Under what circumstances should abortion be allowed?

I am 100% pro life, so under no circumstance.

What should the United States do to help eradicate the threat of radical Islamic terrorism?

We have to take the threat VERY seriously. While our military is annihilating this horrible enemy around the world, Islamic terrorists believe their job is to kill us. We can't play softball with governments that sponsor terrorism. We must completely dominate the enemy--and we CAN, but if we don't, they will be emboldened to unleash more terror on U.S. soil. On the homefront, our local police are also needed in this fight. There are already Islamist terror cells in America... (1) All people desiring to come here must be properly vetted. (2) We must end “chain migration,” in which a single immigrant can bring in virtually unlimited numbers of extended relatives. Instead, we must limit sponsorships to spouses and minor children. (3) We must also end the “visa lottery” and replace it with a merit-based immigration system "that admits people who are skilled, who want to work, who will contribute to our society, and who will love and respect our country” (President Donald Trump)

What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?

My thoughts are well-stated as follows: "The Founders studied [historian] Polybius...who saw the history of government as falling into a recurring cycle by which kingship inevitably gave way to successive stages of tyranny, aristocracy, oligarchy, democracy, and anarchy, at which point a strong leader would emerge and establish himself as king, thus starting the cycle over again" (Diane Rufino, Deputy Coordinator, North Carolina Tenth Amendment Center).

Briefly describe your spiritual beliefs and values.

I am a real Christian, not a "campaign" Christian. I am not afraid to tell everyone that Jesus Christ is my Lord and Savior.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?

Very Conservative

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

We must repeal and replace Obamacare. "Health care reform should be a patient-centered, market-based alternative that empowers individuals to control the dollars and decisions regarding their health care" (The Heritage Foundation).

What role should government play in boosting the economy?

Smaller government and free enterprise allows people to keep more of their hard-earned money to invest and buy, which, in turn, boosts the economy. According to Stephen Moore, economic advisor to President Trump, “Our economy is growing almost twice as fast under President Trump as it did under Obama. If you can raise the economic growth rate to, say, 3% from 2%, over a decade that leads to about $3 trillion more federal, state, and local tax revenues, because if people are working, if businesses are profitable, they pay more taxes. “As we predicted, if President Trump put in place deregulation, lower taxes, all-American energy policies, and pro-business policies, you would see this kind of unleashing effect of these businesses really expanding their output... This is a real testament to the 28 million men and women who run American businesses, who are expanding, finding ways to make profits, and hire more workers" (Stephen Moore).

What changes should be made to the tax code?

I agree with The Heritage Foundation: "Each year, the tax code is used to hand out billions of dollars in subsidies to politically connected interests, picking winners and losers and distorting free markets. This spending persists without systematic review or annual appropriation. These programs operate like mandatory spending, outlays for which Congress has passed laws making permanent appropriations that it rarely reviews. "The concept of spending through the tax code walks a fine line between [a citizen's] keeping his or her own money versus an actual government expenditure of someone else’s money. All analysis of tax expenditures, taken to its extreme, wrongly assumes that the government is entitled to spend the entirety of some arbitrarily defined tax base. However, narrowly tailored tax expenditures, which bestow concentrated benefits on select recipients, should be avoided in favor of better designed tax policy with well-defined rules broadly applied."

What is the best way to bring down unemployment?

I grew up in the 51st District, in National City. Over the years, I’ve found its citizens to be proud, driven, hard-working Americans, people who don’t want a handout. At the same time, it’s clear we’ve had a serious, long-term need to boost our local economy with greater job opportunities -- without government assistance. It’s not too much to ask one's Congressional Representative to work to bring jobs to the District -- GOOD JOBS! That's my plan and my commitment to the 51st District.

How would you guarantee Social Security benefits for future generations?

"The American people need to know the state of finances of the Social Security program so they can better understand why reform is absolutely essential. The Social Security Reform Act of 2016 presents a reasonable, targeted, and fiscally responsible approach to begin reforming Social Security. "Based on current projections, the Social Security Old-Age and Survivors Insurance trust fund will be depleted by 2035, reducing Social Security’s expenditures automatically to what the program will receive in revenues, regardless of benefits due at that time. The longer Congress waits to act, the larger the changes that will be necessary to address Social Security’s combined financing shortfall. "The president and Congress must work together to resolve the Social Security crisis. Reform is both urgent and necessary" (The Heritage Foundation).

What education or experience qualifies you to hold the office for which you seek election?

I believe in and practice "servant leadership." I hold a Bachelor of Science Degree in Criminal Justice (Summa cum laude) from Park University and I'm a National Defense University graduate of Keystone Executive Leadership. As a Marine Sergeant Major at the pinnacle of my 31-1/2 year, decorated career, I was selected to represent all services in the administration and as the Senior Enlisted Leader of Joint Task Force, Guantanamo Bay (GTMO), Cuba, from 2013 to 2015. I've also served as School Board Chairman and member for a significant portion of my military career, and I'm now a church leader and board member. I'm committed to supporting veterans and military families and am active with a military non-profit organization. http://hidalgoforcongress.com/bio/

Is there anything else you would like voters to know about you?

I am not a politician! First and foremost, I’m proud to say I am the son of the King, Jesus Christ. I have no problem stating that or living it. I am also a proud American. I will always put America and the American people first. It’s time we put regular Americans back in Congress and send the “career politician” home. I’m a family man who knows how important my family is to me and how important families are to Americans. I have a strong, beautiful marriage to a wonderful woman. Together, we’ve raised three awesome children who are leading productive, moral lives. I’m a servant leader, not afraid of hard work. By the grace of God and hard work, I’ve been successful. I want to be a reminder to the wonderful people of the 51st District and all Americans that if you can dream and are willing to work hard, yes, you too can be successful!
