Under what circumstances should abortion be allowed?

I believe that life begins at conception and that abortion wrongly ends that life. Life is sacred and as such it is our job to ensure that the most vulnerable among us including unborn babies are protected. I have worked tirelessly on legislation that would do just that. I was a cosponsor of the Conscience Protection Act and the Pain-Capable Unborn Child Protection Act, and I was proud to lead the letter asking the administration to reform the Title X Family Planning Program which resulted in the administration creating the Protect Life Rule.

What should the United States do to help eradicate the threat of radical Islamic terrorism?

The best way to eradicate the threat of radical Islamic terrorism is a two-pronged strategy: 1) protect our homeland from domestic attacks and 2) seek out those who want to do the United States harm and neutralize the threat. In order to protect the homeland, we must reform our broken immigration system and seal our porous borders so that they are not exploited by terrorists. We must also remain the leader of the free world by engaging with our Middle Eastern allies to tamp down and eliminate terrorists at the source.

What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?

The Founders understood that creating government would give power to individuals over other people. With their experiences with British rule, they understood that centralizing too much power in one branch of government would necessarily lead to dictatorship. By creating three branches of government and a system of checks and balances, the Founders ensured that corrupting power could not be absolute.

Briefly describe your spiritual beliefs and values.

I am an active and practicing Lutheran. My family and faith are the cornerstones of who I am as a person. I believe that my record of service in the U.S. House of Representatives reflects this dedication to faith, family, religious liberty, and the sanctity of life.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?

Very Conservative

Please provide publicly available information validating your answer to the previous question.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

The federal government made the mistake of thinking that access to insurance equates to access to affordable healthcare. However, premium costs continue to skyrocket making healthcare unaffordable to individual consumers as well as to small businesses that might otherwise offer healthcare plans for their employees. Healthcare should be returned to the free market system where competition helps mitigate costs and where consumers can dictate the type of coverage and care they prefer.

What role should government play in boosting the economy?

The best way that the government can boost the economy is to get out of the way of businesses and entrepreneurs. The Tax Cuts and Jobs Act lower taxes and cut regulations, leading to unprecedented economic growth in the past six months. In Congress, we need to continue to cut capricious and onerous regulations in all sectors that stymie economic growth.

What changes should be made to the tax code?

I vocally supported the Tax Cuts and Jobs Act when it passed the U.S. House of Representatives in 2017. I believe that this is a good first step to growing the economy and allowing Kansans to keep more of their hard-earned money. I am committed to improving on this first step by making tax cuts to individuals permanent and ensuring that the economy can continue to grow.

What is the best way to bring down unemployment?

The Tax Cuts and Jobs Act stimulated economic growth, which has brought the unemployment rate down to 3.9%. While this is the lowest that unemployment has been since the 2008 Financial Crisis, we can do better. In Congress, we must continue to remove regulations that stymie economic growth. When businesses have more capital and freedom, they hire more workers.

How would you guarantee Social Security benefits for future generations?

One of the biggest issues facing seniors today is the fiscal viability of their Social Security benefits. I do not support any cuts to Social Security for those currently receiving it and Congress has not cut Social Security. Millions of Americans have paid into Social Security their entire lives. I am committed to protecting and preserving that investment for current and future generations. Due to years of mismanagement, the Social Security system is going broke, and the budget deficit is only going to get worse. Social Security trust funds for retirement and disability will be depleted by 2034. Medicare’s Hospital Insurance Trust Fund will be depleted by 2026, three years earlier than expected just last year. We must face this reality and reform the system for future generations. As State Treasurer, I implemented reforms that significantly improved the viability of the Kansas Public Employee Retirement System. In Congress, I have been fighting to do the same with Social Security

What education or experience qualifies you to hold the office for which you seek election?

As a former State Treasurer, engineer and businessman, I have made tough decisions to protect future generations and support our economy. Growing up on a farm in rural Kansas taught me timeless values which made our state and country strong. I want to continue our pro-growth agenda in Congress to balance our budget, cut taxes and regulations, rebuild our military, defend the Constitution and the unborn, secure our border, and advocate for free and fair trade and protect religious liberties.
