Under what circumstances should abortion be allowed?

Ideally, under no circumstances should abortion be allowed.

What should the United States do to help eradicate the threat of radical Islamic terrorism?

First, the United States must adequately fund the Department of Defense to the levels required by the Secretary of Defense and the Joint Chiefs. Second, Congress must fund border security (including any required wall or fencing), modern security surveillance over all borders, ports and points of entry; and modernize our immigration system to understand who is entering our nation including the use of e-Verify for foreign nationals using work visas in the United States and our territories around the world. Third, the Departments of Defense and Homeland Security must have sufficient robust, plans to track and neutralize threat from radical Islamic terrorist organizations and persons against the United States homeland and our territories around the world.

What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?

The threats of prosecution for one’s religious beliefs led America’s Founding Fathers to flee their homeland in search of a new home. Through the trials and tribulations against their former oppressors, they won independence in the Revolutionary War and created a government that protected their God-given freedoms found in the United States Constitution.

I am an Evangelical Protestant Christian.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

My first action would be to sponsor or co-sponsor the repeal of the 1987 Safe Harbor Statute which allowed for rebates (or kickbacks) to be rewarded to certain health group purchasing organizations (GPO) or pharmacy benefit managers (PBM). This allowed for certain entities to control access and costs of health care services and pharmaceutical drugs. I became aware of this law during a health care town hall I hosted in Newark in June 2018. I find this very troubling and intend to fix this as this is impacting far too many Delawareans with high health care costs. Additionally, I would partner with my Senate colleagues to implement reforms to the health care industry by opening up competition of health insurance companies to Delaware and American consumers. In Delaware we only have Highmark Delaware operating on the public exchange, and that is just not acceptable. The last action would be to implement national medical tort reform to limit judicial penalties for medical procedures.

What role should government play in boosting the economy?

The federal government through the federal departments must continue to remove regulations that make it harder to set up a new business, or expand one. Regulations are costly impediments to economic growth and must be minimized to make setting up a business easy and fair. Congress must make the 2017 tax cuts for individuals permanent and ensure that no changes to corporate taxation are made. Congress must support the President and his administration in reviewing any trade deals to ensure they are fair and benefit the American people.

What changes should be made to the tax code?

At this time, the 2017 tax cuts for benefits should be made permanent. Many small businesses which create the majority of net new jobs are taxed at the individual or sole-proprietorship level.

What is the best way to bring down unemployment?

The best way to bring down unemployment is to understand there is dignity in work, and that every health American should be able to obtain employment to meet the needs for themselves and their families. Ideally, with right to work still in only 28 states, a national right to work law may be necessary to ensure that all Americans have equal access to suitable employment. Right to work based on the dignity of work principle is about having a fair, level playing field for businesses to establish and grow. The states with the lowest employment numbers are the ones without right to work laws.

How would you guarantee Social Security benefits for future generations?

The first step is to pass a federal law making it a illegal to use any Social Security funds to fund the general fund (to fund federal government operations. Additionally, the Social Security Administration must be required to publish reports to Congress on the health and soundness of the Social Security program including current and prospective funding levels for all benefits. Congress must have oversight over the program working with Social Security Administration semi-annually to ensure the program, investments and benefit allocation projections will meet the needs of current beneficiaries and future generations.

What education or experience qualifies you to hold the office for which you seek election?

Robert Arlett currently serves on the Sussex County Council, representing the 5th County Council district. The 5th County Council District represents southern Sussex County. The son of a career U.S. Naval officer, Mr. Arlett has lived in many areas of the United States, including California, Hawaii and Virginia, where he attended George Mason University and enlisted in the Naval Reserve. There, Mr. Arlett served as an intelligence specialist with top-secret security clearance before eventually leaving and coming to Delaware in 2006.

Born in Rhode Island, but raised in Southern California, Mr. Arlett found his way to the nation’s second smallest state in 2005, when he started a real estate business and put down roots with his family in coastal Sussex County. Rob and his wife Lorna have been married for nearly twenty-nine years. Together they are the parents of two adult children, one of which attends the United States Naval Academy.
