Right to Life

Human life begins at conception and deserves legal protection at every stage until natural death.

Abortion providers, including Planned Parenthood, should not receive taxpayer funds or grants from federal, state, or local governments.

Strongly Agree

I support the Born Alive Abortion Survivors Protection Act, which requires health care providers to provide life-saving treatment for infants who survive an attempted abortion.

Strongly Agree

Under what circumstances should abortion be allowed?

As a doctor, I support the right to life. The only circumstance where abortion should be allowed or even considered is when the pregnancy could cause life-threatening harm to the mother.

It is the government’s responsibility to ensure everyone has a livable income.

Free enterprise and the right to private property are essential elements of a productive economic system.

Strongly Agree

How would you guarantee Social Security benefits for future generations?

Social Security was designed as a trust fund when the average life expectancy was 61 years. The retirement age hasn’t changed since that time, but the trust fund has been raided over the years for other government programs, and IOUs were issued with each raid. Now the IOUs are running out and the program will be insolvent after 2037. Today, trillion dollars a year goes into the fund and more than a trillion dollars is distributed in benefits. There is no “fund.” I would support a combination of 1) indexing the retirement age to the average life expectancy, 2) making the benefit lower and the same for everyone, so that higher paid beneficiaries would receive less and lower paid beneficiaries would receive more, and 3) allowing a portion of the Social Security tax to be invested into an interest bearing account like an IRA. Social Security can and should be saved, but the more time that is wasted by career politicians, the more difficult and painful it will be for the next generations.

What government spending would you reduce in order to balance the budget?

While there are a number of opportunities to cut spending by addressing low-hanging fruit like duplication of services and government waste, the best way to address our spending addiction is to institute zero-based budgeting across the board. Make government agencies justify their spending every year based on needs, not simply increases in every category based on what they spent the year before.

Under what circumstances should taxpayers help pay off existing student loans?

There are no circumstances in which the taxpayers should favor a single subset of individuals and pay off their debts. Our tax dollars should be going towards keeping our country safe and growing our economy, so those benefits can be enjoyed by all our citizens. At 67, I am still paying off student loans from medical school. I have not and will not look towards the American taxpayers to assist me because I believe in personal responsibility and not government handouts.

Religious Liberty

Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.

Strongly Agree

Religious liberty is at risk in the United States and deserves the highest level of protection in the law.

Strongly Agree

I promise to protect the freedom of Christians to share the Gospel and to practice Biblical principles.

What does "separation of church and state" mean to you?

To me, it is a matter of the First Amendment. I support people being able to believe and worship their religion as they wish. Eliminating all reference to religion in the public square is a prohibition on the free exercise of religion.

It is the government’s responsibility to ensure everyone has health insurance.

I support the elimination of private healthcare insurance.

Strongly Disagree

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

As a doctor for nearly thirty years, I will stop U.S. Senator from Illinois Dick Durbin and his fellow radical left-wing Democrats from socializing medicine with a single-payer system. Their plan would outlaw all cost-sharing, including private insurance plans and lead to a decrease in the quality of medical care, loss of providers, long wait times, extreme rationing of care, and a harmful decline in research and innovation. Instead, I will ensure Americans continue to have access to the best medical care in the world while instituting commonsense policies that make health care and insurance more affordable. This includes price and outcome transparency, insurance sold across state lines, expanded Health Savings Accounts (HSAs), regulatory relief on providers and hospitals, malpractice tort reform, small business insurance pools, low-cost short-term insurance plans, and primary care membership plans.

National Security

The best way to maintain peace is through a strong military.

What should the United States do to help eradicate the threat of radical Islamic terrorism?

We must continue the efforts President Trump and our military have taken to proactively fight against terrorism, especially ISIS. We need to continue military surveillance in countries and areas that ISIS members use as safe havens so we can monitor their actions. With military surveillance, we can execute targeted operations so our own troops aren’t headed into dangerous situations and so we can minimize collateral damage. We must also continue securing our borders so ISIS members don’t sneak into our country and cause catastrophic damage on our homeland. That includes expanding air and marine surveillance at the borders so we can see if and when potential threats slip into our country. It is also important to continue coordination with allied countries and their security agencies in the regions where ISIS is present. The United States has done brave work in recent months but that mission was only as successful as it was because of our coordination with allies in the region.

I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.

Strongly Agree

Immigration and Customs Enforcement (ICE) should be abolished.

Strongly Disagree

State and federal funds should be denied to any public or private entity, including but not limited to sanctuary cities, that are not in compliance with immigration laws.

Strongly Agree

Employers should be required to use E-verify to confirm the eligibility of their employees to work in the United States.

Strongly Agree

Who should be allowed to immigrate to the U.S. and under what circumstances?

Our legal immigration system is outdated. The number of H1 and H2 visas needs to be constantly evaluated to accommodate the needs of our country. For those legal immigrants who seek citizenship, the number allowed each year needs to be based on our country’s needs. The family-based chain migration system needs to transition to a merit-based system that serves the future needs of America. To this end, country caps and the lottery need to be eliminated. We need more immigration not less. We need to expand the American family to those who will contribute and assimilate. My neighbors are Muslim, Jewish and Christian, and they come from Hungary, Jordan, and Syria. Our kids grew up together, and we celebrate Independence Day together. We need more, not less legal immigration for the future of our great nation.

Taxpayer-funded public education should be guaranteed through college.

Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

I support adding sexual orientation, gender identity and gender expression as protected classes in non-discrimination laws.

Briefly describe your spiritual beliefs and values.

I am a Christian. My wife and I tried for years to have our own biological children, but it wasn’t meant to be. Efforts at domestic adoption were not successful. Then one day we were connected to an international adoption agency and within five months we adopted Russian nine-month-old twins, Andrei and Nikolai. Two years later we returned to Russia and adopted their biological baby brother, Sergei. I was baptized into the Christian faith with my twin boys 21 years ago. Our 3 sons attended Catholic school. My wife and I converted to the Roman Catholic faith just before the twins’ first communion. I have served as a Lector at our parish church, and my wife served on the Home and School Board of the parish school. My wife also served on the School Board of the Catholic high school. All of our charitable giving has gone to the schools and to Catholic charities. We are pro-life and believe in charitable giving to the poor.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?

Please provide publicly available information validating your answer to the previous question.

On issues across the board, I consider myself a Conservative and publicly stand with President Trump on his conservative policies and direction for our country. My stances are proudly displayed on my public website.

Have you ever been convicted of a felony or been penalized for sexual misconduct? If so, please explain.

Is there anything else you would like voters to know about you?

I will help President Trump continue to grow our booming economy. Despite Dick Durbin’s opposition to the 2017 tax cuts, the Gross Domestic Product (GDP) growth has been good, the unemployment rate is at a historic low, the U.S. leads the world in wage and salary growth, and hundreds of billions in profits have come back from overseas. President Trump is accomplishing conservative and Republican goals of lower taxes, energy independence, a strong military, and trade deals that put Americans first. I support making the tax cuts permanent, cutting spending to reduce the national debt, reducing the regulatory burden on small businesses, and balancing our budget.

Criminal Justice

Mandatory minimum sentencing should be required and enforced for violent crimes.

2nd Amendment

What restrictions on gun ownership are needed to protect public safety?

I fully support the Second Amendment and legislation that is already signed into law. I do not believe we need more restrictions than those that are already in place. Our citizens have the right to legally bear arms and to protect themselves.

Other Important Issues

I support BDS (boycott, divestment, and sanction) against Israel if they refuse to allow the creation of a Palestinian state.

Strongly Disagree

I support the legalization of recreational marijuana.

Reparations should be given to people on the basis of race.

Strongly Disagree

The Electoral College should be abolished.

Strongly Disagree

In priority order, what three areas of legislation do you propose to author or sponsor if elected?

1. I would sponsor legislation based on President Trump’s Executive Order regarding transparency for healthcare costs that would require hospitals and insurance companies to disclose pricing for health care services. 2. I want to serve on US Senate Appropriations Subcommittee on Homeland Security to support a full appropriation to fund the border wall, increase technology, and hire more CBP agents. 3. I would sponsor legislation to deal with asylum claims and illegal border crossings.

Is racism a threat to domestic security in the United States? Why or why not?

Yes, and unfortunately this is an issue that has plagued our country for far too long. We’ve seen violent acts done out of racist intentions too often. The FBI needs to constantly monitor for civil rights disruptions that might lead to violence and deaths so our country can become more united and less divided.
