Right to Life

Human life begins at conception and deserves legal protection at every stage until natural death.

Strongly Agree

iVoterGuide Note:  "I am 100% pro-life and believe life begins at conception and should end naturally."  Source

Abortion providers, including Planned Parenthood, should not receive taxpayer funds or grants from federal, state, or local governments.

Strongly Agree

iVoterGuide Note:  Perkins believes abortion providers such as Planned Parenthood should not receive funds from federal, state, or local governments.  Source

I support the Born Alive Abortion Survivors Protection Act, which requires health care providers to provide life-saving treatment for infants who survive an attempted abortion.

Strongly Agree

Under what circumstances should abortion be allowed?

I don’t believe abortion should be allowed under any circumstances. Even in a case as terrible as rape or incest, why end an innocent life because of the actions of a criminal? The humane solution would be to provide counseling for the mother so she can make the choice to adopt the child out or raise the child herself. Some people will also argue that aborting a baby may be necessary to save the life of the mother, such cases are extremely rare. Fact is, if a mother must have a life-saving operation, or other life-saving medical treatment, and the baby dies, that is not abortion. There was no intentional killing of a life. Not only that, but babies have been known to survive such dire situations. This is one of those sound bite questions. For those who have a baby diagnosed with major medical issues, if the baby does not spontaneously abort, we must conclude there are reasons the baby survived, even if for a few moments. The moments are precious. After all, who are we to play God?

iVoterGuide Note:  "Only in the most rarest of circumstances when the life of the mother is absolutely without a doubt in jeopardy and the pre-born cannot survive outside the womb. However, I believe that every effort should be made to save the lives of the mother and the pre-born baby."  Source

Economy

It is the government’s responsibility to ensure everyone has a livable income.

Strongly Disagree

iVoterGuide Note:  Perkins does not agree it is the government's responsibility to be sure everyone has a livable income.  Source

Free enterprise and the right to private property are essential elements of a productive economic system.

Strongly Agree

iVoterGuide Note:  Perkins strongly agrees free enterprise is essential.  Source

How would you guarantee Social Security benefits for future generations?

The system has been broken for decades, Congress continues to “kick the can down the road.” For years Congress has borrowed from the SS Trust Congress continues to “kick the can down the road.” Congress must top borrowing from the Social Security Trust Fund. Currently, the biggest challenge is the amount of the future anticipated payouts. SS should provide about 30% of retirement income. We need to teach the importance of saving money, how to become debt free, learn to pay cash, save for retirement. Simultaneously, Congress must reduce the size of the federal bureaucracy. This will free up our tax money and provide more for us to have as savings. In summary, there is not a simple answer to this problem. The people will need to decide if they want to pay a higher percentage of their income into Social Security, raise the full retirement age, & eliminate early retirement, or let the system go away. If nothing is done, the program is on tract to be bankrupt by 2034.

What government spending would you reduce in order to balance the budget?

Begin by eliminating all agencies and research that duplicates anything at the state level. Then eliminate all federal agencies that are unconstitutional. For example, the Department of Education. Reduce the size of the EPA, the BLM, USFS. Then put all agencies that are left on a zero-based budget. The very idea that if a department does not spend all the money received from Congress, they will not get as much the next year is pure insanity. Businesses do not run that way. The government is a bu

iVoterGuide Note:  "We will only end out- of-control spending by pushing back on bloated federal agencies."  Source

Under what circumstances should taxpayers help pay off existing student loans?

Ido not feel it is the taxpayer’s responsibility to pay off another person’s student loans This should not be an item in the federal budget. College education has become too expensive and a huge reason is because of the never-ending student loan cash cow. A 4-year degree, takes 5-years because of bac-core courses, unrelated to one’s field of study. In 2013, the cost of bac-core courses at Oregon State University, was about $10,000 plus books.

Religious Liberty

Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.

Strongly Agree

iVoterGuide Note:  Perkins supports legislation that would prohibit discrimination against individuals, organizations and small businesses because of their belief that marriage is only a union of one man and one woman.  Source

Religious liberty is at risk in the United States and deserves the highest level of protection in the law.

Strongly Agree

iVoterGuide Note:  Perkins agrees religious liberty is at risk.  Source

I promise to protect the freedom of Christians to share the Gospel and to practice Biblical principles.

Yes

What does "separation of church and state" mean to you?

The federal government shall make no laws requiring how we are to worship God. The federal government has no jurisdiction on the subject of religion and religious expression. This is to be left to the States and the people. It means the courts, public officials may not impose unreasonable restrictions on religious free speech, students, educators. Most of our laws are based on Biblical principles, i.e. the 10 commandments..

Healthcare

It is the government’s responsibility to ensure everyone has health insurance.

Strongly Disagree

iVoterGuide Note:  Perkins does not agree it is the government's responsibility to ensure everyone has health insurance.  Source

I support the elimination of private healthcare insurance.

Strongly Disagree

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

Toss the expensive monthly high-deductible health insurance & switch to a Health Cost Sharing Plan with a Direct Primary Care Plan. Health Cost Sharing plans are not insurance. Member funds are pooled to pay for Medicare care. Example Christian Health Ministries has 3 monthly pay plans: $78, $5000 deductible; $118, $2500 deductible; $172, $500 deductible. Per unit with a max of units charged. 2 adults, 2 children @ $118 = $354/mo. This is for major and/or catastrophic medical events, not doctor visits for check-ups, etc. A Direct Primary Care Plan is a membership direct with a medical provider. They charge a flat monthly membership fee, usually $50-$75 per month per adult. They do not bill insurance. Most office visits have no additional fee. Example: two adults + unlimited children (through age 24) $160/month. No additional office visit fee, lab tests range $5-$10 each. This is affordable and accessible for most. A family of 4 with these examples would pay $514/mo.

National Security

The best way to maintain peace is through a strong military.

Strongly Agree

What should the United States do to help eradicate the threat of radical Islamic terrorism?

Once upon a time, there were clear expectations and requirements for people who wanted to immigrate to our country. Immigrants knew they must follow our laws and assimilate, and they did so gladly. Somewhere along the line, that changed. Our nation started turning a blind eye to the laws of the land and allowed mass illegal immigration. We let people with ulterior motives into our country who should never have been allowed in. People who hates us and, sadly, would love nothing more than to destroy us. We need to do a much better job of finding out the true intentions of all who desire to immigrate here. Our national security depends on it.

Immigration

I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.

Strongly Agree

iVoterGuide Note:  "I stand with President Trump in expanding and fortifying the border wall. Immigrants are welcome that come into our nation legally."  Source

Immigration and Customs Enforcement (ICE) should be abolished.

Strongly Disagree

State and federal funds should be denied to any public or private entity, including but not limited to sanctuary cities, that are not in compliance with immigration laws.

Strongly Agree

iVoterGuide Note:  "Pass laws that limits or stops federal dollars to any state, county, city, etc., that has declared 'sanctuary status' for illegal aliens. Allowing illegal aliens to enter our country contributes to sex, human and drug trafficking."  Source

Employers should be required to use E-verify to confirm the eligibility of their employees to work in the United States.

Strongly Agree

iVoterGuide Note:  Perkins believes employers should be required to use E-verify to screen out illegal foreign workers.  Source

Who should be allowed to immigrate to the U.S. and under what circumstances?

Immigration: I support legal immigration for those who want to live here and assimilate as Americans and not change our Constitution. Must pass extensive background check to make sure they do not have plans to overturn our Constitution. Need to show how they will benefit the US. What is the positive impact they feel they will have and why they want to leave their homeland? We need to make sure those who are moving to the US plan to become US Citizens. I am not a fan of the bringing to the US those who are highly skilled if it means our citizens will not be able to find work. For example, those who have earned degrees in the STEM fields have hard a hard time finding jobs when companies bring foreigners here to work. If there is truly a shortage of employees for any industry, then those positions can be filled via immigration. Those who are truly seeking asylum and have real sponsors, should be allowed to immigrate to the US once they pass all the background checks

Education

Taxpayer-funded public education should be guaranteed through college.

Strongly Disagree

Values

Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

Strongly Agree

iVoterGuide Note:  Perkins strongly agrees Judeo-Christian values established a framework of morality which permitted our system of limited government.  Source

I support adding sexual orientation, gender identity and gender expression as protected classes in non-discrimination laws.

Strongly Disagree

Briefly describe your spiritual beliefs and values.

I believe that Jesus of Nazareth is the Son of God. I believe He lived a sin-free life, was crucified and raised from the dead. I have accepted Him as my Lord and Savior. I believe the Holy Spirit – who helps guide us and comfort us and equips us with spiritual gifts -- is an essence of God the Creator, a part of the Trinity. I believe God speaks to everyone who listens, be it through dreams or “visions” or through that still, small inner voice we all hear at times. Each person's path in this life is unique to whom God created that person to be. I believe the Bible is the infallible Word of God in written form. I believe God gave us free will to make our own decisions and choices for our lives. I am running for the US Senate, in part, because it is the journey God has placed upon my heart to pursue.

iVoterGuide Note:  "Jesus Christ is my Lord and Savior, He is the Son of God. I believe that we have free will to choose to serve God or not. I choose to serve God. It is in that willingness to serve God that He has placed a call on my heart and life to enter the political arena. I am staunchly pro-life and believe that marriage is defined by God as one man and one woman."  Source

Qualifications

When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?

Very Conservative

iVoterGuide Note:  "Very Conservative"  Source

Please provide publicly available information validating your answer to the previous question.

On economics: The Federal Government should not be spending taxpayer money for programs, agencies, & bureaucracies which are not authorized by our constitution. The Federal Government is far too large, over-reaching. It needs to be greatly reduced in size. This can, should, & must be done. Social issues: I am 100% pro-life. I believe in traditional marriage – a thousands of years-old institution -- is ordained by God to be between a man & a woman. I also respect Freedom of Religion: I believe religious freedom applies to faiths who view/interpret the Bible differently than I do. Foreign Policy: We cannot, & should not, be the world's police. “Nation building” is not what we should be doing. It must be clear that the people of a nation legitimately desire, or need, our assistance, or unless we are defending ourselves from an enemy, we should be staying out of other nation’s politics.

Have you ever been convicted of a felony or been penalized for sexual misconduct? If so, please explain.

No

Is there anything else you would like voters to know about you?

Yes. My promise is: Before I vote on a bill, my team and I will read it. To consider a yes vote, the bill must agree with the following: 1. It is clearly within the powers listed in Article 1, Section 8 of the U.S. Constitution. 2. The bill is free from pork barrel spending and/or other non-related issues. 3. The bill is fiscally and socially conservative. 4. I will work to reduce regulations, ensure laws and bills are understandable concise, precise, and single issue.

Criminal Justice

Mandatory minimum sentencing should be required and enforced for violent crimes.

Neutral

2nd Amendment

What restrictions on gun ownership are needed to protect public safety?

None. We need to stop punishing law abiding citizens. Criminals will continue to violate the laws. If public safety is the real concern, then we need to redirect resources to treating the mentally disabled members of our country. My protection comes from my freedom as per the 2nd Amendment of the US Constitution to protect myself and my family.

iVoterGuide Note:  "I support the 2nd Amendment as it is written."  Source

Other Important Issues

I support BDS (boycott, divestment, and sanction) against Israel if they refuse to allow the creation of a Palestinian state.

Strongly Disagree

I support the legalization of recreational marijuana.

Neutral

Reparations should be given to people on the basis of race.

Strongly Disagree

The Electoral College should be abolished.

Strongly Disagree

In priority order, what three areas of legislation do you propose to author or sponsor if elected?

Introduce a bill to overturn Doe v Bolton. This is the Supreme Court decision which opened to the doors to late term abortion. This barbaric practice must end. Introduce Term Limits for members of Congress of 12 maximum, combined between the House of Representatives and Senate. Introduce a bill to eliminate the Johnson Amendment. Which prohibits all 501(c)(3) organizations, churches, etc., and fraternities from endorsing political candidates. Violates the 1st amendment.

Is racism a threat to domestic security in the United States? Why or why not?

I do not believe racism is a threat to domestic security. The term racism is technically incorrect as humans are all members of the same race, the human race. One’s ethnicity is irrelevant. It is how a person is raised, what they believe in. Were they taught that capitalism is evil or that America is the great Satan? It is the content of one’s character, their heart, that should be judged, not the color of their skin. Respect a person’s heritage, their ethnicity, their gender. Judge them on the content of their character and actions.
