I have long supported the prohibition of abortion except in cases of rape, incest or life of the mother. More recently, I have struggled with the first two exceptions, and I favor further restrictions on those, including police reports of rapes and incest involving minors.

How would you guarantee Social Security benefits for future generations?

The key to maintaining any promise of government benefits is a strong economy. If our Treasury is not full, we will be unable to cover any liabilities, and the one to seniors - which they have been paying into their whole lives - must be maintained. Our nation was founded on free market principles. Capitalism has done more to lift people from poverty than any other single factor. Markets work best when free from over-regulation, crony capitalism and excessive barriers to entry and exchange. Utah has long been ranked #1 for best tax policies. The nation would similarly benefit from tax policy that is fair, transparent and offers a low tax rate on a broad base. We must also explore greater options for choice in retirement savings.

What government spending would you reduce in order to balance the budget?

Half of our budget goes to entitlements, an amount that is going to balloon in the near future as we are faced with unfunded liabilities. Entitlement spending must be seriously reformed if the country is to maintain long-term fiscal solvency.

Under what circumstances should taxpayers help pay off existing student loans?

None. I sponsored and passed legislation called "Know before you go" to require institutions of higher learning to disclose to students the earnings potential, post graduation, relative to the the amount of expected debt. Institutions of higher education are clearly taking advantage of naive students, so the key is to help curtail that.

Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.

What does "separation of church and state" mean to you?

The term "separation of church and state" does not appear in the US Constitution. The First Amendment however provides insulation between these two institutions to ensure that they stay in their proper lanes, so to speak. As a state legislator I voted in support of a religious liberties bill, which allowed for public employees to opt out of certain duties that may conflict with their religious views. On the federal level, I would vote against the Equality Act and support or sponsor legislation that would allow a similar opt-out provision for public employees. I also think the time is ripe for re-visiting Blaine impacts on federal programs.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

America has the most advanced healthcare in the world, and what isn’t perfect can best be improved by free market and private sector solutions - not through government intervention, manipulation and control. Socialized medicine is not the answer. I would like to consider reform in the area of Pharmaceutical Benefits Management, price transparency, drug patent reform, inter-state insurance competition, right to shop and right to try legislation, and the greater ability for practitioners to prescribe more free from drug industry constraints and government regulations.


National Security

The best way to maintain peace is through a strong military.

What should the United States do to help eradicate the threat of radical Islamic terrorism?

Second only to an ascendant Chinese communist regime, radical Islamic terrorism is the fundamental threat of our time. 9/11 was merely the tip of the iceberg of death and destruction that jihadists would like to visit upon those of us able to live our lives free from their tyranny. Financial aid to any country that supports jihadist terrorism, to any degree, must be shut off. Further economic measures should be taken to starve corrupt governments that use non-state actors to spread terror and death. We must continue to leverage our relationships with friendly, moderate Muslim nations so that the seed of jihadism doesn't grow there. Of paramount importance, we must shut down any financial funding stream to madrasas in the third world that lure desperate young men into becoming the suicide bombers of the future.


Immigration

I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.

Our first priority must be to end the policies and practices in our broken system that invite monsters to harm and exploit children and women traveling to our borders. National security is a primary obligation of our federal government, and most countries enforce border security and travel of non-citizens. The United States must shut its doors to those who are unable to afford to live in here without going on public assistance. Immigration to the US is a privilege, not a right. Likewise those who are deemed potential

I was born in New Orleans, Louisiana and spent my childhood years living in Louisiana and Texas. At the age of 19 I joined the Church of Jesus Christ of Latter-day Saints, and a year and a half later served a service and proselytizing mission in Boston. During a special Patriots Day celebration there, I witnessed reenactments of the battles of Concord and Lexington and was deeply impressed that I stood on hallowed ground where people gave their lives at the dawn of the American Revolution and the birth of our great nation.

Yes it is. We see the fires of racism constantly stoked from all sides, so that it remains a threat to domestic peace when we should be far beyond that at this point.
