Human life begins at conception and deserves legal protection at every stage until natural death.

Governments should define marriage as between one man and one woman; no other definition of marriage should be legalized or supported with taxpayer or public funds.

Under what circumstances should abortion be allowed?

I believe that life begins at conception. I am well aware of the statistics concerning abortions to preserve the "Life of the Mother" are statistically insignificant as well as the testimony of victims of incest who give birth to wonderful children that go on to accomplish GREAT things in life. My wife and I have 11 children and 5 grandchildren. We are very Pro-Life.

What should the United States do to help eradicate the threat of radical Islamic terrorism?

Our current immigration policies are not effective and until our borders are secured, essential, comprehensive immigration overhaul is futile. We need to build a physical barrier, technology is not enough. I would support expediting the immigration process, but only after the security of America is considered. Applicants should be thoroughly vetted during the application process. Prior to entry, applicants should be subjected to identity verification, interview, and medical examination. Emigrants from countries hostile to the United States should be subjected to increased inspection scrutiny.

What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?

It is the sin nature of mankind, the desire to reign over their fellow man, and the divine inspiration of God the Father, that led our founding fathers to establish a government with clearly delineated powers providing a system of checks and balances. At the time of our founding, the Judiciary Branch was considered to be the lessor of the branches. It was in fact this opinion that led the founding fathers to establish very short Judiciary sessions and to assign the closet for them to meet.

Briefly describe your spiritual beliefs and values.

I am a born again, spirit filled Christian, saved by grace. Christianity is not a "merit badge" though, it is based on a close personal relationship with Jesus Christ, my Lord and Savior. I have been married 35 years to my wife Christine. We have 11 children.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?

Very Conservative

Please provide publicly available information validating your answer to the previous question.

Voted against allowing Sunday alcohol sales earlier than 1200. Voted to censure fellow Commissioner for unethical behavior.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

Costs are one of the greatest detractors in the state of health care in the United States. Federal policies that I believe would improve the state of care include increased competition by medical providers, interstate health pools, elimination of the cash payment penalty, the flexibility in care to include homeopathic methods, and. tort reform. Finally, illegal immigration adds an estimated $11.9 Billion in medical costs borne by taxpayers and through higher medical premiums.

What role should government play in boosting the economy?

On a federal level, government "boosting" the economy can be a two edged sword. On the face it seems like a win - win, however, when subsidies are used to encourage business. It is important to ensure an adequate return on investment (ROI).

What changes should be made to the tax code?

I believe President Trump has made great headway in simplifying the tax code. I would support his continued emphasis on continued tax code simplification.

What is the best way to bring down unemployment?

The best way to reduce unemployment is to make it more business friendly. We need the infrastructure to move goods, and high speed broadband expected in the business community. I would work to accelerate the construction of I-87. Nothing would help our district’s economy more.

How would you guarantee Social Security benefits for future generations?

As one Congressman out of 435, I can't guarantee Social Security benefits without mutual support. I would work to develop a consensus to preserve Social Security benefits.

What education or experience qualifies you to hold the office for which you seek election?

I have a degree in Aerospace Engineering from the US Naval Academy; I served my country as a Navy pilot on a Presidential Command and Control aircraft. As a civilian I have extensive executive management experience in DOD Programs in both aviation and maritime logistics. In the Conservation and Green Industry, I attained the status of Consulting Arborist, and managed Disaster Relief and recovery operations following major storm events. I am ready to confront the governmental regulatory overreach of the Army Corp of Engineers in regard to tackling wetland coastal issues. As a practicing engineer, I worked in the marine manufacturing industry designing and implementing the retooling and work flow of an entire manufacturing facility. Currently, I am providing support for both the Defense Contracting industry and the Construction and Recycling industries. I've served Currituck for 14 years, as a Commissioner for the past 5 years.

E-mail address and phone number for voters to reach you:

Is there anything else you would like voters to know about you?

If you've met me, you know me. I don't have a typical politician's resume. I didn't train my whole life to one day run for Congress. To the contrary. I trained my whole life to serve. In the Navy. In the private sector. As a husband and father. And for our community. Representing Northeastern North Carolina in Congress is simply a next step of service. And if you've met me, then you know me. I'm a straight shooter. I'll always look you in the eye and give you an honest day's work
