Human life begins at conception and deserves legal protection at every stage until natural death.
Abortion providers, including Planned Parenthood, should not receive taxpayer funds or grants from federal, state, or local governments.
I support the Born Alive Abortion Survivors Protection Act, which requires health care providers to provide life-saving treatment for infants who survive an attempted abortion.
Under what circumstances should abortion be allowed?
Maybe only in the most extreme situation where the mother will die, but I have mixed feelings about that. Weak language such as "for the health of the mother," has been abused and normalized. The language of the exception needs to be for the most extreme cases where the mother will lose her life if the baby is not aborted. I understand that this situation would be extremely rare with modern medicine.
It is the government’s responsibility to ensure everyone has a livable income.
Free enterprise and the right to private property are essential elements of a productive economic system.
How would you guarantee Social Security benefits for future generations?
For the input half of maintaining solvency, Congress needs to leave whatever money is placed into the system alone. It should only be used for Social Security. No more dipping into the pot to fund pet projects! Congress should be required to asses the current value of the Dollars removed from the fund over time. That money (or at least a reasonable portion of what was removed) should be returned with interest (Treated as a National Debt) as indexed to the Cost of living indices. Everyone working in this country should be required to pay into the system. A consumption model such as the FairTax may be the only way of ensuring solvency of the Social Security Program. The consumption side of maintaining solvency is to eliminate the waste, Fraud, and Abuse. Any fines and penalties assessed on those that have abused the system, needs to be placed into the Social Security Fund and not the General Fund. Finally, administration costs need to be controlled.
What government spending would you reduce in order to balance the budget?
I hope to do more than "Balance a Budget." I want to reduce and eliminate the debt. I would start with eliminating departments. The Department of education comes to mind. I would like to see a Zero-based Budget with a 7 to 10 percent cut across the board to start with. The GSA spending could certainly be reduced and procurement policies amended. Limiting "Pork" spending will help. Many Items considered "Mandatory Spending" should also be re-evaluated and in some cases reduced or cut altogether.
Under what circumstances should taxpayers help pay off existing student loans?
My first inclination is to respond with, there is no reason taxpayers should pay off existing student loans and I still cannot think of a good reason why they should.
Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.
Religious liberty is at risk in the United States and deserves the highest level of protection in the law.
I promise to protect the freedom of Christians to share the Gospel and to practice Biblical principles.
What does "separation of church and state" mean to you?
The way that the phrase "separation of church and state" is promoted and used today is a lie! I believe God was in control when the United States was founded as a Christian nation. He was in control when we gained Independence. He allowed our country to become the most powerful nation on this planet, ever, for His purposes. God is in control today. Our Republic apart from God will not stand. We need to allow God back into our country and our classrooms. The First Amendment's Establishment Clause put a limit on the government not the people or religion. We need our Nation’s Leaders to turn to God for guidance, wisdom, and strength. I am such a leader. The metaphor “wall between church and state” was never referenced when debating the amendments nor is the term “Separation of Church and State” written in any of the state constitutions or any founding document. The founders certainly never intended to cast out all forms of Christianity from the American fabric.
It is the government’s responsibility to ensure everyone has health insurance.
I support the elimination of private healthcare insurance.
How would you promote healthcare coverage that is adequate, affordable and accessible for all?
Allow providers of healthcare insurance to compete in a free market and across state lines to offer packages that appeal to the consumer. Government input and manipulation, through regulations, needs to be minimized. Allow for small businesses to pool together in providing healthcare insurance for their employees. Allow for cooperatives to provide or pool healthcare costs.
The best way to maintain peace is through a strong military.
What should the United States do to help eradicate the threat of radical Islamic terrorism?
First the U.S. must recognize the threat and call it out. We must then direct diplomatic and or collaborative military efforts to let the host country take action. If all else fails or the threat is likely to imminent, we must apply decisive military action to eliminate the threat by killing or capturing the bad actors and those that provide aid and comfort. The U.S. and its allies must be proactive and root out radical Islamic terrorism wherever it is present. The U.S. should not be bashful about holding prisoners indefinitely for questioning or about maintaining an aggressive stance against terrorist threats. U.S. Citizens abroad directly involved in performing radical Islamic terrorist activities have forfeited their rights. Domestically, Constitutional rights must be observed and protected, even when going after radical Islamic terrorist.
I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.
Immigration and Customs Enforcement (ICE) should be abolished.
State and federal funds should be denied to any public or private entity, including but not limited to sanctuary cities, that are not in compliance with immigration laws.
Employers should be required to use E-verify to confirm the eligibility of their employees to work in the United States.
Who should be allowed to immigrate to the U.S. and under what circumstances?
Professionals such as doctors and scientist to augment shortages in their field. These should be given temporary Visas and sponsored by employers. In some circumstances temporary visas may be converted to permanent visas that will require periodic renewal. Laborers on temporary visas sponsored by employers based in the U.S. The application should make a case for labor shortages in the field of employment. Foreign born spouses and children not born to military members. These should be issued permanent visas after considerable vetting and will require periodic renewal. Citizenship could be granted after some time on a case by case basis.
Taxpayer-funded public education should be guaranteed through college.
Judeo-Christian values established a framework of morality which is necessary for our system of limited government.
I support adding sexual orientation, gender identity and gender expression as protected classes in non-discrimination laws.
Briefly describe your spiritual beliefs and values.
I am a Christian. Jesus is my Lord and Savior. I was saved while attending a Nazarene Church summer camp at age 15. As with all human beings, I am a sinner and fall short of the Glory of God. Thanks be to the mercy and grace of God and the cleansing by the blood of Jesus Christ on the cross, I can proclaim, I am His! I was baptized as an adult (Full immersion). God is all knowing, all present, and all Powerful. I Believe in the Trinity (God, the Father, God, the Son, and God, the Holy Spirit). I turn to God in prayer, through Jesus Christ, for guidance, wisdom, and strength. As a Congressman, I will continue to do so.
When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?
Please provide publicly available information validating your answer to the previous question.
I have authored several resolutions that where adopted at Haralson County Republican Conventions over the years. These are a matter of public record with the Haralson Republican Party. I will make those available on the www.AndyGunther.com Campaign WEB Site. Also, my several public speeches and other WEB site content will support my stance. One instance is when Paul Ryan authored a budget. Everyone was ecstatic over how great it was. I thought it not to be a serious attempt to reduce spending at all. I think that legislation can overcome Supreme Court Ruling. It has before with slavery. It can again with Abortion and Same sex Marriage. The Supreme Court does not have the power to "Legislate from the Bench." I think that Donald J. Trump on foreign policy and trade is strong.
Have you ever been convicted of a felony or been penalized for sexual misconduct? If so, please explain.
No, I have never been convicted of a felony or been penalized for sexual misconduct.
Is there anything else you would like voters to know about you?
I am a Constitutional Conservative. I have been a servant leader since age 15. I am retired from the Army with over 20 years of service. I am a graduate of the U.S. Army Ranger School and have been on missions to project U.S. resolve and strength to 3 continents. I have seen Socialism first hand many times. I have been fighting Socialism since 1981! I took an oath to “defend the Constitution against enemies, foreign and domestic.” That oath has not expired! I have a BBA and MBA and am a business owner since 2005, where we performed services in 38 states and Puerto Rico. I come to this job with time-tested, proven leadership and the willingness and tenacity to represent the 14th district. To apply bold new meaningful solutions to old problems. I believe in free markets, smaller Government, and personal responsibility. I am humbly offering this for you! To make the 14th district and this country a better place to live, play, and work. I hope to earn your confidence and your vote!
Mandatory minimum sentencing should be required and enforced for violent crimes.
What restrictions on gun ownership are needed to protect public safety?
Restrictions on gun ownership should be placed on violent offenders that have proven that they do not value life. Aggravated assault, murder, aggravated rape are examples. People on illicit drugs, and people with severe, dangerous mental health issues should also be restricted. I do not believe in the "Red Flag" laws being pushed forward because those will create a "slippery Slope.".
I support BDS (boycott, divestment, and sanction) against Israel if they refuse to allow the creation of a Palestinian state.
I support the legalization of recreational marijuana.
Reparations should be given to people on the basis of race.
The Electoral College should be abolished.
In priority order, what three areas of legislation do you propose to author or sponsor if elected?
1) Placing limits of annual national spending and national debt to a percentage of GDP. 2) Requiring the Federal Budget to reflect actually reducing the National Debt within a reasonable time-frame. Say five or seven years. That would mean that at the end of Fiscal-year Five or Seven, the debt would be less than at the beginning of that fiscal year. 3) Eliminate Obama Care and replacing it with a free market solution that works best for the consumers and healthcare providers. See Item 29
Is racism a threat to domestic security in the United States? Why or why not?
Yes, some racism is a threat to domestic security. But mostly the threat comes from those organizations that peddle racism and that choose to see racism in all facets of everyday life. Racism that, in most part does not exist. People need to be judged on the content of their character, not by whatever ethnic group or economic class they belong. Largely, day-to-day racism does not exist except in Federal policies towards white males. Domestic terrorism from groups based in the U.S. (from all sides) is also an ongoing issue that could flare up from time-to-time especially when incited by state and federal laws and policies.
