Right to Life

Human life begins at conception and deserves legal protection at every stage until natural death.

How would you guarantee Social Security benefits for future generations?

Given that there are no personal property rights in Social Security, and Congress currently has the power to change Social Security benefits at any time, I don't think Social Security benefits can be guaranteed. I support the Cato Institute's "6.2% Plan," which would allow workers to opt out of the Social Security system by waiving their rights to future Social Security benefits by having their 6.2% of wages Social Security contribution to be invested in a private account that they would personally own.

What government spending would you reduce in order to balance the budget?

I favor the federal government spending reductions listed in the Cato Institute's Handbook for Policymakers, 8th Edition, which is available at In Chapter 32, it lists spending reductions for Health Care and Social Security that sum to $682 billion in annual savings by 2026. It also lists proposed federal budget cuts to discretionary programs and other entitlements that sum to $457.8 billion in annual savings (in 2016 dollars, so today's number would be over $500 billion per year).

Under what circumstances should taxpayers help pay off existing student loans?


Religious Liberty

Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.

It means that there be no government established or favored religion, that people be free to practice any religion (as long as it is peaceful and does not harm minors), and that there be no government economic subsidization of religion.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

There should be a free market in health insurance, without any laws mandating particular coverages, with health insurance sold freely across state lines. Congress should bar state governments from using licensing laws as a barrier to entry by medical professionals from another state. Congress should allow the FDA to only regulate the safety of drugs (not efficacy) and allow other organizations to certify safety and efficacy. Congress should end all existing tax preferences for health care and move the nation toward individual or family Health Savings Accounts to pay for regular or preventive health care, and health insurance to be used only for larger, catastrophic health care expenditures.

National Security

The best way to maintain peace is through a strong military.


What should the United States do to help eradicate the threat of radical Islamic terrorism?

First, this is not a large threat. Even including 9/11, the chance of a person being killed by a terrorist is about 1 in 4,000,000 per year. The best way to "eradicate" this threat is through a non-interventionist foreign policy, which will reduce radical Islam's desire to attack the United States.


I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.


Immigration and Customs Enforcement (ICE) should be abolished.


State and federal funds should be denied to any public or private entity, including but not limited to sanctuary cities, that are not in compliance with immigration laws.


Employers should be required to use E-verify to confirm the eligibility of their employees to work in the United States.

I favor an open, but regulated, immigration system. Unless someone has a criminal history, a serious communicable disease or is a credible security threat, people should be allowed to freely immigrate to the United States.

The two dimensional "liberal-conservative" spectrum is inadequate to categorize political beliefs. I am a libertarian. I agree mainly with conservatives on economic issues and mainly with liberals on social issues. I generally think that anything that is peaceful should be legal.

As a profession, I do business valuation work, specializing in the media, telecom and satellite sectors. I also do Machinery & Equipment valuation work. I am a Certified Public Accountant (CPA) (licensed in Virginia), a Chartered Financial Analyst (CFA), an Accredited Senior Appraiser (ASA) in Business Valuation in the American Society of Appraisers and hold an Accredited in Business Valuation (ABV) designation from the American Institute of Certified Public Accountants. I also hold the Certificate in Investment Performance Measurement (CIPM) from the CFA Institute. I hold a General Class Amateur Radio License (Call Sign: KN4ACR). I am engaged to Julie Fox, former Libertarian candidate for Comptroller of Illinois. We live in West Dundee.

Criminal Justice

Mandatory minimum sentencing should be required and enforced for violent crimes.

What restrictions on gun ownership are needed to protect public safety?

I do not think people convicted of violent crimes should legally own or possess guns. I would favor other restrictions if it could be shown that they would very likely lead to an enhancement of negative rights in our society.

I support BDS (boycott, divestment, and sanction) against Israel if they refuse to allow the creation of a Palestinian state.

In priority order, what three areas of legislation do you propose to author or sponsor if elected?

#1: Entitlements. I have addressed Social Security reform in another question in this survey. I agree with the Cato Institute that "Congress should allow seniors to opt out of Medicare without losing Social Security benefits,...take all the money Congress currently spends on Medicare and give it directly to enrollees as cash, as with Social Security, adjusting individual enrollees "Medicare checks" so that lower income enrollees and sicker enrollees receive larger checks; and allow workers to save their Medicare payroll taxes in personal, inheritable retirement health savings accounts that will gradually replace Medicare transfers." Medicaid should be changed to block grants to states and phased out. #2: Reduce government spending, which I have addressed in another question in this survey. #3: Tax reform. I favor the Hall-Rabushka flat tax, setting the tax rate on individuals and businesses at the rate the Congressional Budget Office thinks would balance the federal budget.

Is racism a threat to domestic security in the United States? Why or why not?

I do not think so. While it is far from perfect, this nation has made tremendous strides in reducing racism since the mid-20th century. Just read what members of some state legislatures said on racial matters in the 1960s. It is truly shocking. We are in a much better place today.
