Human life begins at conception and deserves legal protection at every stage until natural death.
Abortion providers, including Planned Parenthood, should not receive taxpayer funds or grants from federal, state, or local governments.
I support the Born Alive Abortion Survivors Protection Act, which requires health care providers to provide life-saving treatment for infants who survive an attempted abortion.
Under what circumstances should abortion be allowed?
I am pro-life but believe in exceptions for cases of rape, incest, and when the life of the mother is in danger.
It is the government’s responsibility to ensure everyone has a livable income.
Free enterprise and the right to private property are essential elements of a productive economic system.
How would you guarantee Social Security benefits for future generations?
Any reforms we make to Social Security need to keep the promises we’ve already made.
What government spending would you reduce in order to balance the budget?
During my time in the Senate, I’ve broken with Republican leadership and voted against budgets that I felt spent too much money and I’m prepared to continue to hold the line on spending if I get reelected.
Under what circumstances should taxpayers help pay off existing student loans?
I introduced bipartisan legislation that gives more loan relief to students during the COVID-19 pandemic in addition to the student relief that I previously voted for in the CARES Act. I recognize that this pandemic has put undue strain on those with student loan debt, and I was proud to work on legislation to reduce the burden for our nation’s students.
Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.

Religious liberty is at risk in the United States and deserves the highest level of protection in the law.
I promise to protect the freedom of Christians to share the Gospel and to practice Biblical principles.
What does "separation of church and state" mean to you?
I have been outspoken in my defense of our freedom of religion. One example of my commitment to this cause was when Pastor Andrew Brunson was being held in a Turkish prison for practicing his faith and I helped free him and get him returned safely to America.
It is the government’s responsibility to ensure everyone has health insurance.
I support the elimination of private healthcare insurance.
How would you promote healthcare coverage that is adequate, affordable and accessible for all?
Both Republicans and Democrats agree that Obamacare isn’t working. It’s caused premiums and deductibles to skyrocket and did not deliver on the critical promise that patients could keep their doctors. I support replacing Obamacare with a market-based solution that lowers cost, expands choice, allows individuals to be covered by their parents’ plan up to the age of 26, and ensures protections for patients with preexisting conditions. I have even taken steps to ensure that patients with pre-existing conditions maintain protections regardless of Obamacare's future in the courts by introducing the Protect Act. What I will never support is a government takeover of our healthcare system that would take away the health insurance that 150 million Americans get from their employers and are perfectly happy with.
The best way to maintain peace is through a strong military.
What should the United States do to help eradicate the threat of radical Islamic terrorism?
Radical terrorists who put our country in danger must be defeated and we need to create a comprehensive strategy that eradicates their capability to harm or inspire harm to Americans. That strategy starts with bolstering our relationships with our allies through NATO, strengthening our relationship with Israel and putting sanctions on any country that is a state sponsor of terrorism, including Iran. We also need to continue to be aggressive in bringing murderous terrorists to justice, which is why I supported President Trump when he took out Qasem Soleimani.
I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.
Immigration and Customs Enforcement (ICE) should be abolished.
State and federal funds should be denied to any public or private entity, including but not limited to sanctuary cities, that are not in compliance with immigration laws.
Employers should be required to use E-verify to confirm the eligibility of their employees to work in the United States.
Who should be allowed to immigrate to the U.S. and under what circumstances?
I support merit-based legal immigration to the United States and have led the efforts to reform our temporary visa program to support American small businesses and workers.
Taxpayer-funded public education should be guaranteed through college.
Judeo-Christian values established a framework of morality which is necessary for our system of limited government.
I support adding sexual orientation, gender identity and gender expression as protected classes in non-discrimination laws.

Briefly describe your spiritual beliefs and values.
I am Catholic, which informs my belief in the dignity of work and that every life is a precious gift from God.
When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?
Please provide publicly available information validating your answer to the previous question.
When I was House speaker in North Carolina I cut taxes and regulations, making our state’s economy one of the best in the nation. I then went to the U.S Senate and did it again. I’m also leading the fight in the Senate to combat dangerous sanctuary cities that put North Carolinians at risk, I’ve helped rebuild our military and secure record pay raises for our troops, and I voted for Supreme Court Justices Neil Gorsuch and Brett Kavanaugh.
Have you ever been convicted of a felony or been penalized for sexual misconduct? If so, please explain.
Is there anything else you would like voters to know about you?
When I was Speaker of the House in Raleigh I helped secure a major tax code overhaul which led North Carolina to being one of the fastest growing states in the nation, and when I got to DC I did the same thing by helping to pass the Tax Cuts and Jobs Act. I’ve fought for strong trade deals like the USMCA which brought jobs back to North Carolina’s farmers and manufacturers and worked to cut burdensome regulations to allow our small businesses to flourish. I know that my job is fighting for the jobs of all North Carolinians and that the road to economic recovery is paved with the same conservative policies like lower taxes, less regulation and America-first trade policies, which I’ve fought for my entire time in public service.
Mandatory minimum sentencing should be required and enforced for violent crimes.
What restrictions on gun ownership are needed to protect public safety?
I am a strong supporter of the second amendment and will work to protect that freedom for law-abiding citizens. I certainly disagree with Democrats like Beto O’Rourke threatening to take away the guns of those who have purchased them legally.
I support BDS (boycott, divestment, and sanction) against Israel if they refuse to allow the creation of a Palestinian state.
I support the legalization of recreational marijuana.
Reparations should be given to people on the basis of race.
The Electoral College should be abolished.
In priority order, what three areas of legislation do you propose to author or sponsor if elected?
Implementing more pro-growth policies that rebuild our economy, increase wages, and create jobs here in North Carolina. To do this, we need to continue to cut taxes, reduce the regulatory burden on business owners, and fight for stronger trade deals. Improving the lives of North Carolina military families, especially improving access to health care and job opportunities for veterans. Holding China accountable for their role in the spread of COVID-19.
Is racism a threat to domestic security in the United States? Why or why not?
Recent events have brought racism to the forefront, and peaceful demonstrators demanding justice deserve to be heard. No American, regardless of their skin color, should ever have to live in fear. We must listen, do better and address this problem. It is important for us to come together, not participate in violent riots that encourage assault, vandalism and looting, which are acts of domestic terrorism. All violent protestors should be put in jail.
