoritative regimes where many are persecuted for their religious - a lot of the time Christian and Judeo - beliefs.

Education

Taxpayer-funded public education should be guaranteed through college.

Disagree

Values

Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

Strongly Agree

I support adding sexual orientation, gender identity and gender expression as protected classes in non-discrimination laws.

Strongly Disagree

Briefly describe your spiritual beliefs and values.

I am a Christian. I believe the Bible to be the inspired word of God and the final authority on the Christian faith. I believe God is revealed as the Father, Son, and Holy Spirit. I believe God is the creator of humanity and our sin separates us from God. I believe Jesus - the son of God - paid the penalty for our sin and He died on the cross and was resurrected. I believe God sent us the Holy Spirit to help transform our lives to be in the likeness of Jesus by turning us away from a life of sin and enabling us to live in the way God purposed us.

Qualifications

When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?

Conservative

Please provide publicly available information validating your answer to the previous question.

As a member of the U.S. House of Representatives from January 2015 - January 2019, I had a voting record demonstrating conservative principles. My voting record is public and includes votes to protect life, cut taxes, build up the military, strengthen the border, repeal burdensome regulations, delegate power back to states, support Israel, defend religious freedom, etc. I have received recognition and endorsements from conservative organizations. During both of my previous two terms in the U.S. Congress (January 2015 - January 2019), I received the Award for Conservative Achievement for my ‘commitment to America’s foundational principles and the Constitution’ from the American Conservative Union.

Have you ever been convicted of a felony or been penalized for sexual misconduct? If so, please explain.

No.

Is there anything else you would like voters to know about you?

I understand where our rights come from - God. And not man or government. If man can give us rights, then man can take them away. I will always fight to maintain and strengthen our liberties and freedoms in the Constitution, just as I've done in the past. I understand the weightiness and importance of the issues before Congress. I take the responsibility seriously and with a sober mind. The many issues have great impact on a people and nation. And I will pray for wisdom and sound judgement when voting and making decisions. I will be salt and light. And I will never forget it is I who serve the people. And not the other way around. And I will understand, too, the people will have elected and chosen me to be bold and lead for them.

Criminal Justice

Mandatory minimum sentencing should be required and enforced for violent crimes.

Agree

2nd Amendment

What restrictions on gun ownership are needed to protect public safety?

The 2nd Amendment’s purpose is to protect citizens from government tyranny. I oppose restricting gun ownership of law-abiding Americans with weapon bans & confiscation. I support the National Instant Background Check System. However, we need to work better at keeping guns out of the hands of the wrong people, such as those with mental health issues. Yet, we need to oppose any federal or state unconstitutional ‘red flag’ laws because of their lack of due process.

Other Important Issues

I support BDS (boycott, divestment, and sanction) against Israel if they refuse to allow the creation of a Palestinian state.

Strongly Disagree

I support the legalization of recreational marijuana.

Disagree

Reparations should be given to people on the basis of race.

Disagree

The Electoral College should be abolished.

Strongly Disagree

In priority order, what three areas of legislation do you propose to author or sponsor if elected?

(1) Establish a domestic manufacturing base of essential life saving drugs, personal protective equipment, medical equipment, and other necessities which may be needed should we again suffer a pandemic or other type of crisis. (2) Demanding price transparency in the cost of healthcare services and prescription drugs by creating markets and expanding choice. (3) Promoting fiscal discipline and a Balanced Budget Amendment to the Constitution.

Is racism a threat to domestic security in the United States? Why or why not?

Racism does exist. It is hurtful and ugly. It should be confronted when it is witnessed. Our country has come a long way in dealing with this issue, and there is always room for improvement. We had the Civil War to end racism in its most wicked form - slavery. We fought Jim Crow Laws and established the Civil Rights Act. We are a much more multi-racial and homogenized and tolerant people and country today. The vast majority of us are beyond seeing and defining others by their skin color or heritage or cultural background. Yes, we are visual people. And we do notice we are all different and diverse. But more and more, the norm is to define one another by not looking at the outside - but by looking at one another’s heart and mind - the inside. I am proud of my Christian faith and heritage in knowing Christians have been at the forefront and led in fighting racism and discrimination.
