Questionnaire

Please note: Responses are entered electronically by the candidate and are listed verbatim.

Right to Life

Human life begins at conception and deserves legal protection at every stage until natural death.

Strongly Agree

Abortion providers, including Planned Parenthood, should not receive taxpayer funds or grants from federal, state, or local governments.

Strongly Agree

I support the Born Alive Abortion Survivors Protection Act, which requires health care providers to provide life-saving treatment for infants who survive an attempted abortion.

Agree

Under what circumstances should abortion be allowed?

In the event of a reported rape or a clinically supported decision where the potential death of the mother is a possibility, I support its use as an emergency medical procedure in these situations only.

Economy

It is the government’s responsibility to ensure everyone has a livable income.

Disagree

Free enterprise and the right to private property are essential elements of a productive economic system.

Strongly Agree

How would you guarantee Social Security benefits for future generations?

I would encourage that the Status of Social Security be rolled back to an "annuity" status instead of its current "benefit" status, preventing politicians from treating it as a "slush fund" for bank-rolling any social program they desire. Social Security was designed and set up to support only individuals who contributed payroll funds (with matching funds from their employer) for a minimum of 40 quarters.

What government spending would you reduce in order to balance the budget?

I would examine and address how much money we are spending on foreign aide. We need to re-address our own issues to the benefit our own citizens before considering external financial support to other countries.

Under what circumstances should taxpayers help pay off existing student loans?

Absolutely none. Individuals should be responsible for their own debts and responsible for developing careers to help pay those debts off.

Religious Liberty

Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.

Strongly Agree

Religious liberty is at risk in the United States and deserves the highest level of protection in the law.

Strongly Agree

I promise to protect the freedom of Christians to share the Gospel and to practice Biblical principles.

Yes

What does "separation of church and state" mean to you?

Separation of Church and State means that neither can interfere with or harm the practices of the other entity.

Healthcare

It is the government’s responsibility to ensure everyone has health insurance.

Disagree

I support the elimination of private healthcare insurance.

Strongly Disagree

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

Health Care is best provided when it is left up to free market forces and not Government intervention. The Government has never been able to manage Health Care costs and services, it is not managing them now, and Government will never be able to manage them in the future.

National Security

The best way to maintain peace is through a strong military.

Agree

What should the United States do to help eradicate the threat of radical Islamic terrorism?

To combat radical Islamic terrorism, we should continue to cut off financial and material support to these groups using any measures necessary. Sanctions against regimes supporting terrorism are an important tool for obtaining this goal.

Immigration

I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.

Agree

Immigration and Customs Enforcement (ICE) should be abolished.

Strongly Disagree

State and federal funds should be denied to any public or private entity, including but not limited to sanctuary cities, that are not in compliance with immigration laws.

Strongly Agree

Employers should be required to use E-verify to confirm the eligibility of their employees to work in the United States.

Strongly Agree

Who should be allowed to immigrate to the U.S. and under what circumstances?

I favor of anybody who legally wants to come to America and become a contributing and self-supporting member of our society.

Education

Taxpayer-funded public education should be guaranteed through college.

Disagree

Values

Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

Agree

I support adding sexual orientation, gender identity and gender expression as protected classes in non-discrimination laws.

Neutral

Briefly describe your spiritual beliefs and values.

I believe in the existence of God and his laws as written in the Holy Bible.

Qualifications

When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?

Conservative

Please provide publicly available information validating your answer to the previous question.

Since I am not in the public eye, I have never been asked or required to publish anything regarding my beliefs.

Have you ever been convicted of a felony or been penalized for sexual misconduct? If so, please explain.

No.

Is there anything else you would like voters to know about you?

I grew up in West Virginia, was drafted by the Army but received a deferment to attended Marshall University in 1971. I obtained my degree in History in 1975. I received my Commission as a 2nd Lieutenant in the Army Medical Service Corps and was trained in Hospital Administration. I attended Graduate School at Central Michigan University and at Marshall University. I completed the Army Command and General Staff College in 1991 and retired in 1998 as a Lieutenant Colonel from the Army Reserves. In 1991 I was hired as an Administrator for Walter Reed Army Medical Center in Washington, DC and retired from Walter Reed in 2009 when they closed. During my tenure, I managed 12 of the 13 surgical services at Walter Reed to include the 16 Operating Room Suites and Anesthesia. I am married to my lovely bride who is also from West Virginia and we have two adult children (1 each), 1 dog and 4 cats.

Criminal Justice

Mandatory minimum sentencing should be required and enforced for violent crimes.

Agree

2nd Amendment

What restrictions on gun ownership are needed to protect public safety?

The Constitution and the United States and the 2nd Amendment have already addressed this issue. Gun restriction only punishes law abiding citizens and only creates a safe environment for criminals.

Other Important Issues

I support BDS (boycott, divestment, and sanction) against Israel if they refuse to allow the creation of a Palestinian state.

Disagree

I support the legalization of recreational marijuana.

Disagree

Reparations should be given to people on the basis of race.

Disagree

The Electoral College should be abolished.

Strongly Disagree

In priority order, what three areas of legislation do you propose to author or sponsor if elected?

I propose term limits for Congress and the Senate, laws preventing gerrymandering in our states, and requiring budget measures which are self-sustaining.

Is racism a threat to domestic security in the United States? Why or why not?

Yes and no. Race is a motivation for some terror groups, however other political and religious issues are motivation for other groups. Focusing on race alone is short sided and ignores many other motives behind these groups which need to be investigated and eliminated.
