Right to Life

Human life begins at conception and deserves legal protection at every stage until natural death.

Strongly Agree

Abortion providers, including Planned Parenthood, should not receive taxpayer funds or grants from federal, state, or local governments.

Strongly Agree

I support the Born Alive Abortion Survivors Protection Act, which requires health care providers to provide life-saving treatment for infants who survive an attempted abortion.

Strongly Agree

Under what circumstances should abortion be allowed?

None. If a mother's life is truly endangered, the doctor has two patients to try to save. As a physician, I know human life begins at conception and believe all persons deserve the full and equal protections of the law, the most fundamental function of government as it is foremost among the unalienable rights of “life, liberty, and the pursuit of happiness.” Psalm 82 says, “Give justice to the weak and the fatherless; maintain the right of the afflicted and the destitute. Rescue the weak and the needy; deliver them from the hand of the wicked.” We have an obligation from God to protect the most defenseless, powerless, and vulnerable among us, “the least of these,” stemming from our obligations in the 6th Commandment. That’s why I authored the Sanctity of Human Life Act. I will do everything I can in Congress to be an outstanding and uncompromising advocate for the unborn.

Economy

It is the government’s responsibility to ensure everyone has a livable income.

Strongly Disagree

Free enterprise and the right to private property are essential elements of a productive economic system.

Strongly Agree

How would you guarantee Social Security benefits for future generations?

Eliminating wasteful spending and passing a Balanced Budget Amendment is the only way to guarantee Social Security benefits for future generations. Every deficit dollar the federal government spends makes it harder to meet our financial obligations in the future. Lyndon Johnson started putting fiduciary dollars from the Social Security Trust Fund into the general fund for politicians to spend on social programs, and both Republicans and Democrats have continued that fraudulent practice. We must restore the "lockboxes" to ALL the federal trustfunds for the sake of transparency, honesty, and accountability in government.

What government spending would you reduce in order to balance the budget?

Most all of it. We should use the doctrine of Enumerated Powers to limit federal spending to those areas that are explicitly authorized in the Constitution. The mere existence of anything beyond those limits violates the Ninth and Tenth Amendments to the Constitution. An unconstitutional law is no law at all.

Under what circumstances should taxpayers help pay off existing student loans?

There are no circumstances when forcefully taking one person’s property to pay for another person’s voluntarily assumed debt is justified. The Constitution gives the general government no role whatsoever in the area of education. Federal funding of college education has created a bubble in tuition and is why it's so expensive now. As Ronald Reagan said, "Government is not the solution to our problem, government is the problem."

Religious Liberty

Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.

Strongly Agree

Religious liberty is at risk in the United States and deserves the highest level of protection in the law.

Strongly Agree

I promise to protect the freedom of Christians to share the Gospel and to practice Biblical principles.

Yes

What does "separation of church and state" mean to you?

This phrase from Jefferson’s letter to the Danbury Baptists is best considered in its original context: “The legitimate powers of government reach actions only, & not opinions, I contemplate with sovereign reverence that act of the whole American people which declared that their legislature should "make no law respecting an establishment of religion, or prohibiting the free exercise thereof," thus building a wall of separation between Church & State." In keeping with a strict construction of the original intent of the Constitution, the “separation of church and state” was envisioned as a limitation of government power and a protection of religious liberty, not the other way around as the left today tries to apply it. As John Adams wrote, “Our Constitution was made only for a moral and religious People. It is wholly inadequate to the government of any other.” Government should be based on the inerrant Word of God, not the court-established religion of secular humanism.

Healthcare

It is the government’s responsibility to ensure everyone has health insurance.

Strongly Disagree

I support the elimination of private healthcare insurance.

Strongly Disagree

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

As a doctor, I know firsthand the cost government regulations and mandates impose on healthcare and insurance. Obamacare is the best example of worst practices when it comes to government intrusion into the one of the most sensitive aspects of our lives. I support a FULL repeal of Obamacare as well as other reforms to put patients back in control included in my Patient Option Act (H.R. 2900 in 113th Congress): 100% tax deductibility of all health care expenses, including health insurance; Increase HSA contribution limits and eligibility; Let consumers buy health insurance across state lines; Make it legal for physicians and clinics to donate charity and pro bono care and give them tax credits for doing so; Make it easier for groups to establish Association Health Plans; Move Medicaid and CHIP to a block grant programs for states; Make Medicare a flexible, sustainable premium assistance program.

National Security

The best way to maintain peace is through a strong military.

Strongly Agree

What should the United States do to help eradicate the threat of radical Islamic terrorism?

As a U.S. Marine I was always tought to know your enemy. We must clearly identify them, without the constraints of political correctness, and deal with them accordingly. It’s God’s role to judge terrorists. Our job is simply to arrange the meeting. President Trump has done an exemplary job of eradicating the biggest, most dangerous threats from radical Islamic terrorists against the American people. I support his efforts completely.

Immigration

I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.

Strongly Agree

Immigration and Customs Enforcement (ICE) should be abolished.

Strongly Disagree

State and federal funds should be denied to any public or private entity, including but not limited to sanctuary cities, that are not in compliance with immigration laws.

Strongly Agree

Employers should be required to use E-verify to confirm the eligibility of their employees to work in the United States.

Disagree

Who should be allowed to immigrate to the U.S. and under what circumstances?

I support President Trump in adopting a MERIT BASED IMMIGRATION system that only accepts SKILLED WORKERS who will be able to provide for themselves and ASSIMILATE into American society. We must FINISH THE WALL and leave the coyotes on the other side. We should not grant amnesty to criminal illegal aliens and must END BIRTHRIGHT CITIZENSHIP and CHAIN MIGRATION loopholes that allow cartels to bring drugs and human trafficking into our communities.

Education

Taxpayer-funded public education should be guaranteed through college.

Strongly Disagree

Values

Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

Strongly Agree

I support adding sexual orientation, gender identity and gender expression as protected classes in non-discrimination laws.

Strongly Disagree

Briefly describe your spiritual beliefs and values.

I am an evangelical Christian who upholds the orthodox, cardinal doctrines of the faith. I believe in the eternal existence of one, true, living, triune God. I believe that Jesus Christ, as the Son of God, was God manifested in human flesh and that He came to earth to be the Redeemer of the human race through His vicarious, atoning death on the Cross as foretold in prophecy. I believe that Jesus Christ was literally, bodily resurrected from the dead. I believe that the Bible is the inerrant Word of God. I believe that biblical morality and biblical principles are the spiritual foundation of our nation and that our Founders recognized their importance. I hold those same beliefs and will fight to restore them. I am thankful to the Lord Jesus Christ for His grace, mercy, and redemption in my life. I did not understand the Gospel and make a spiritual commitment to Christ until my mid forties. That experience and the spiritual growth and maturity since have been absolutely transformational.

Qualifications

When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?

Very Conservative

Please provide publicly available information validating your answer to the previous question.

My prior record of public service reflects my commitment to conserving the original framework our founders intended for the federal government. I never once voted for an omnibus bill, a tax increase, or to raise the debt ceiling, and I introduced more targeted spending cuts than any other member of Congress. The liberal elite at MSNBC labeled me “arguably the most conservative Republican in federal office,” when I served previously, and I’m proud to have earned their indignation. In Congress, I often held my own party’s feet to the fire, opposing any and all spending that increased the national debt. I’ve never once compromised on the right to life, amnesty for illegal immigrants, constitutional carry for firearms, or any other unconstitutional measure attempted in Washington.

Have you ever been convicted of a felony or been penalized for sexual misconduct? If so, please explain.

No.

Is there anything else you would like voters to know about you?

I will evaluate every vote in Congress according to my four part test: “Is it constitutional? Is it morally right? Is it necessary? Can we afford it?” The Madison Project wrote about my prior service in Congress: "It is not an exaggeration to say that Congressman Paul Broun (R-GA) has sustained the most conservative voting record over the longest period of time of any sitting Republican in Congress. Even the fiercest conservative fighters tend to succumb to the establishment meat grinder after a few years. Paul Broun has been inviolable."

Criminal Justice

Mandatory minimum sentencing should be required and enforced for violent crimes.

Strongly Agree

2nd Amendment

What restrictions on gun ownership are needed to protect public safety?

None. Guns Save Lives.

Other Important Issues

I support BDS (boycott, divestment, and sanction) against Israel if they refuse to allow the creation of a Palestinian state.

Strongly Disagree

I support the legalization of recreational marijuana.

Strongly Disagree

Reparations should be given to people on the basis of race.

Strongly Disagree

The Electoral College should be abolished.

Strongly Disagree

In priority order, what three areas of legislation do you propose to author or sponsor if elected?

A Balanced Budget Amendment. My JOBS Act that would permanently eliminate all corporate income taxes, capital gains taxes, and the estate tax, with 100% write off of capital expenditures. My Patient Option Act, that fully replaces Obamacare with patient-centered, market-based solutions.

Is racism a threat to domestic security in the United States? Why or why not?

Only when it’s weaponized by Democrats trying to “divide and conquer” to win elections.
