Right to Life

Human life begins at conception and deserves legal protection at every stage until natural death.

Under what circumstances should abortion be allowed?

None I can think of. To clarify, ectopic pregnancies and other medical issues need treatment and the child may not survive (survival is not really possible in the former), but the aim should be to save the life of the mother and child.


It is the government’s responsibility to ensure everyone has a livable income.


Free enterprise and the right to private property are essential elements of a productive economic system.


How would you guarantee Social Security benefits for future generations?

Sensible, stable governance and stewardship of tax revenues and employee/employer contributions.

What government spending would you reduce in order to balance the budget?

Waste. So much waste. Spending that doesn't really buy us anything useful. We need to cut education funding that doesn't yield students better prepared for life. Much military spending is a terrible waste because Congress is more concerned with satisfying donors than protecting the country and our soldiers. We need to get the money out of politics so we can see clearly where we should spend. I'm certain that would change everything.

Under what circumstances should taxpayers help pay off existing student loans?

None I can think of. Possibly for those disabled.

Religious Liberty

Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.


Religious liberty is at risk in the United States and deserves the highest level of protection in the law.

What does "separation of church and state" mean to you?

It is not put in these terms in the Constitution. There must be no established religion, explicit, implied, or de facto. People must be free to follow their conscience, to believe as they choose or not at all. We have to get along and do the best we can, but some beliefs have aspects that are not compatible with the Constitution, and they will have to accept that to live here. At the extreme, there are cannibals in the world, and if one wants to live in the U.S., we are not going to let them eat people, even with a willing victim. It sounds silly, but an extreme example is sometimes clearer. We cannot allow attacks on churches, mosques, synagogues, or atheist clubs. It is a hard balance to maintain and new challenges will arise. We can make this work.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

Move away from fee-for-procedure and toward rewarding healthcare providers who maintain and restore health. I'm still working on this and will add it to the existing Web site page soon, but it involves a national database to collect data around the effectiveness of procedures so we can better assess what works and what doesn't. Procedures should not be marketed by providers but treatment options offered based on presented symptoms and the providers best judgement. Simple medical problems, such as a broken leg, should be treated at no cost for those who cannot pay, and the right approach is to start with simple coverage alongside private and any existing public insurance and expand carefully, taking lessons from each step and avoiding large, untested solutions. This is the approach I've taken in my work and it yields better results with less risk.

National Security

The best way to maintain peace is through a strong military.


What should the United States do to help eradicate the threat of radical Islamic terrorism?

Practice much better foreign policy, not provide weapons to abusive regimes, support economic growth in countries so that poverty does not encourage openness to terrorists of any religion or political view.


I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.

Immigration and Customs Enforcement (ICE) should be abolished.


State and federal funds should be denied to any public or private entity, including but not limited to sanctuary cities, that are not in compliance with immigration laws.

Who should be allowed to immigrate to the U.S. and under what circumstances?

People of good character in manageable amounts. The Economist (published in the U.K.) estimates that 100 million people would emigrate to the U.S. if they could, and they favor that. We simply cannot solve all the problems of the world. That said, this is a nation of immigrants and true refugees should have a place, along with the relatives of citizens.


Taxpayer-funded public education should be guaranteed through college.



Judeo-Christian values established a framework of morality which is necessary for our system of limited government.


I support adding sexual orientation, gender identity and gender expression as protected classes in non-discrimination laws.

Briefly describe your spiritual beliefs and values.

I'm Catholic and believe all the Church holds and teaches. This does not mean anything the Pope, a bishop, priest, or deacon says. They can all be wrong or disagree, as can I. My faith is not about magic, but about my relationship with God who has shown me great mercy. I believe in Free Will and that compulsory religion is no religion at all, meaning that it must be freely chosen.

A review of the positions taken on my Web site, will reveal some traditionally conservative and some traditionally liberal views. I believe they are consistent with my values, but taken together they fit no established political view.

Is there anything else you would like voters to know about you?

I don't take money from anyone, I don't serve special interests. I'm an independent and believe the two-party system no longer works. In our district, Republicans have never come close to winning in twenty years (70% to 30% is typical), and so a Republican vote in the March primary IS A VOTE FOR THE DEMOCRATIC INCUMBENT. Only an independent can challenge the incumbent in November, so by voting for the Republican for the HOUSE voters are guaranteeing that no independent will make it to November. So either a Democratic or Republican vote for U.S. Representative in District 46, specifically, will guarantee an incumbent win. It doesn't matter who they vote for in any other office, the key vote is for U.S. Representative. Please tell everyone you know in CA District 46, West Anaheim and Santa Ana.

Criminal Justice

Mandatory minimum sentencing should be required and enforced for violent crimes.

Existing restrictions seem adequate but appear poorly enforced at times.

The Dream Act and sensible, sustainable immigration reform Establishment of a more comprehensive healthcare data network that builds on the existing systems. Reform of foreign policy, work to help our neighbors prosper so people are not driven to seek a living elsewhere.

Is racism a threat to domestic security in the United States? Why or why not?

Yes, it goes against the Constitution and the bold statement in the Declaration of Independence. We can't legislate thoughts, but everyone should have a fair opportunity. Where there is injustice, violence follows. Other crimes are a bigger threat, though, including domestic violence. The government should protect us from violence where possible, at the most local level possible.
